______________________________________________________________________________ COMMON COUNCIL MINUTES Monday, May 15th 2023 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, May 15, 2023, at 8:09 PM. All who were present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Treasurer, Lisa Johnson confirmed that the meeting did receive proper public notice. Roll call was taken with Alderpersons Leanne Beyer, Rick Hanke, Mark Lankey, Pat Moen, Darrow Novy, Elizabeth Parish, and Randy Seeley present. Tom Hotek was absent. Others in attendance were Police Chief Patrick Clark, City Administrator Joshua Finch, City Treasurer Lisa Johnson, Sentry-Enterprise Editor Nicolette Nauman, Hillsboro Public Librarian Jackie Pysarenko and Street Employee Micheal Burch. Motion by Beyer, second by Hanke to approve the April 17, 2023, Council Minutes and April 18, 2023, Reorganization Minutes. Motion carried. Representing American Legion Post 223, Jackie Pysarenko addressed the council under the registered public comment. She announced there will be bench dedication in honor of Brock Haugh on Memorial Day on Monday, May 29th at Field Veteran’s Memorial Park. This bench will be placed near the memorial wall on an existing concrete pad. There will also be a second bench placed on an existing concrete pad in a different location in the park at this time from the legion. Motion by Lankey, second by Moen to approve the monthly bills. Motion carried. Motion by Hanke second by Beyer to approve Ordinance #1-2023 Off Street Winter Parking with the following addition in Section 10.1.37 (c) (2) In all other areas, parking on City streets and alleys shall be prohibited, unless otherwise approved by a city official, until that street or alley has been plowed and the snow has been removed to the curbline. Motion carried. Motion by Lankey, second by Hanke to approve the Special Park Use Permit-Oberholtzer for Albert Field Memorial Park on June 18, 2023. Motion carried. Motion by Lankey, second by Hanke to approve the Special Park Use Permit-St. Joseph’s Memorial Foundation 5k/10K Run/Walk for Field Veteran’s Memorial Park on October 14, 2023. Motion carried. The 2022 Library Report was presented by Librarian, Jackie Pysarenko. She reported in 2022 there were 8664 visitors, 30,806 items checked out, 52 programs offered, 7886 library website visits, and 10,016 wireless connections. Total revenues and expenses were $143,720. Mayor Kubarski announced two proclamations in observance of Police Week May 14 -20 and EMS Week May 21-27. Motion by Hanke, second by Beyer to adjourn at 7:21 PM. Motion carried.
