COMMON COUNCIL MINUTES
Monday, September 19, 2022
The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday,
September 19, 2022 at 7:04 PM. All present stood and recited the Pledge of Alliance.
Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila
Schraufnagel replied, “Yes”.
Roll call was taken with Alderpersons Rick Hanke, Thomas Hotek, Mark Lankey, Patricia
Moen, Darrow Novy, and Elizabeth Parish, present. Leanne Beyer and Patricia Moen were
absent.
Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel,
Chief Patrick Clark, Ethan Davidson, Jim and Michelle Rice, Dan, John, and Anne Tucholke,
Steve and Jenny Hynek, Paul and Sharyn Richardson, Dennis and Joan Butters, Karri Bartlett,
Snapper Verbsky, and Hillsboro Sentry Editor, Nicolette Nauman.
Motion by Hanke, seconded by Hotek to approve the August 15, 2022 Common Council
minutes. Motion carried.
Motion by Lankey, seconded by Hanke to approve a 3-minute time limit per person during
the registered public comment. Motion carried.
Members from the community voiced their concerns in regards to the Short-Term Rental
Tourist Rooming Houses. Some of the concerns were, possibly worsening the already
housing storage within the City, parking issues, more utility usage (water and sewer),
additional garbage, potentially affecting the residential property values in a negative way,
and additional security and safety issues. With this being said, there were comments
stating the great need for additional lodging for tourists/visitors that come into the City.
Motion by Hotek, seconded by Hanke to open the public hearing at 7:29 P.M. in regards to
the Re-zoning application submitted by Steve and Jennifer Hynek for 804 Hillsborough
Avenue. Motion carried.
With no questions from the public, a motion was made by Lankey, seconded by Hanke to
close the public hearing at 7:30 P.M. Motion carried.
Motion by Lankey, seconded by Hotek to approve the monthly bills for payment. Motion
carried.
Motion by Seeley, seconded by Hanke to approve Ordinance #5-2022 An Ordinance to
Rezone Parcel 236-00482-000 located at 804 Hillsborough Avenue from R-1 Single Family
Residential to R-3 Multi-Family Residential. Motion carried. Parish was opposed.
Motion by Seeley, seconded by Hanke to approve Ordinance #6-2022 An Ordinance to
Create Chapter 7.12 of the Code of Ordinances of the City of Hillsboro, Wisconsin, “Short-
Term Rental Regulations”, and amending the application to require recording the vehicle
license plate number on the permit application. Motion carried. Parish was opposed.
Motion by Hanke, seconded by Hotek to approve Operator License #37-2022. Motion
carried.
Motion by Lankey, seconded by Hotek to approve the Street Use Permit for Karri Bartlett,
October 15, 2022 Octoberfest Event located at Air Rail and Wood Avenue. Motion carried.
Motion by Lankey, seconded by Hanke to approve going into closed session at 7:50 P.M.
Sec. 19.85(1)(c), Wis. Stats. , sanctions the use of closed sessions where governmental
bodies are considering employment, promotion, compensation, or performance evaluation
of any public employee-Adminstrator Contract/Evaluation/ Police Chief Contract
Evaluation/Employee Wages and Benefits. Motion carried.
Motion by Hotek, seconded by Hanke to return to open session at 8:40 P.M. Motion carried.
Motion by Lankey, seconded by Seeley to adjourn at 8:41 P.M. Motion carried.
