COMMON COUNCIL MINUTES
Monday, May 16, 2022
The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, May
16, 2022 at 7:00 PM. All present rose and recited the Pledge of Alliance. Mayor Kubarski
asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel
confirmed the notice was properly posted.
Roll call was taken with Alderpersons Leanne Beyer, Rick Hanke, Thomas Hotek, Mark
Lankey, Pat Moen, Darrow Novy, and via phone Elizabeth Parish, present. Randy Seeley
arrived at 7:18 P.M.
Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel,
Chief Patrick Clark, Alan Picha, and Hillsboro Editor, Nicolette Nauman.
Motion by Hotek, seconded by Hanke to approve the April 18, 2022 Common Council
Minutes and April 19, 2022 Reorganization Minutes. Motion carried.
Alan Picha, representing the Hillsboro Area Historical Society was present to express his
concerns in regards to the structural condition of the log cabin that is placed at the Albert
Field Memorial Park. The structure of the cabin is in very rough shape with rotting logs and
the roof, windows, and doors are in extremely bad condition. Along with the issues of the
cabin the main display museum also needs two furnaces replaced.
Motion by Seeley, seconded by Hanke to approve the monthly bills for payment. Motion
carried.
Motion by Moen, seconded by Hanke to approve the Outdoor Consumption & Event Permit
for Station 2 Pub. Motion carried.
Motion by Moen, seconded by Beyer to approve the Outdoor Consumption & Event Permit
for Beezers Bar and Grill. Motion carried.
Motion by Seeley, seconded by Hotek to approve the Outdoor Consumption & Event Permit
for Hillsboro Brewing Co. Motion carried.
Motion by Novy, seconded by Hanke to accept the 2022 Road and Alley Reconstruction Bid
submitted by D.L. Gasser Construction in the amount of $ 65,900 for alleys and Madison
Street projects. Motion carried.
Motion by Hanke, seconded by Moen to approve Couleecap to provide CDBG RLF
administration and management services for the City. Motion carried.
Mayor Kubarski presented two proclamations. One for Emergency Medical Services for
Children (EMSC) Day and National Police Week.
Motion by Hanke, seconded by Beyer to go into closed session –Sec. 19.85(1)(e), Wis Stats.,
sanctions the use of closed sessions where governmental bodies are deliberating or
negotiating the purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons require a
closed session-Police Officer Compensation. Motion carried.
Motion by Hanke, seconded by Hotek to return to open session at 8:09 P.M. Motion carried.
Motion by Moen, seconded by Beyer to adjourn at 8:09 P.M. Motion carried.
