City Council Meeting

__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, October 19, 2020 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, October 19, 2020 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Thomas Hotek, Patricia Moen, Darrow Novy, Elizabeth Parish, and Randy Seeley. Mark Lankey was absent. Others in attendance were: City Administrator Adam Sonntag, City Clerk Sheila Schraufnagel, Police Chief Patrick Clark, Librarian Jacqueline Johnson, Cory Griffiths, Austin Glick, Rob Upoff and Brian Kehrli with MSA, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, second by Moen to approve the September 21, 2020 Common Council minutes. Motion carried. Motion by Hotek, seconded by Hanke to approve the monthly bills for payment. Motion carried. MSA Professional Services were present to give an updated Engineer Report. Details are attached. Motion by Moen, seconded by Hanke to approve October 31, 2020 for Trick-or-Treating from 4:00 PM to 7:00 PM. Motion carried. Motion by Hitselberger, seconded by Hanke to approve Pay Application #10 to Terra Engineering & Construction for Dam Project in the amount of $345,492.26. Motion carried. Motion by Novy, seconded by Parish to approve Library Board appointment, Arda Kolowrat. Motion carried. Motion by Hitselberger, seconded by Hotek to approve 2021 Animal Care Provider Agreement with Driftless Humane Society. Motion carried. Motion by Hanke, seconded by Moen to approve the First Amendment (Hours 10:00 A.M. to 9:00 P.M.) to the Lease Agreement between the City of Hillsboro and 40 Rods Racing, LLC. Motion carried. Motion by Seeley, seconded by Hotek to approve the 2021 Health Insurance changes. Motion carried. Motion by Hitselberger, seconded by Hanke to approve Farmer State Bank’s financing quote for the End Loader purchase. Motion carried. Motion by Hitselberger, seconded by Hanke to approve Resolution #17-2020 Summary Budget Publication Resolution. Motion carried. Motion by Hanke, seconded by Hitselberger to approve Resolution #18-2020 A Resolution Establishing 2021 Health Reimbursement Arrangement Account Amounts. Motion carried. Motion by Moen, seconded by Hanke to adjourn at 8:00 P.M. Motion carried.
