COMMON COUNCIL MINUTES
Monday, March 15, 2021
The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday,
March 15, 2021 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor
Kubarski asked for affirmation of proper public notice to which City Clerk Sheila
Schraufnagel replied, “Yes”.
Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Thomas Hotek, Mark
Lankey, Patricia Moen, Darrow Novy, and Randy Seeley. Elizabeth Parish was present via
phone conference.
Others in attendance were: City Clerk Sheila Schraufnagel, City Treasurer Lisa Johnson,
Police Chief Patrick Clark, Joe Haugh, Jeff Belongia with Huntington Securities, Inc. via
phone conference, MSA Rob Uphoff, Librarian Jacqueline Pysarenko, and Hillsboro Sentry
Editor, Nicolette Nauman.
Motion by Hotek, second by Lankey to approve the February 15, 2021 Common Council
minutes. Motion carried.
Mayor Kubarski opened the public hearing at 7:03 P.M. in regards to the Community
Development Block Grant Program.
Rob Uphoff was present to give an update on the status of the Community Development
Block Grant (CDBG) project. Mr. Uphoff explained the City obtained funding for the 2020
WWTP upgrade by using DNR Clean Water Funds and CDBG Close Funds which was money
left over from the Revolving Loan Fund Program. Funds spent to date are $103,000 with
$125,000 remaining from the grant. There were no residential and/or business
displacement and relocation assistance activities required as a result of CDGB project and
no housing needs were identified in the community. No input or feedback was received
from the public in regards to the CDBG project activities.
With no further comments/concerns from the public a motion was made by Lankey,
seconded by Moen to close the public hearing at 7:08. Motion carried.
Motion by Lankey, seconded by Hanke to approve the monthly bills for payment. Motion
carried.
Motion by Novy, seconded by Hanke to approve Professional Services Agreement between
the City of Hillsboro and MSA Professional Services, Inc. for preparation of CDBG CLOSE
Application and Administration/Assistance/Coordination. Motion carried.
Motion by Hitselberger, seconded by Hanke to approve Professional Services Agreement
between the City of Hillsboro and MSA Professional Services, Inc. for Hillsboro WWTF
Facility Plan according to NR 110, correspondence with WDNR regarding NOV, and
negotiations with Industrial Users. Motion carried.
Motion by Lankey, seconded by Hanke to approve the purchase of Water Utility Pipe Freeze
Equipment and establish a user fee of $35 during normal business hours and $45 after
hours. Motion carried.
Motion by Lankey, seconded by Hotek to approve the Coronavirus Paid Sick Leave Policy
effective until May 31, 2021. Motion carried.
Motion by Lankey, seconded by Hanke to approve the Field Veteran’s Memorial Park Pier
Design and Change Order increase in the amount of $4000. Motion carried.
Jeff Belongia with Huntington Securities was present via phone conference to discuss the
General Obligation Promissory Notes, Series 2021A at a T.I.C. of 1.809% for 10 yrs. Motion
by Novy, seconded by Hanke to approve Resolution #01-2021 Resolution Authorizing the
Issuance and Sale of $2,290,000 General Obligation Promissory Notes, Series 2021A.
Motion carried.
Discussion was held in regards to Resolution #02-2021 Approving and Adopting City of
Hillsboro Police Department Policy and Procedure manual. Motion by Hitselberger,
seconded by Hanke to table Agenda Item #13 until next month for further discussion. Roll
call was taken with Hanke voting yes, Hitselberger-yes, Hotek-no, Lankey-no, Moen-no,
Novy-no, Parish-no, and Seeley-no. Motion failed due to lack of majority vote.
Motion by Moen, seconded by Novy to approve Resolution #02-2021 Approving and
Adopting City of Hillsboro Police Department Policy and Procedure Manual. Motion carried
on a roll call vote with Hanke voting no, Hitselberger-no, Hotek-yes, Lankey-yes, Moen-yes,
Novy-yes, Parish-yes, and Seeley-yes.
Motion by Hanke, seconded by Moen to adjourn at 7:40 P.M. Motion carried.
