COMMON COUNCIL MINUTES
Monday, December 20, 2021
The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday,
December 20, 2021 at 7:00 PM. All present rose and recited the Pledge of Alliance. Mayor
Kubarski asked for affirmation of proper public notice to which City Clerk Sheila
Schraufnagel confirmed the notice was properly posted.
Roll call was taken with Alderpersons Darrow Novy, Garth Hitselberger, Thomas Hotek,
Mark Lankey, Pat Moen, Elizabeth Parish, Randy Seeley, and Rick Hanke present.
Others in attendance were: City Clerk Sheila Schraufnagel, City Treasurer Lisa Johnson,
Police Chief Patrick Clark, Streets Lead Joe Haugh, and Dan Greve from MSA.
Motion by Hanke, seconded by Moen to approve the November 15, 2021 Common Council
minutes. Motion carried.
Motion by Lankey, seconded by Hotek to approve the monthly bills for payment. Motion
carried.
Dan Greve with MSA was present to update the Council on the potential federal funding for
the WWTF Plan/ Upgrade through the US Dept. of Commerce Economic Development
Administration (EDA). This past October/November City Administrator Joshua Finch was
contacted by the Mississippi River Regional Planning Commission informing him of
potential funding through the EDA. Funding would be part of the Build Back Better
Program. The Regional Planning Commission (RPC) was interested in developing a grant
application and submitting it to the EDA on behalf of a number of cities. The RPC did put
together a grant proposal on the behalf of the cities of Hillsboro, Monroe, and Platteville for
WWTP improvements. The cities would have to hire Engineering Consultants to do the
work. MSA was eligible to perform the work and submitted an application but
unfortunately was not selected to receive the funding. The EDA in Chicago expressed
interest in funding projects in Wisconsin through their Regular Program not the Build Back
Better Program. MSA would submit an application to the EDA Regular Program not
through the Build Back Better program. It was suggested to the Council by MSA to
terminate the Professional Services Agreement dated March 15, 2021between the City of
Hillsboro and MSA Professional Services, approve a Statement of Qualifications for Phase 1
and Phase 2 Engineering Services, and Phase 1 Planning Services Agreement with MSA.
Motion by Seeley, seconded by Moen to approve terminating the existing Professional
Services Agreement between the City of Hillsboro and MSA Professional Services, Inc. dated
March 15, 2021 for the Hillsboro WWTF Facility Plan. Motion carried.
Motion by Hanke, seconded by Novy to approve the Statement of Qualifications for Phase 1
and Phase 2 Engineering Services with MSA Professional Services, Inc. for WWTP Upgrade.
Motion carried.
Motion by Hanke, seconded by Lankey to approve the WWTP Phase 1 Planning Services
Agreement with MSA Professional Services, Inc. Motion carried.
Motion by Seeley, seconded by Moen to approve the Final Pay Application #10 August
Winter & Sons, Inc. in the amount of 36,702.25 for the 2020 Wastewater Facility
Improvements. Motion carried.
Motion by Moen, seconded by Hotek to approve Resolution #11-2021 A Resolution
Appointing Election Inspectors for the 2022-2023 Elections. Motion carried.
Motion by Lankey, seconded by Hitselberger to approve the extension of Resolution #19-
2020 Authorizing Covid-19 Response for City Operations and Personnel through March 1,
2022. Motion carried.
Motion by Novy, seconded by Parish to approve the 2022 Johnson Block & Company Audit
Contract. Motion carried.
Motion by Parish, seconded by Hotek to approve the Full-Time Police Officer Floating
Holiday Policy. Motion carried.
Motion by Hanke, seconded by Hotek to approve the Overnight Parking at City Owned
Parking Lot for Peterson’s Pharmacy. Motion carried.
Mayor Kubarski announced the winners of the Holiday Decorating Contest:
1st 729 Hill Avenue
2nd 763 Hillsborough Avenue
3rd 623 Spring Street
Motion by Hotek, seconded by Hanke to adjourn at 7:54 P.M. Motion carried.
