COMMON COUNCIL MINUTES
Monday, September 21, 2020
The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday,
September 21, 2020 at 7:00 PM. All present stood and recited the Pledge of Alliance.
Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila
Schraufnagel replied, “Yes”.
Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Thomas Hotek, Mark
Lankey, Darrow Novy, Elizabeth Parish, and Randy Seeley. Patricia Moen was absent.
Others in attendance were: City Administrator Adam Sonntag, City Clerk Sheila
Schraufnagel, Police Chief Patrick Clark, and Hillsboro Sentry Editor, Nicolette Nauman.
Motion by Hanke, second by Parish to approve the August 17, 2020 Common Council
minutes. Motion carried.
Motion by Lankey, seconded by Hotek to approve the monthly bills for payment. Motion
carried.
Motion by Seeley, seconded by Parish to approve the Building Raze Order bids from
Kendall Trucking and Excavating and A&A Environmental for 1017 Mitscher Avenue.
Motion carried.
Motion by Hitselberger, seconded by Hanke to approve the Snow Hauling Contract with
Kendall Trucking & Excavating. Motion carried.
Motion by Seeley, seconded by Hitselberger to approve Pay Application #9 to Terra
Engineering & Construction for Dam Project in the amount of $31,756.39. Motion carried.
Motion by Hotek, seconded by Hanke to approve the WisDOT Trail Maintenance
Agreement. Motion carried.
Motion by Hanke, seconded by Parish to approve the Bridge Engineering Contract
Amendment with MSA. Motion carried.
Motion by Hitselberger, seconded with Hanke to approve keeping the Emergency
Proclamation in Response to the COVID-19 Pandemic. Motion carried.
Motion by Hitselberger, seconded by Hanke to approve Resolution #16-2020 A Resolution
Changing the Polling Place for the November 3, 2020 General Election in the City of
Hillsboro. Motion carried.
Motion by Hitselberger, seconded by Hanke to approve Ordinance No. 03-2020 Adoption of
Residential and Commercial Building Codes. Motion carried.
Motion by Hanke, seconded by Hitselberger to approve Ordinance No. 04-2020 Transient
Merchant and Mobile Food Establishment Ordinance and public areas to set up include Air
Strip and Field Veteran’s Memorial Park and Lake. Motion carried.
Motion by Hanke, seconded by Hitselberger to approve the Fee Schedule for Mobile Food
Establishment permits as follows: Annual Permit-$50.00, Daily Permit-$25.00 (2-day
sessions), and permits run from January 1st to December 31st. Motion carried.
Motion by Hitselberger, seconded by Hanke to approve Operator License #61-2020.
Motion carried.
Discussion was held regarding debt issuance for capital expenditures-new end loader for
approximately $125,000.
Motion by Lankey, seconded by Hotek to approve the creation of a Third Full-Time Police
Officer Position. Motion carried. Seeley and Hanke-opposed, Hitselberger-abstained.
Motion by Hanke, seconded by Hotek to adjourn at 9:00 P.M. Motion carried.
