Borough of Ho-Ho-Kus County of Bergen Mayor and Council Work Session Meeting Minutes September 17, 2019 7:30 p.m. The Work Session Meeting of the Municipal Council of the Borough of Ho-Ho-Kus was held in the Municipal Building at 333 Warren Avenue, Ho-Ho-Kus, NJ on September 17, 2019. The meeting was called to order at 7:31 p.m. by Mayor Randall who asked the Municipal Clerk to read the open a public meeting statement: The Work Session Meeting of the Mayor and Council of the Borough of Ho-Ho-Kus is now in session in accordance with the provisions of Section 5 of the “Open Public Meetings Act”. Notice of this meeting has been posted in the front lobby entrance to the Borough Hall and Council Chambers, a copy has been filed with the Borough Clerk, and copies of the Annual Notice of Meetings, of which this is a part, have been heretofore sent to the Record and the Ridgewood News. CONSIDERATION OF MINUTES August 20, 2019 – Closed and Combined Meeting of the Mayor and Council CONSENT RESOLUTION Resolution #19-86 – read by Mayor Randall A Resolution - Authorizing Street Closure – Block Party (23 Hollywood Place) WHEREAS, the Borough of Ho Ho-Kus has received a request for a street closure from resident Anthony Karoleski; and WHEREAS, Mr. Karoleski is requesting that Hollywood Place be closed from the intersecting street of Hollywood Avenue and the dead end street on September 22, 2019 from 4pm – 7pm; NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Ho-Ho-Kus, that the request for the street closure is approved. A motion was offered by Councilman Shell and seconded by Councilman Rorty to approve Resolutions 19-86. Motion carried on a roll call vote – All present voting “Aye”. DEPARTMENT REPORTS - Reports are on file in the Municipal Clerk’s office: Police Report – August 2019 Court Report– August 2019 Library Report – September 2019 PUBLIC DISCUSSION Mayor opened the meeting to the public. He stated if anyone desired to be heard, please raise your and to be recognized, come forward to the microphone and state your name and address for the record. Seeing none, the Mayor closed the meeting to the public. 1  Borough of Ho-Ho-Kus County of Bergen Mayor and Council Work Session Meeting Minutes September 17, 2019 7:30 p.m. ADMINISTRATOR’S REPORT Administrator reported on the following; Old Business Library – The Library Board will be attending the next Mayor and Council meeting on the next work session on October 15th, 2019. 1-9 East Franklin Turnpike Issues - Resident had his date in Court with Ho-Ho-Kus, construction official agreed to reduce the fines to the original $1000 if he complies with all open matters within 30 days. The resident still has open fines with the NJDEP and is scheduled for Court with the County next week for charges that stems from the incident where he was arrested on his own property. DOT Train Station - No updates 124 Elmwood – Stone Wall in ROW – JIF will cover – David Bole will be in contact with the owner to sign the Hold Harmless Agreement. 598 Cliff Street, Ridgewood – Widen of Driveway in ROW – The resident agreed to sign the Hold Harmless and pay the escrow fee. Floodplain maps - residents received their letters from FEMA New Business Hollows at Ho-Ho-Kus project – Mr. Jones reported this project is continuing to progress. Toll Brothers took down their flags as per our request as there were complaints. A resident voiced his concerns regarding water run-off, our engineer was there today to address his concerns. Administrator Jones recommendation - there is a resolution that will be on the agenda for the next meeting which will retain Thomas R. Lemanowicz, P.E. as an Engineering Consultant for any matters moving forward as he is familiar with this project. BERGEN COUNTY UNITED WAY/Madeline Partnership – Ho-Ho-Kus Affordable Housing Project Mr. Toranto representative of United Way along with Michael Scro, from Z+ Architect updated the Mayor and Council on his plans for this project which is going to be located near the VFW Site and going to consist of 13 units. He gave them a copy of a draft building footprint and layout. He stated they are looking to go before the Planning Board in a few months and must break ground by June 2020. After discussion of design layout it was decided to revise the aesthetics and email a copy to the Administrator and Council. CORRESPONDENCE • Turn the Towns Teal – create awareness of ovarian cancer • FEMA – letter identifying the Letter of Map Change actions. • Village of Ridgewood Ordinance 3748 - to require driveways on lots where a garage exits & require that the driveway extends to connect completely to the garage. ADOPTION OF ORDINANCES and PUBLIC HEARING to be placed on September 24, 2019 agenda • 2019-26 - AN ORDINANCE TO AMEND AND SUPPLEMENT CHAPTER 79 OF THE CODE ENTITLED “VEHICLES AND TRAFFIC” INTRODUCTION OF ORDINANCES to be placed on September 24, 2019 agenda • 2019-27 – AN ORDINANCE TO AMEND AND SUPPLEMENT CHAPTER 79 – VEHICLES AND TRAFFIC RESOLUTIONS REVIEW (to be placed on September 24, 2019 agenda) • Payment of bills – September • Appointment of Police Dispatcher – Jahzeel A. LIAISON REPORTS Recreation – No report Library – Councilman Policastro stated he will defer to next week to present his report Board of Education – Councilman Policastro stated he will defer to next week to present his report Ambulance Corp. – Councilman Crossley stated he will also defer to next week to present his report Fire Department – No Report Chamber of Commerce – Councilman Shell reported September is Turn the Towns Teal month which creates awareness of Ovarian Cancer. MAYOR'S REMARKS CLOSED SESSION: On a motion by Councilman Rorty, seconded by Councilman Shell, the Mayor and Council approved entering into Executive Session closed to the public. Motion Carried by voice vote – all present voting “Aye”. A Resolution - providing for a meeting not open to the public in accordance with the provisions of the New Jersey Open Public Meetings Act. NJSA 10:4-12 Whereas, the Borough Council of the Borough of Ho-Ho-Kus is subject to certain requirements of the Open Public Meetings Act, NJSA 10:4-6; and Whereas, the Open Public Meetings Act, NJSA 10:4-12 provides that an Executive Session not open to the public may be held for certain specified purposes when authorized by resolution; and Whereas, it is necessary for the Borough Council of the Borough of Ho-Ho-Kus to discuss in a session not open to the public certain matters relating to the item or items authorized by NJSA 10:4-12 (b) as follows: 7- Matters relating to litigation, negotiations and attorney-client privilege Safe Drinking Water - Current Regulations & Future Regulations Now therefore, be it resolved by the Borough Council of the Borough of Ho-Ho-Kus assembled in public session on September 17, 2019 that an Executive Session closed to the public be and the same is hereby authorized for discussion of matters relating to the specified items designated above. Closed Session began at 8:40 p.m. and ended at 9:05 p.m. On a motion by Councilman Shell, seconded by Councilman Iannelli, the meeting returned to open public session.
