__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, October 17, 2022 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, October 17, 2022 at 7:05 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Leanne Beyer, Rick Hanke, Thomas Hotek, Patricia Moen, Darrow Novy, and Elizabeth Parish present. Mark Lankey was absent and Seeley arrived at 7:06 P.M. Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel, City Treasurer Lisa Johnson, Chief Patrick Clark, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, seconded by Beyer to approve the September 19, 2022 Common Council minutes. Motion carried. Motion by Hotek, seconded by Hanke to approve the monthly bills for payment. Motion carried. Motion by Beyer, seconded by Novy to approve Resolution No. 04-2022 Summary Budget Publication Resolution. Motion carried. Motion by Hotek, seconded by Hanke to approve Resolution No. 5-2022 A Resolution Establishing 2023 Health Reimbursement Arrangement Account Amounts. Motion carried. Motion by Beyer, seconded by Moen to approve Ordinance #7-2022 An Ordinance to Repeal, Amend, and Recreate Section 2.2.8 of Code of Ordinances of the City of Hillsboro Relating to the Compensation of the Mayor and Alderpersons. Motion carried. Motion by Moen, seconded by Hanke to approve the Animal Care Provider Agreement- Unlimited Plan between the City of Hillsboro and Driftless Humane Society, Inc. in the amount of $2667.29. Motion carried. Motion by Hanke, seconded by Beyer to approve the Baraboo River Launch Bid submitted by Janke General Contractors, Inc. without the shelter included, in the amount of $240,131.75. Motion carried. The City has received a DNR Stewardship Grant with a 50/50 match up to a total match of $116,005.00. Motion by Moen, seconded by Hanke to approve the Short Term Rental Property Applications submitted by Jennifer Hynek (804 Hillsborough Ave.) and Dustin Torkleson (1210 Knower Ave., Unit 1) contingent upon the Room Tax information being completed at City Hall. Motion carried. City of Hillsboro Trick or Treat hours are October 31, 2022 from 4:00 P.M. – 7:00 P.M. Motion by Hotek, seconded by Beyer to adjourn at 7:34 P.M. Motion carried.
