COMMON COUNCIL MINUTES
Monday, April 19, 2021
The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday,
April 19, 2021 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor
Kubarski asked for affirmation of proper public notice to which City Clerk Sheila
Schraufnagel replied, “Yes”.
Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Thomas Hotek, Mark
Lankey, Patricia Moen, Darrow Novy, Elizabeth Parish, and Randy Seeley present.
Others in attendance were: City Clerk Sheila Schraufnagel, City Treasurer Lisa Johnson,
Police Chief Patrick Clark, Mike Burch, and Hillsboro Sentry Editor, Nicolette Nauman.
Motion by Hotek, second by Hanke to approve the March 15, 2021 Common Council
minutes. Motion carried.
Motion by Hanke, seconded by Hotek to approve the March 25, 2021 Special Common
Council minutes. Motion carried.
Motion by Hanke, seconded by Moen to approve the April 10, 2021 Common Council
minutes. Motion carried.
Mayor Kubarski issued a Mayoral Proclamation for Fair Housing Month (April).
Mayor Kubarski issued a Mayoral Proclamation for Arbor Day (April 30, 2021).
City of Hillsboro was awarded 28th Year Tree City USA.
Motion by Lankey, seconded by Hotek to approve the monthly bills for payment. Motion
carried.
Motion by Novy, seconded by Hanke to approve the 2021 Sidewalk and Concrete
Construction Contract between the City of Hillsboro and S&S Concrete. Motion carried.
Motion by Moen, seconded by Hanke to authorize the writing-off of certain uncollectable
bills (Invoice No. 8765 and 8871). Motion carried.
Motion by Hanke, seconded by Hotek to approve the Special Park Use Permit for Hammer-
Klopfleisch Park (August 28, 2021). Motion carried.
Motion by Lankey, seconded by Hanke to approve the Proposal from Access Security in the
amount of $2085.00 for additional Police Security Cameras. Motion carried.
Chief Clark explained with the Neighborhood Watch Program (Next Door App) the Police
Dept. would be able to post and so would the residents as a way of communicating. Would
also give the community another way of contacting the police without having to go through
the county.
Motion by Hanke, seconded by Seeley to approve the Neighborhood Watch Program (Next
Door App), signage up to $300 and annual fee of $47.00. Motion carried.
Mayor Kubarski explained the Field Veteran’s Memorial Park has been due for an electrical
upgrade for some time and needs to be taken care of. Motion by Moen, seconded by Hanke
to approve the Field Veteran’s Memorial Park Electrical Upgrade. Motion carried.
Discussion was held in regards to the 2021 Pool Wages and Certification Reimbursement.
Motion by Moen, seconded by Hanke to approve the New Lifeguard base rate of $9.00/hr
and returning Lifeguards 0.25/per returning year up to 4 years max with a cap of $10.00,
Pool Manager $11.75/hr, and reimbursement of 2021 Certification Fees (Course + Course
Materials up $150.00). Motion carried.
Spring Clean-up is Saturday, June 5th from 7:30 A.M. to 11:00 A.M.
Motion by Lankey, seconded by Hotek to go into closed session at 7:22 P.M. Pursuant to
19.85 (1)(c) Wis. Stats.; sanctions the use of closed sessions where governmental bodies
are considering employment, promotion, compensation, or performance evaluation of any
public employee – Discussion of City Administrator Position and Review of Applicants.
Motion carried.
Motion by Hitselberger, seconded by Moen to return to open session at 7:45 P.M. Motion
carried.
No action to report from closed session.
There will be a Special Common Council meeting Thursday, April 22, 2021 at 5:30 P.M.
Motion by Hotek seconded by Hanke to adjourn at 7:48 P.M. Motion carried.
