MINUTES OF THE REGULAR MEETING
BOARD OF PUBLIC WORKS AND SAFETY
CITY OF HOBART, LAKE COUNTY, INDIANA
DECEMBER 3, 2014
Call to Order – Moment of Silence: Mr. Snedecor called the meeting to order at 4:06 p.m. followed by
the Pledge of Allegiance.
Roll Call: The following members were present: Mr. Lain, Mr. Ehrhardt and Mr. Snedecor. Also present
Attorney DeBonis, Clerk-Treasurer Longer and Admin. Asst. Trish White.
Reading of Minutes: Motion by Mr. Lain, seconded by Mr. Ehrhardt, to accept and approve the minutes
of the Regular Meeting of November 19, 2014 as presented. All aye, motion carried. (3-0)
Correspondence: A Joint Board/Commission Informational meeting will be held Wednesday, December
10th at 5:00 p.m. in the Council Chamber regarding Downtown Infrastructure Improvements planned for
2015.
Approval of Register of Claims and Payroll Claims: Motion by Mr. Ehrhardt, seconded by Mr. Lain,
to accept and approve the register of claims and payroll claims as presented. All aye, motion carried.

Approval of Agenda: Mr. Snedecor asked the Board to add Resolution 2014-12 to the agenda. Motion
by Mr. Ehrhardt, seconded by Mr. Lain, to approve the agenda as amended. All aye, motion carried.

Unfinished Business
Status Review: Order to Comply: Unsafe Building Violation re: 6324 Ainsworth Road: Mr.
Hannigan requested this item be deferred to the end of the agenda as Mr. Robertson has not yet arrived
but is in route. Mr. Snedecor moved this item to the end of the agenda.
New Business
Consideration of two (2) INDOT/LPA Coordination Contracts: Colorado at US 30 Intersection
Improvements and Sign Replacement Program, Phase I: Phil Gralik, City Engineer, advised the
Colorado/US 30 project has been approved for $884,850.00 in federal aid and is scheduled for
construction in 2017. The estimated local cost is $326,650. The project will improve Colorado Street at
US 30 intersection.
The second project: Phase I of the Sign Replacement Program: This project has been awarded
$100,000 in federal aid with a local estimated match of $12,222.00 and is scheduled for construction in
2016.
Motion by Mr. Lain, seconded by Mr. Ehrhardt, to approve both INDOT contracts regarding the Colorado
Street Intersection Improvements and the Phase I Sign Replacement Program as presented. All aye,
motion carried. (3-0)
Consideration of Change Order #1 re: Brickie Bowl: Ratio Architects, Inc. submitted a change order
for additional drainage work. City Engineer Gralik recommends approval. Motion by Mr. Ehrhardt,
seconded by Mr. Lain, to approve Change Order #1 in the amount of $13,164.00 for additional drainage
work to bring total project cost to $465,514.00. All aye, motion carried. (3-0)

Resolution 2014-12: A Resolution Authorizing Special Purchase of Demonstrator Aerial “Quint” Fire
Truck for the Hobart Fire Department: This purchase qualifies for a special purchase and is a demo truck
at the discounted purchase price of $590,000. Attorney DeBonis stated this truck is needed now for
emergency use and this vehicle is ready for service. This purchase is going to be a lease-financed with
US Bank, lease payments are over 5 years at an interest rate of 1.632%. No equipment is required other
than decals as equipment is being transferred to this vehicle. The Resolution was read. Motion by Mr.
Snedecor, seconded by Mr. Lain, to approve Resolution 2014-12 as presented. All aye, motion carried.

Unfinished Business:
Status Review: Order to Comply – Unsafe Building Violation: re: 6324 Ainsworth Road: Doug
Robertson was present. He stated that he is willing to donate this property to City of Hobart. Mr.
Snedecor stated the City must address the unsafe building issue now. The compliance issues that the
Board asked to be addressed regarding property condition have not been taken care of. Mr. Snedecor
stated it is not fair to the adjacent home owners and the City receives complaints daily. In good faith the
Board of Works has worked with Mr. Robertson to bring the building up to code. Mr. Hannigan stated
legally we are in a place where the property can be demolished and he presented the Board with a quote
from Boyd Construction of $8,200.00 to demolish and cleanup of the property. This Board has been
working with this property owner for 6 months. Mr. Snedecor stated that if the City has to take the action
to demolish the property the fees associated with action will be the at the expense of the property owner.
Motion by Mr. Ehrhardt, seconded by Mr. Lain, to authorize and direct the demolition of the building at
the earliest opportunity consistent with the order to comply issued on Nov 19th , and the City to pursue the
recovery of the cost of demo by liening the property and filing a cause of action against the property
owner. All aye, motion carried. (3-0)
Announcement: Mr. Snedecor invited everyone City Christmas Tree Lighting, Friday, December 5,
located at Festival Park from 6:00 p.m. to 8:00 p.m.
Mr. Snedecor asked if there was anyone who wished to address the Board and there was no response.
Adjournment: Motion by Mr. Lain to adjourn. All aye, motion carried. (3-0) The meeting adjourned at
4:38 p.m.
