City Council Meeting

__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, June 20, 2022 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, June 20, 2022 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Leanne Beyer, Rick Hanke, Thomas Hotek, Mark Lankey, Patricia Moen, Darrow Novy, via phone Elizabeth Parish, and Randy Seeley present. Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel, Police Chief Patrick Clark, Snapper Verbsky, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, second by Beyer to approve the May 16, 2022 Common Council minutes and June 14, 2022 Special Common Council minutes. Motion carried. Motion by Lankey, seconded by Hotek to approve the monthly bills for payment. Motion carried. Motion by Moen, seconded by Hanke to approve the purchase of two (2) Ray-Pak 406 pool heaters in the amount of $16, 620 from Badger Swimpools, Inc. Motion carried. Motion by Hanke, seconded Novy to approve the Sidewalk Bid submitted by S & S Concrete. Motion carried. Motion by Moen, seconded by Hotek to approve the Lifeguard Employment of Alesha Burch-Pool Manager. Motion carried. Motion by Hanke seconded by Beyer to approve CMAR Resolution #03-2022 A Resolution Acknowledging Receipt and Review of the Hillsboro Compliance Maintenance Annual Report as Required by the Wisconsin Pollutant Discharge Elimination System Permit Issued by the Wisconsin Department of Natural Resources. Motion carried. Motion by Moen, seconded by Lankey to approve Ordinance #03-2022 Amending Building Permit Exceptions. Motion carried. Seeley was opposed. Motion by Novy, seconded by Beyer to approve Verbsky Properties, LLC request to change the zoning for parcel 236-00747-0000, located at 1078 Wood Avenue and parcel 236-00674- 0000, located at 239 East Madison Street from R1 Single Family Residential /Industrial Zoning to R3 Multi-Family Residential Zoning. Motion carried. Motion by Hanke, seconded by Moen to approve Combination Class “A” Beer and Liquor License for Dollar General #6914-Agent Amy Olson. Motion carried. Motion by Hanke, seconded by Hotek to approve Combination Class “A” Beer and Liquor License for Kwik Trip. Inc.-Agent Katelyn Hach. Motion carried. Motion by Hanke seconded by Moen to approve Combination Class “A” Beer and Liquor License for The Cheese Store and More, LLC-Agent Amy Sebranek. Motion carried. Motion by Hanke, seconded by Beyer to approve Combination Class B Fermented Malt Beverage and Liquor Retail License for Hillsboro Firemen’s Memorial Park & Hall, Inc. - Agent Tiffany Brickl contingent upon the Liquor License Inspection is completed by June 30th. Motion carried. Motion by Moen, seconded by Hanke to approve Combination Class B Fermented Malt Beverage and Liquor Retail License for Hillsboro Hotel Group, LLC-Agent Michelle Hastings. Motion carried. Motion by Moen, seconded by Beyer to approve Combination Class B Fermented Malt Beverage and Liquor Retail License for Hillsboro Brewing Company, LLC-Agent Snapper Verbsky. Motion carried. Motion by Lankey, seconded by Novy to approve Operator License #1-2022, #2-2022, #9- 2022, and #31-2022. Motion carried. Motion by Hanke, seconded by Hotek to adjourn at 7:23 P.M.
