City Council Meeting

__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, August 17, 2020 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, August 17, 2020 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Thomas Hotek, Darrow Novy, Elizabeth Parish, and Randy Seeley. Mark Lankey and Patricia Moen absent. Others in attendance were: City Administrator Adam Sonntag, City Clerk Sheila Schraufnagel, Police Chief Patrick Clark, Nick Manke of MSA, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hitselberger, second by Hanke to approve the July 20, 2020 Common Council minutes. Motion carried. Motion by Parish, seconded by Hotek to approve the monthly bills for payment. Motion carried. Nick Manke from MSA was present and gave an updated Engineer Report. Motion by Novy, seconded by Hanke to approve the bid from Gerke Excavating in the amount of $611,113.55 plus Alternate #3 FVM Tube for $10,474.46 for Elm Avenue Reconstruction and Pedestrian Trail. Motion carried. Motion by Novy, seconded by Hanke to approve the bid from Gerke Excavating in the amount of $82,221.66 for the Field Veteran Memorial Park Trail. Motion carried. Motion by Hanke, seconded by Hotek to approve the bid from JI Construction in the amount $56,175.00 for the FVM Park Pier and Kayak Launch. Motion carried. Motion by Hanke, seconded by Novy to approve the bid from Gerke Excavating in the amount of $26,856.72 for the Salsbery Circle Trail. Motion carried. Motion by Novy, seconded by Hotek to approve the Offer to Purchase (1017 Mitscher Ave.) between the City of Hillsboro and Peter A. Nelson. Motion carried. Motion by Hanke, seconded by Novy to approve the installation of the Salsbery Circle stop sign. Motion carried. Motion by Hanke, seconded by Hitselberger to approve Pay Application #8 Terra Engineering and Construction for Dam Project in the amount $31,975.15. Motion carried. Motion by Hanke, seconded by Hitselberger to approve keeping the Emergency Proclamation but adjust the number of people allowed on City property during an event or mass gatherings from 75 to 125. Motion carried. Motion by Hotek, seconded by Hitselberger to approve Resolution #14-2020 Authorizing Application for DNR Urban Forestry Grant. Motion carried. Motion by Novy, seconded by Parish to approve Resolution #15-2020 A Resolution Authorizing the Purchase and Sale of Real Estate (Hospital Lands). Motion carried. Motion by Hitselberger, seconded by Hanke to approve Operator License #60-2020. Motion carried. Motion by Hanke, seconded by Hotek to approve going into closed session at 7:52 P.M. Sec. 19.85(1)(c), Wis. Stats., sanctions the use of closed sessions where governmental bodies are considering employment, promotion, compensation or performance evaluation of any public employee – Administrator Contract/Police Chief Contract/ Employee Wages and Benefits. Motion carried. Motion by Hitselbeger, second by Hanke to return to open session at 8:57 P.M. Motion carried. Motion by Hanke, second by Hitselberger to adjourn at 8:58 P.M. Motion carried.
