MINUTES OF THE REGULAR MEETING BOARD OF PUBLIC WORKS AND SAFETY CITY OF HOBART, LAKE COUNTY, INDIANA DECEMBER 4, 2013 Call to Order – Moment of Silence: Mayor Snedecor called the meeting to order at 4:05 p.m. followed by the Pledge of Allegiance and a moment of silence. Roll Call: The following members were present: Mayor Snedecor, Mr. Lain and Mr. Ehrhardt. Also present: Clerk-Treasurer Longer and Trish White C-T Admin. Asst. Absent: Attorney DeBonis. Reading of Minutes: Motion by Mr. Lain, seconded by Mr. Ehrhardt, to accept and approve the Regular Meeting minutes of November 20, 2013 as presented. All aye, motion carried. (3-0) Correspondence: There was no correspondence. Approval of Claims: Motion by Mr. Ehrhardt, seconded by Mr. Lain, to accept and approve the claims lists and payroll claims lists as presented. All aye, motion carried. (3-0) Approval of Agenda: Mr. Snedecor requested the addition of: Board of Works Resolution 2013-05 and Mr. Ehrhardt asked that the Ken West item be moved to the end of the agenda. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to approve the agenda as amended. All aye, motion carried. (3-0) Unfinished Business: There was no unfinished business. Attorney DeBonis arrives New Business: Request of placement of guard rail: Curtis Asher, re: 106 S. Wabash St.: The property owner was not present. Phil Gralik, City Engineer, recommended the Board deny this request. He asked for the opportunity to speak to the homeowner regarding landscaping ideas. Motion by Mr. Lain, seconded by Mr. Ehrhardt, to deny placing guardrail at this location contingent on City staff meeting with the homeowner regarding alternative ideas. All aye, motion carried. (3-0) Review of Police Department Policy & Procedures Manual: Hobart PD/Dan McDevitt, REM, Inc. Mr. McDevitt was present and provided an overview of the process. He stated that he has been working with HPD for four months getting this manual together and Chief Zormier did a great job getting as many people involved that wanted to be in this process. Chief Zormier stated that everyone that did get involved volunteered their time on this and also got many individual's input and ideas on policy and procedures. Attorney DeBonis stated that he has worked with many cities and towns in his career and this manual was very well written. Motion by Mr. Snedecor, seconded by Mr. Lain, to accept and approve the HPD Policy and Procedure manual as presented. All aye, motion carried. (3-0) Presentation of Plat of Dedication of Right-of-Way: Ken West, All West Properties, 652 N. Hobart Rad. (NW corner of Rand & Tr. 51): Les Dreischerf, Design Alliance Architects: Mr. Dreischerf and Ken West were both present. Mr. Dreischerf stated that a survey has been completed by Krull and the Board of Works Minutes: December 4, 2013 1 property line extended into the right-of-way. They want to deed the ROW to the City by a deed of dedication is all that is needed. Attorney DeBonis recommended approval as the deed is in proper form and the City Engineer will verify the legal description prior to the deed being recorded. Motion by Mr. Ehrhardt, seconded by Mr. Lain, to accept the deed of the ROW subject to the technical review of the legal description by the City Engineer and recording. All aye, motion carried. (3-0) Resolution 2013-05: A Resolution for Authorization to Encumber Remaining Appropriation Balances from 2013 where necessary: The Resolution was read. Motion by Mr. Ehrhardt, seconded by Mr. Lain to approve Resolution 2013-05 as presented. All aye, motion carried. (3-0) Announcements: Mr. Snedecor announced the upcoming events that are scheduled to take place this weekend: Friday Dec. 6 at 6:00 p.m. is the Christmas Tree Lighting; Dec. 7 at 9:00 a.m. is the Santa Fun Run; and Sunday Dec. 8 at 9:00 – 3:00 is the Holiday Market at the PCC Building. Mr. Snedecor asked if anyone wished to address the Board there was no response. Adjournment: Motion by Mr. Lain to adjourn. All aye, motion carried.
