City Council Meeting

__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, November 15, 2021 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, November 15, 2021 at 7:02 PM. All present rose and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel confirmed the notice was properly posted. Roll call was taken with Alderpersons Garth Hitselberger, Thomas Hotek, Mark Lankey, Pat Moen, Elizabeth Parish, Randy Seeley, and Rick Hanke present. Darrow Novy was absent. Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel, Police Chief Patrick Clark, Librarian Jacqueline Pysarenko, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, seconded by Parish to approve the October 18, 2021 Common Council minutes. Motion carried. Mayor Kubarski opened the Public Hearing at 7:04 P.M. regarding Special Charges rolling to the 2021 property tax bills. With no comments or concerns from the public a motion was made by Hanke, seconded by Moen to close the public hearing at 7:05 P.M. Motion carried. Mayor Kubarski opened the Public Hearing at 7:05 P.M. regarding the 2022 City of Hillsboro Budget. With no public comments or concerns a motion was made by Lankey, seconded by Hanke to close the public hearing at 7:06 P.M. Motion carried. Motion by Lankey, seconded by Hotek to approve the monthly bills for payment. Motion carried. Motion by Lankey, seconded by Moen to approve Resolution #7-2021 A Resolution Establishing Certain User Fees for Various Licenses and Permits for 2022. Motion carried. Motion by Hotek, seconded by Hanke to approve Resolution #8-2021 Resolution Adding Certain Special Charges To Property Tax Bills. Motion carried. Motion by Hitselberger, seconded by Moen to approve Resolution #9-2021 A 2022 Budget and Property Tax Levy Resolution. Motion carried. Motion by Lankey, seconded by Hitselberger to approve Consent Resolution #10-2021 Lot Sale to St. Paul’s Evangelical Lutheran Church. Motion carried. Motion by Hanke, seconded by Hitselberger to approve the Written Amended Municipal Advisor Client Disclosure with the City of Hillsboro for TID No. 4 Analysis. Motion carried. Motion by Parish, seconded by Moen to approve Ordinance #3-2021 An Ordinance Adopting New Aldermanic Districts in the City of Hillsboro. Motion carried. Motion by Hitselberger, seconded by Hotek to approve a Class “B” Retailers’ License (Fermented Malt), a Class “C” Retailers’ License (Wine), and Joyce Meza as Agent for The Kitchen on Water Avenue, LLC. Motion carried. Motion by Parish, seconded by Hanke to adjourn at 7:24 P.M. Motion carried.
