__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, July 20, 2020 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, July 20, 2020 at 7:03 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Mark Lankey, Darrow Novy, Elizabeth Parish, and Randy Seeley. Patricia Moen arrived at 7:05 P.M. Thomas Hotek was absent. Others in attendance were: City Administrator Adam Sonntag, City Clerk Sheila Schraufnagel, City Treasurer Lisa Johnson, Police Chief Patrick Clark, Joe Haugh, Jaime Boado with WisDOT, Brian Kehrli with MSA, Curt Bisarek, Kammy Miller, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, second by Hitselberger to approve the June 15, 2020 Common Council minutes and July 14, 2020 Special Common Council minutes. Motion carried. Jaime Boado with the WisDOT was present to discuss the State/Municipal Financial Agreement for a State-Let-Highway Project which involves STH 80 and STH 33. The proposed improvements are to replace/mill and overlay sections of pavement and update curb ramps. The project is scheduled for 2026. Bill Moilien with Johnson Block & Company remotely presented the 2019 Audit Report. City Treasurer, Lisa Johnson gave a presentation regarding the 2019 Financial Report. Motion by Lankey, seconded by Moen to approve the monthly bills for payment. Motion carried. Brian Kehrli from MSA was present and gave an updated Engineer Report. The Dam Gate Replacement & Structure Repair is currently on hold until remaining items are delivered including gate frames, generator, and control building. The Elm Avenue Reconstruction and Lake Trail/Pier bidding is anticipated to begin in early August. Construction on the CTH FF Bridge project will tentatively begin August/September. Motion by Lankey, seconded by Hanke to accept the new proposed School Parking Lot Project Plan with approximately 50% of parking lot runoff discharging to the west. Motion carried. The Council discussed the current Emergency Proclamation in Response to the Covid-19 Pandemic. Motion by Hanke, seconded by Hitselberger to approve keeping the Emergency Proclamation, but adjust the number of people allowed on City property during an event or mass gatherings from 50 to 125. Roll Call vote was taken with Hanke voting yes, Hitselberger-yes, Lankey-no, Moen-no, Novy-yes, Parish-abstain, and Seeley-no. Motion failed due to lack of majority vote. Motion by Hitselberger, seconded by Moen to approve keeping the Emergency Proclamation but adjust the number of people allowed on City property during an event or mass gatherings from 50 to 75 until August 17, 2020. Motion was carried on Roll Call vote with Hanke voting yes, Hitselberger-yes, Lankey-no, Moen-yes, Novy-yes, Parish-yes, and Seeley-no. Motion by Parish, seconded by Novy to approve the Offer to Purchase Contract between City of Hillsboro and Ted E. Meza for the Hospital Lands. Motion carried. Motion by Hitselberger, seconded by Moen to approve Resolution No. 11-2020 Tax Incremental District (TID) Affordable Housing Extension Resolution. Motion carried. Motion by Parish, seconded by Hitselberger to approve Resolution #12 A Resolution Identifying TID #4 Project Expenditures. Motion carried. Motion by Moen, seconded by Hanke to approve Resolution #13-2020 Resolution Authorizing the Issuance and Sale of up to $1,086,785 Sewer and Water System Revenue Bonds, Series 2020, and Providing for Other Details and Covenants with Respect Thereto, and Approval of Related $1,598,097 Financial Assistance Agreement. Motion carried on a roll call vote with all members present voting yes. Motion by Hanke, seconded by Moen to adjourn at 9:28 P.M.
