__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, January 17, 2022 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, January 17, 2022 at 7:00 PM. All present rose and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel confirmed the notice was properly posted. Roll call was taken with Alderpersons Darrow Novy, Garth Hitselberger, Thomas Hotek, Pat Moen, Elizabeth Parish, Randy Seeley, and Rick Hanke present. Mark Lankey was absent. Others in attendance were: City Clerk Sheila Schraufnagel, Police Officer Rachel Winch, Librarian Jacqueline Pysarenko, Hillsboro Sentry Editor, Nicolette Nauman, and via phone Administrator Joshua Finch. Motion by Hanke, seconded by Hitselberger to approve the December 20, 2021 Common Council minutes. Motion carried. During the holidays, when the Library had shown the Pearl Harbor movie, they displayed a certificate and U.S. Flag which had been flown over the battleship USS Arizona on Dec 7, 2013. The certificate and flag were received from Mr. and Mrs. Donald Slama. Motion by Hitselberger, seconded by Hotek to approve the monthly bills for payment. Motion carried. Motion by Novy, seconded by Hitselberger to approve Change Order #6 in the amount of $18, 749.00 for August Winter & Sons, Inc. for services repairing broken water line and rerouting into building at the WWTF as part of the 2020 Wastewater Facility Improvements. Motion carried. Motion by Novy, seconded by Hitselberger to approve August Winter and Sons, Inc. amended Contractor’s Application for Payment No. 11-Final in the amount of $18,749.00 for Change Order #6 work. Motion carried. Motion by Hotek, seconded by Moen to approve the additional WWTP Laboratory Equipment: vacuum pump ($1788), convention oven ($1,166), microscope ($321), and Effluent Sampler ($8,906) to be funded by the Clean Water Fund Loan with a 30% principal forgiveness. Motion carried. Clerk Schraufnagel informed the Council the City will be holding a Primary Election on February 15, 2022 as three people have filed papers for Third Ward Alderperson for the April 5, 2022 Spring Election. Administrator Finch informed the Council the City will continue to follow the CDC recommended Rules and Regulations regarding Covid-19. Also, the Hillsboro Brewing Company will be hosting their first concert with the main act, Vic Ferrari & Band on March 12, 2022. Motion by Parish, seconded by Hanke to adjourn at 7:15 P.M. Motion carried.
