Gonzales, City Attorney Patricia A. Cerny, City Clerk Special City Commission Meeting Meeting Minutes September 14, 2020 . The Special City Commission Meeting of the City of Hollywood, Florida, was called to order by Mayor Levy on Monday, September 14, 2020 at 5:31 PM in the City Commission Room, Room 219, Joseph W. Watson Circle, Hollywood, Florida. Mayor Levy explained the meeting is being held virtually due to COVID -19 and explained the meeting procedures which will be followed. 1. Pledge of Allegiance 2. Roll Call Present: Commissioner Caryl Shuham, Commissioner Peter Hernandez, Commissioner Traci Callari, Commissioner Richard Blattner, Vice Mayor Kevin D. Biederman, Commissioner Linda Sherwood and Mayor Josh Levy 3. P-2020-26 City Manager’s Recommended Budget Presentation. Dr. Wazir Ishmael, City Manager, provided an overview of the budget, he reviewed the growth the City experienced over the past year. The FY 2021 budget is $608 million for all funds. Fitch has rated the City AA- as stable. He thanked all the budget and finance staff for their hard work on the budget. Adam Reichbach, Assistant City Manager for Finance and Administration, reviewed the budget process which began in January . He reviewed the FY 2021 initiatives as adopted by the strategic plan. He provided an overview of the enterprise funds. He reviewed the full time positions by department. The proposed millage is 7.4665 and debt millage of 0.4301 for a total millage of 7.8966. He reviewed the capital improvement plan. Discussion ensued among staff and members of the Commission. 4. R-2020-206 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Relating To The Provision Of Fire Rescue Services, Facilities And Programs In The City Of Hollywood, Florida; Reimposing Fire Rescue Assessments Against Assessed Property Located Within The City Of Hollywood, Florida For The Fiscal Year Beginning October 1, 2020; Approving The Rate Of Assessment; Approving The Assessment Roll. The Mayor announced the resolution was advertised in conformance with Florida Statutes and City Codes, the public hearing was opened and the City Clerk read comments submitted from Bob Glickman, 3111 N Ocean Drive. Being no one further submitted comments to the City Clerk, the City of Hollywood Page 1 Special City Commission Meeting Meeting Minutes September 14, 2020 public hearing was declared closed. Discussion ensued among members of the Commission. Adam Reichbach, Assistant City Manager for Finance and Administration, responded to concerns raised by the Commission. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Blattner, to adopt the Resolution. The motion on roll call vote carried: Aye; Commissioner Shuham Commissioner Hernandez Commissioner Callari Commissioner Blattner Vice Mayor Biederman Commissioner Sherwood Mayor Levy 5. R-2020-207 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Relating To The Provision Of Fire Inspection Services, Facilities And Programs In The City Of Hollywood, Florida; Reimposing Fire Inspection Assessments Against Assessed Property Located Within The City Of Hollywood, Florida For The Fiscal Year Beginning October 1, 2020; Approving The Rate Of Assessment; Approving The Assessment Roll. The Mayor announced the resolution was advertised in conformance with Florida Statutes and City Codes. The public hearing was opened; there being no one who submitted comments to the City Clerk, the public hearing was declared closed. ACTION: Motion was made by Commissioner Blattner, which was seconded by Commissioner Callari, to adopt the Resolution. The motion on roll call vote carried: Aye; Commissioner Shuham Commissioner Hernandez Commissioner Callari Commissioner Blattner Vice Mayor Biederman Commissioner Sherwood Mayor Levy 6. R-2020-208 A Resolution Of The City Commission Of the City of Hollywood, Florida, Relating To The Levying And Collecting Of A Non-Ad Valorem Assessment For The Costs Of Abating Nuisances Occurring On Real Property In The City That Are Prohibited Under The City’s Code Of Ordinances; Imposing Nuisance Abatement Assessments For The Fiscal Year Beginning October 1, 2020 Against The Effected Properties Where The City Had Work Performed To Remedy The Nuisances; Approving City of Hollywood Page 2 Special City Commission Meeting Meeting Minutes September 14, 2020 The Assessment Amounts; Approving The Assessment Roll. The Mayor announced the resolution was advertised in conformance with Florida Statutes and City Codes. The public hearing was opened; there being no one who submitted comments to the City Clerk, the public hearing was declared closed. Adam Reichbach, Assistant City Manager for Finance and Administration, explained the intent of the resolution. Dr. Wazir Ishmael, City Manager, provided additional information. Discussion ensued among staff and members of the Commission. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Sherwood, to adopt the Resolution. The motion on roll call vote carried: Aye; Commissioner Shuham Commissioner Hernandez Commissioner Callari Commissioner Blattner Vice Mayor Biederman Commissioner Sherwood Mayor Levy 7. R-2020-209 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Tentatively Fixing The Amount And Rate Of Taxation For The Fiscal Year Commencing October 1, 2020, And Making The Tax Levy For The Year 2020. Mayor Levy read the title of the resolution as follows: "A Resolution Of The City Commission Of The City Of Hollywood, Florida, Tentatively Fixing The Amount And Rate Of Taxation For The Fiscal Year Commencing October 1, 2020, And Making The Tax Levy For The Year 2020." Mayor Levy stated "The proposed not to exceed millage rate set by the City Commission of the City of Hollywood on July 1, 2020 is 7.4665 mills. At this time, the City Manager is proposing that the millage rate be tentatively set at 7.4665, which is estimated to generate general fund net revenues of one hundred thirty-one million, three hundred and twenty-seven thousand, four hundred and twenty-seven dollars ($131,327,427.00). This millage rate represents a 5.99% increase over the rolled-back rate of 7.0445 mills." The Mayor announced the resolution was advertised in conformance with Florida Statutes and City Codes and opened the public hearing. Being no one further submitted comments to the City Clerk, the public hearing was declared closed. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Shuham, to adopt the rate at 7.4665 mills. R-2020-210 A Resolution Of The City Commission Of The City Of Hollywood, Florida, Tentatively Making Appropriations For Fiscal Year 2021 Based On The Operating And Capital Budget Estimate Of Revenues And Expenditures For Each Of The City’s Operating Funds As Submitted By The City Manager. The Mayor read the title of the resolution as follows: "A Resolution Of The City Commission Of The City Of Hollywood, Florida, Tentatively Making Appropriations For The Fiscal Year 2021 Based On The Operating And Capital Budget Estimate Of Revenues And Expenditures For Each Of The City's Operating Funds As Submitted By The City Manager.” The Mayor announced the resolution was advertised in conformance with Florida Statutes and City Codes. The public hearing was opened and the City Clerk read the comment submitted from Debra Case, 322 Buchanan Street. Being no one further submitted comments to the City Clerk, the public hearing was declared closed. Discussion ensued among members of the Commission. ACTION: Motion was made by Commissioner Callari, which was seconded by Commissioner Hernandez, to adopt the Resolution. Florida Governor Ron DeSantis issued Executive Order No. 20-69 pertaining to conducting local government meetings while under the public health emergency related to the Novel Coronavirus Disease 2019 (COVID-19). In accordance with this order and due to a prohibition on public access to Hollywood City Hall because of the risk to public health, the City is offering a number of options for members of the public to view and participate in the meeting.
