City Council Meeting

__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, June 19, 2023 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, June 19, 2023 at 7:08 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Leanne Beyer, Rick Hanke, Mark Lankey, via phone Patricia Moen, Darrow Novy, and Elizabeth Parish present. Thomas Hotek arrived at 7:12 P.M. Randall Seeley was absent. Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel, Police Chief Patrick Clark, Joyce Meza, Emily Soderberg, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Beyer, seconded by Hanke to approve the May 15, 2023 Common Council minutes. Motion carried. Motion by Lankey, seconded by Parish to approve the monthly bills for payment. Motion carried. Motion by Lankey, seconded by Hanke to approve CMAR Resolution #02-2023 A Resolution Acknowledging Receipt and Review of the Hillsboro Compliance Maintenance Annual Report as Required by the Wisconsin Pollutant Discharge Elimination System Permit Issued by the Wisconsin Department of Natural Resources. Motion carried. Motion by Hanke, seconded by Lankey to approve Resolution #03-2023 A Resolution Adopting the Comprehensive Outdoor Recreation Plan (CORP) which serves as a guide for making future decisions relating to the expansion and development of parks and recreational areas in the City of Hillsboro. Motion carried. Motion by Lankey, seconded by Hanke to approve Combination Class “A” Beer and Liquor License for Dollar General #6914-Agent Kandi Blaha, Kwik Trip. Inc.-Agent Katelyn Hach, and The Cheese Store and More, LLC-Agent Amy Sebranek, Combination Class B Fermented Malt Beverage and Liquor Retail License for Hillsboro Firemen’s Memorial Park & Hall, Inc. -Agent Tiffany Brickl, William Beezers, LLC-Agent Michelle Hastings, and Hillsboro Brewing Company, LLC-Agent Snapper Verbsky. Motion carried. Motion by Lankey, seconded by Beyer to approve a Combination Class B Fermented Malt Beverage and Liquor Retail License for La Marimba Nicaraguan Cuisine, LLC-Agent Kevin Gonzalez. Motion carried. Motion by Lankey, seconded by Hotek to approve Outdoor Consumption and Event Activities Permits for William Beezers, LLC, Hillsboro Brewing Company, LLC, Hillsboro Firemen’s Memorial Park & Hall, Inc., and La Marimba Nicaraguan Cuisine, LLC. Motion carried. Motion by Hanke, seconded by Hotek to approve Operator License #14-2023, #24-2023, and #26-2023. Motion carried. Motion by Lankey, seconded by Beyer to approve a Sidewalk Use Permit for La Marimba Nicaraguan Cuisine, LLC. Motion carried. Motion by Novy, seconded by Lankey to approve the Sidewalk Bid submitted by S & S Concrete Construction. Motion carried. Motion by Lankey, seconded by Hanke to approve the Short-Term Rental Renewals for Dustin Torkelson-1210 Knower Avenue, Apt. 1 and Hillsboro Brewing Company-1078 Wood Avenue. Motion carried. Motion by Hanke, seconded by Beyer to approve Change Order No. 01 a decrease of $316.09 and Final Pay Application #3 in the amount of $114,330.23 to Janke General Contractors, Inc. for the Baraboo River Canoe/Kayak Launch Project. Motion carried. Motion by Hotek, seconded by Beyer to adjourn at 7:26 P.M. Motion carried.
