City Council Meeting

__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, January 18, 2021 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, January 18, 2021 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Patricia Moen, Darrow Novy, Elizabeth Parish, and Randy Seeley. Thomas Hotek was present via phone conference. Mark Lankey was absent. Others in attendance were: City Administrator Adam Sonntag, City Clerk Sheila Schraufnagel, Police Chief Patrick Clark, Michael Lange, MSA Dan Greve, Librarian Jacqueline Johnson, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, second by Seeley to approve the December 21, 2020 Common Council minutes. Motion carried. Dan Greve from MSA gave an updated Engineer Report. The Dam Project has been completed enough for final DNR approval. Minor grading needs to be completed and touch up work will be done in the spring. CTH FF Bridge is completed except for minor clean up, grass and other restoration. Elm Ave. project is complete. WWTF Upgrade is running smoothly. Mr. Greve also discussed the Wastewater Capacity Study/Facility Plan with the Council. MSA completed an evaluation of the capacity of the existing wastewater treatment plant and suggested discussing options for the future of the plant. Motion by Hitselberger, seconded by Hanke to approve the monthly bills for payment. Motion carried. Motion by Hanke, seconded by Novy to approve the Coronavirus Paid Sick Leave Policy with an expiration date March 31, 2021. Motion carried. Motion by Moen, seconded by Hanke to approve the City of Hillsboro Tourism Advertising Grand Program which is designed to assist businesses, organizations and events with tourism related advertising and promotion costs. Motion carried. Motion by Novy, seconded by Hanke to adjourn at 8:00 P.M. Motion carried.
