City Council Meeting

_____________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, December 21, 2020 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, December 21, 2020 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Treasurer, Lisa Johnson replied, “Yes”. Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Pat Moen, Darrow Novy, Elizabeth Parish, and Randy Seeley present. Tom Hotek and Mark Lankey were present via phone conference. Others in attendance were: City Administrator Adam Sonntag, City Treasurer Lisa Johnson, Police Chief Patrick Clark, Hillsboro Sentry Editor, Nicollette Nauman, Police Officer Rachel Winch, Police Officer Chris Kucinsky, John Kucinsky, Sydney Johnson, Shana Johnson, Rocky Johnson, Dakota Clark, and Ken Bisarek. Motion by Hanke, second by Hitselberger to approve the Council Meeting Minutes from November 16, 2020. Motion carried. Police Chief Patrick Clark addressed the council regarding the full-time police officer opening. All background checks and tests were completed, the new position was also included in the 2021 budget. Chief Clark recommended to the council hiring current Part- Time Officer Christopher Kucinsky. Motion by Moen, second by Parish to hire Officer Christopher Kucinsky to full-time status effective January 1, 2021. Motion carried. Motion by Novy, second by Hanke to approve Pay Application #1 to Gerke Excavating, Inc. for Elm Avenue Reconstruction in the amount of $613,590.20. Motion carried. Motion by Hanke, second by Hitselberger to approve a DNR Urban Forestry Grant in the amount of $8,517.50 with a city match of $8,517.50. The grant is based on ash and risk tree management, along with tree replanting. Motion carried. Motion by Hitselberger, second by Moen to approve the 2021 Audit Contract with Johnson Block and Company, Inc. Motion carried. Motion by Hanke, second by Novy to approve End Loader with Grapple Bucket purchase in the amount of $126,800.00. Motion carried. Mr. Ken Bisarek representing Mr. B’s Smokehouse Meats LLC addressed the council on his plans regarding opening a smokehouse meats business at 749 High Avenue (former Sebranek Auto Mart). His plans consist of processing and smoking fresh meats with a retail option. Mr. Bisarek is requesting assistance from the city in applying for a Community Development Investment (CDI) grant to the Wisconsin Economic Development Corporation (WEDC). Motion by Hanke, second by Moen to approve Resolution #24-2020 Authorizing the Submission of a Community Development Investment (CDI) Grant Application to the Wisconsin Economic Development Corporation (WEDC) for the Mr. B’s Smokehouse Meats LLC Project. Motion carried. Request by Hitselberger to start with Operator’s License Application #65-2020 first. Motion by Hitselberger, second by Moen to approve Operator’s License Application #65- 2020. Motion carried. Motion by Moen to approve Operator’s License Application #64-2020. Motion failed due to lack of second. Motion by Hitselberger, second by Hanke to oppose Operator’s License Application #64-2020 due to resolution of pending case in Sauk County. Motion carried. Moen Opposed. Mayor Kubarski announced the 2020 Holiday Decorating Contest winners. 1st place went to 704 Hillsborough Avenue, 2nd place went to 575 Water Avenue, and 3rd place went to 721 Field Avenue. Mayor Kubarski thanked the community for their time and efforts in making Hillsboro look festive during the holidays. Motion by Hitselberger, second by Hanke to adjourn at 7:45 PM. Motion carried.
