REORGANIZATION MINUTES
TUESDAY, APRIL 18, 2023
The Reorganization meeting of the Common Council was called to order by Mayor Greg
Kubarski at 7:00PM. on Tuesday, April 18, 2023. All present rose and recited the Pledge of
Allegiance.
Mayor Kubarski asked for affirmation of proper public notice to which Clerk Schraufnagel
replied the notice was properly posted.
Clerk Schraufnagel administered the Oaths of Office to the newly elected Alderpersons.
Randall Seeley. Darrow Novy. and Thomas Hotek read their Oaths of Office.
Roll call was taken with Alderpersons Leanne Beyer. Thomas Hotek. Mark Lankey. Darrow
Novy. Elizabeth Parish, and Randy Seeley present. Richard Hanke and Patricia Moen were
absent. Others in attendance: City Administrator Joshua Finch. City Clerk Sheila Schraufnagel.
and Hillsboro Sentry Enterprise Editor. Nicolette Nauman.
Motion by 1-lotek. seconded by Parish to approve Mark Lankey as City Council President.
Motion carried.
Motion by Lankey. seconded by Bever to approve the Finance & Personnel Committee Chair—
Mark Lankey. Elizabeth Parish. Patricia Moen. and Thomas Hotek.
Improvement and Services Committee Chair Darrow Novy. Rick Hanke. Mark Lankey. and

Randall Seeley.
Safety and Welfare Committee Chair Pat Moen. Thomas Hotek. Leanne Beyer. and Darrow

Novy. Motion carried.
Motion by Hotek. seconded by Novy to approve the standing committee meeting time schedule
for the second Tuesday of each month starting at 7:00 P.M. Motion carried.
Motion by Lankey. seconded by Parish to approve the Faners State Bank as the City’s official
bank. Motion carried.
Motion by Lankey, seconded by Seeley to approve The Hillsboro Sentry-Enterprise as the City’s
official newspaper. Motion carried.
Motion by Hotek, seconded by Beyer to approve Steven A. Roy and Timothy M. Homar of
Geier, Homar. & Roy, LLP as City of Hillsboro Attorney. Motion calTied.
Motion by Lankey, seconded by Beyer to approve the Revolving Loan Fund appointments.
Motion carried.
Motion by Lankey seconded by Hotek to approve the Police Committee appointments. Motion
carried.
Motion by Lankey, seconded by Beyer to approve the Community Development Authority
(CDA) appointments. Motion carried.
Motion by Lankey, seconded by Beyer to approve the City Plan Commission appointments.
Motion carried.
Motion by Lankey, seconded by Beyer to approve the Board of Review appointments. Motion
carried.
Motion by Hotek, seconded by Lankey to approve the Hilisboro Fire Association appointments.
Motion carried.
Motion by Beyer, seconded by Novy to approve the Room Tax Commission appointments.
Motion carried.
Motion by Lankey, seconded by Hotek to approve the remaining Mayoral appointments. Motion
carried. Committees and Appointments attached.
Motion by Beyer. seconded by Lankey to adjourn at 717 P.M. Motion carried.
