City Council Meeting

__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, November 16, 2020 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, November 16, 2020 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Mark Lankey, Darrow Novy, Elizabeth Parish, and Randy Seeley. Thomas Hotek and Patricia Moen were absent. Others in attendance were: City Administrator Adam Sonntag, City Clerk Sheila Schraufnagel, City Treasurer Lisa Johnson, Librarian Jacqueline Johnson, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, second by Hitselberger to approve the October 19, 2020 Common Council minutes. Motion carried. Mayor Kubarski opened the Public Hearing at 7:01 P.M. regarding special charges rolling to the property tax bills. With no public comments or concerns a motion was made by Lankey, seconded by Hanke to close the public hearing at 7:02 P.M. Motion carried. Mayor Kubarski opened the Public Hearing at 7:02 P.M. regarding the 2021 City of Hillsboro Budget. With no public comments or concerns a motion was made by Novy, seconded by Lankey to close the public hearing at 7:03 P.M. Motion carried. Motion by Lankey, seconded by Hanke to approve the monthly bills for payment. Motion carried. Motion by Parish, seconded by Hanke to approve Pay Application #11 to Terra Engineering & Construction for Dam Project in the amount of $166,197.21. Motion carried. Motion by Novy, seconded by Hanke to approve the Lakebed Burning Proposal from Applied Ecological Services, Inc. in the amount of $9,600. Motion carried. Hitselberger was opposed. Motion by Hitselberger, seconded by Hanke to approve the Professional Services Agreement (Wastewater Treatment Facility Capacity Study) between the City of Hillsboro and MSA Professional Services, Inc. in the amount of $15,000. Motion carried. Motion by Hanke, seconded by Hitselberger to approve Resolution #19-2020 Resolution Authorizing Covid-19 Response for City Operations and Personnel. Motion carried. Motion by Lankey, seconded by Hanke to approve Resolution #20-2020 Special Charges to the 2020 Tax Roll. Motion carried. Motion by Hanke, seconded by Lankey to approve Resolution #21-2020 Establishing Certain User Fees and Fees for Various Licenses and Permits for 2021. Motion carried. Motion by Lankey, seconded by Novy to approve Resolution #22-2020 Borrowing Resolution for End Loader Purchase. Motion carried. Motion by Lankey, seconded by Hitselberger to approve Resolution #23-2020 Budget and Property Tax Levy Resolution for 2021. Motion carried. Motion by Lankey, seconded by Hitselberger to adjourn at 7:45 P.M. Motion carried.
