Committee of the Whole Meeting

__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, January 9th, 2024 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:00 PM on Tuesday, January 9th, 2024. Committee members present at the time the meeting was called to order were Tom Hotek, Rick Hanke, Mark Lankey, Pat Moen, Darrow Novy, Elizabeth Parish, and Leanne Beyer. Randy Seeley arrived at 7:02. Tom Hotek left at 8:32. Others present included: City Administrator Josh Finch, Police Chief Pat Clark, Nicolette Nauman of the Hillsboro Sentry Enterprise. Mayor Kubarski asked if this meeting received proper public notice to which City Administrator Finch confirmed the meeting did receive proper notice. Motion by Beyer, second by Hanke, to approve the December 12th, 2023, Committee of a Whole meeting minutes. Motion carried. Safety and Welfare Chief Clark presented the Police Chief’s Report. Hillsboro Police Department received 129 calls in the previous month, this number is without Vernon County coverage numbers due to PTO during the month. For the year of 2023, the Hillsboro Police Department responded to 1999 calls. Improvements and Services City Administrator Finch provided discussion regarding Resolution #1-2024- Stormwater Regulation. The Committee agreed the importance of this resolution and recommended it for Council approval for the next council meeting. The Committee discussed further the uses of Ag land. The committee requested further information to be provided and discussed at the next committee meeting. Finance and Personnel The committee reviewed the bills and recommended the bills for Council approval for the next council meeting. City Administrator Finch presented his monthly report. Motion to enter back into open session by Beyer, second by Hanke at 9:20 PM. Motion carried. Motion by Beyer, second by Moen to adjourn at 9:20 PM. Motion carried.
