City Council Meeting

__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, June 15, 2020 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, June15, 2020 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Tom Hotek, Mark Lankey, Darrow Novy, Elizabeth Parish, and Randy Seeley. Pat Moen arrived at 7:29 P.M. Others in attendance were: City Administrator Adam Sonntag, City Clerk Sheila Schraufnagel, Police Chief Patrick Clark, Joe and Robin Haugh, Mike Lange, Snapper & Kim Verbsky, Rick Sebranek, Mike Clark, Robert Nieves, Kammy Miller, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, second by Hotek to approve the May 18, 2020 Common Council minutes and June 4, 2020 Special Common Council minutes. Motion carried. Mayor Greg Kubarski presented Michael Lange with an Employee Longevity Award. Mr. Lange has been employed with the City of Hillsboro for 30 years. Comments were expressed from the public regarding to the City of Hillsboro’s Emergency Proclamation in Response to the COVID-19 Pandemic and how it may impact the community. Motion by Lankey, second by Parish to approve the monthly bills for payment. Motion carried. Motion by Lankey, seconded by Seeley to continue the current Emergency Proclamation in Response to the COVID-19 Pandemic until July 20th, 2020. Motion carried on a roll vote with Hanke voting no, Hitselberger-no, Hotek-yes, Lankey-yes, Moen-yes, Novy-no, Parish- yes, and Seeley-yes. Motion by Hitselberger, second by Hanke to approve Change Order #1 for the Hillsboro Dam Gate Replacement & Structure Repair. Motion carried. Motion by Lankey, seconded by Seeley to approve Pay Application #7 to Terra Engineering & Construction for Dam Project in the amount of $82,292.67. Motion carried. Motion by Seeley, seconded by Hotek to approve Change Order #1 for the Lake Dredging Project. Motion carried. Motion by Lankey, seconded by Seeley to approve Final Pay Application to Badger Environmental and Earthworks for Lake Dredging in the amount of $35,581.17. Motion carried. Motion by Hanke, seconded by Hitselberger to approve the 2020 Sidewalk and Concrete Construction Contract between the City of Hillsboro and S & S Concrete. Motion carried. Motion by Seeley, seconded by Parish to approve Resolution #08-2020-Consent Resolution Tinker’s Bluff Lot #59 Sale. Motion carried. Motion by Seeley, seconded by Hanke to approve Resolution #09-2020-CMAR Resolution. Motion carried. Motion by Moen, seconded by Hanke to approve Resolution #10-2020-Reducing Certain Alcohol Licensing Fees Due to COVID-19. Motion carried. Motion by Hanke, seconded by Hotek to approve Combination Class “A” Beer and Liquor License for Dollar General #6914-Agent Nicole Greifenhagen. Motion carried. Motion by Hanke, seconded by Moen to approve Combination Class “A” Beer and Liquor License for Kwik Trip. Inc.-Agent Lisa Ulrich. Motion carried. Motion by Lankey, seconded by Moen to approve Combination Class “A” Beer and Liquor License for The Cheese Store and More, LLC-Agent Amy Sebranek. Motion carried. Motion by Hanke, seconded by Hitselberger to approve Combination Class B Fermented Malt Beverage and Liquor Retail License for Hillsboro Firemen’s Memorial Park & Hall, Inc. -Agent Thomas Sebranek. Motion carried. Motion by Hotek, seconded by Hanke to approve Combination Class B Fermented Malt Beverage and Liquor Retail License for Hillsboro Hotel Group, LLC-Agent Michelle Hastings. Motion carried. Motion by Hanke, seconded by Moen to approve Combination Class B Fermented Malt Beverage and Liquor Retail License for Hillsboro Brewing Company, LLC-Agent Snapper Verbsky. Motion carried. Motion by Moen, seconded by Lankey to approve Outdoor Consumption Permit for Hillsboro Brewing Company, LLC. Motion carried. Motion by Hanke, seconded by Hotek to approve Outdoor Consumption Permit for Hillsboro Hotel Group, LLC. Motion carried. Motion by Hitselberger, seconded by Hanke to approve Operator License #52-2020 and #54-2020. Motion carried. Motion by Hanke, seconded by Moen to adjourn at 7:45 P.M. Motion carried.
