__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, November 21, 2022 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, November 21, 2022 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Leanne Beyer, Rick Hanke, Mark Lankey, Patricia Moen, Darrow Novy, Elizabeth Parish, and Randall Seeley present. Thomas Hotek was absent. Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel, City Treasurer Lisa Johnson, Chief Patrick Clark, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, seconded by Beyer to approve the October 17, 2022 Common Council minutes and November 8, 2022 Special Common Council minutes. Motion carried. The Public Hearing opened at 7:07 P.M. in regards to Special Charges rolling to the 2022 Tax Roll. With no comments or concerns from the public a motion was made by Hanke, seconded by Beyer to close the public hearing at 7:08 P.M. Motion carried. The Public Hearing opened at 7:08 P.M. in regards to the 2023 City of Hillsboro Budget. With no comments or concerns from the public a motion was made by Novy, seconded by Hanke to close the public hearing at 7:09 P.M. Motion carried. Motion by Lankey, seconded by Hanke to approve the monthly bills for payment. Motion carried. Motion by Hanke, seconded by Moen to approve Resolution No. 7-2022 Establishing Certain User Fees and Fees for Various Licenses and Permits contingent upon the new rates forthcoming. Motion carried. Motion by Hanke, seconded by Moen to approve Resolution #8-2022 Special Charges to Roll to Property Tax Bills. Motion carried. Motion by Hanke, seconded by Beyer to approve Resolution #9-2022, 2023 Budget and Property Tax Levy Resolution. Motion carried. Motion by Lankey, seconded by Hanke to approve the amendment to the “Class B” Retailers’ License for Williams Beezers, LLC. Motion carried. Discussion was held in regards to the Revolving Loan Fund Application submitted by Kevin Gonzales. The intentions are to remodel 810 Water Avenue and re-locate The Power Station Nutrition business to 810 Water Avenue and 824 Water Avenue would then become a restaurant that would offer daily breakfast and American and Nicaraguan cuisine. Motion by Novy, seconded by Hanke to approve the Revolving Loan Fund Application for Kevin Gonzales. Motion carried. Motion by Lankey, seconded by Seeley to approve the Professional Services Agreement between the City of Hillsboro and MSA Professional Services in regards to the CORP Update and Albert Field Memorial Park Master Plan. Motion carried. Motion by Hanke, seconded by Moen to adjourn at 7:37 P.M. Motion carried.
