SPECIAL COMMON COUNCIL MINUTES
Thursday, March 25th 2021
The Special Common Council Meeting was called to order by Mayor Greg Kubarski on
Thursday, March 25, 2021 at 7:03 PM. All who were present stood and recited the Pledge
of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City
Treasurer, Lisa Johnson confirmed that the meeting did receive proper public notice.
Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Mark Lankey, Pat
Moen, Darrow Novy, and Elizabeth Parish. Randy Seeley arrived at 7:17 PM. Tom Hotek
was absent.
Others in attendance were: City Treasurer Lisa Johnson and Chris Swartz representing
Public Administration Associates, LLC (PAA).
Motion by Hanke, second by Novy to go into Closed Session – 19.85(1)(c), Wis. Stats.,
sanctions the use of closed sessions where governmental bodies are considering employ-
ment, promotion, compensation or performance evaluation of any public employee – City
Administrator Position Vacancy and Recruitment. Motion carried.
Motion by Lankey, second by Hanke to return to open session at 8:06 PM. Motion carried.
There was no action from Closed Session.
Motion by Parish, second by Lankey to adjourn at 8:07 PM. Motion carried.
