COMMON COUNCIL MINUTES
Monday, January 16, 2023
The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday,
January 16, 2023 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor
Kubarski asked for affirmation of proper public notice to which City Clerk Sheila
Schraufnagel replied, “Yes”.
Roll call was taken with Alderpersons Leanne Beyer, Rick Hanke, Thomas Hotek, Mark
Lankey, Darrow Novy, Elizabeth Parish, and Randall Seeley present. Patricia Moen was
absent.
Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel,
Chief Patrick Clark, Officer Christopher Kucinsky, Rocky Johnson, Sidney Johnson, Makenzie
Sullivan, and Hillsboro Sentry Editor, Nicolette Nauman.
Motion by Hanke, seconded by Hotek to approve the December 19, 2022 Common Council
minutes. Motion carried.
Motion by Hotek, seconded by Hanke to approve the monthly bills for payment. Motion
carried.
Motion by Lankey, seconded by Novy to approve the Conditional Use Permit Application for
Jennifer Johnson & Meza to construct a farm structure on parcel no. 236-00701-0000 (102
Heights Road). Motion carried.
Motion by Lankey, seconded by Hanke to approve the Short Term Rental Property
Application submitted by Hillsboro Brewing Co. (1078 Wood Avenue) contingent upon
receiving the Room Tax Submission information from City Hall. Motion carried.
Motion by Hanke, seconded by Beyer to approve Resolution #1-2023 Approving
Reissuance of a Health Care Facilities Revenue Bond, Series 2019A (St. Joseph’s Health
Services, Inc. Project). Motion carried.
Motion by Hanke, seconded by Lankey to approve Operator License No. 1-2023. Motion
carried.
Discussion was held in regards to an individual expressing interest in re-zoning a vacant lot
located at 830 Hillsborough Avenue from Residential to Commercial. It was the consensus
of the Council not to consider the re-zoning request due to the location and the size of the
lot. Administrator Finch will follow up on this.
Chief Clark stated to best of his knowledge, Officer Kucinsky was the first Officer in
Hillsboro to use an AED successfully and bring an individual back. Officer Kucinsky was
presented with a Life Saving Award in recognition of his life saving actions at an E.M.S. call
of an unresponsive pregnant female, on December 4, 2022. Officer Kucinsky arrived at the
scene and was able to revive the female using his AED to save two human lives.
Motion by Hanke, seconded by Hotek to go into closed session at 7:12 P.M. per Sec.
19.85(1)(c), Wis Stat., sanctions the use of closed sessions where governmental bodies are
considering employment, promotion, compensation, or performance evaluation of any
public employee-Employee wages and benefits. Motion carried.
Motion by Hanke, seconded by Novy to return to open session at 8:20 P.M. Motion carried.
Motion by Hanke, seconded by Hotek to adjourn at 8:20 P.M. Motion carried.
