CITY OF HORICON PERSONNEL & FINANCE JANUARY 15, 2020 The Personnel & Finance Committee met in Regular Session with Chairperson Hady presiding. The meeting was called to order at 6:00 p.m. Members Present: Hady, Miller & Frami. Members Absent: None. Public Appearances: None. Motion by Miller, second by Frami, to approve the December 15, 2019 minutes. All voting Aye. Motion carried. Motion by Hady, second by Frami, to approve the Design, CRS and Inspection Services Contract for the East Lake Street Reconstruction Project, not to exceed $61,750. All voting Aye. Motion carried. Motion by Hady, second by Miller, to approve the CRS and Inspection Services Contract for Hwy 33 Industrial Park Entrances, not to exceed $24,750. All voting Aye. Motion Carried. Motion by Miller, second by Hady, to approve Proposed Phase 2 PILOT Agreement – Housing Authority of Dodge County. All voting Aye. Motion Carried. Motion by Miller, second by Frami, to approve ambulance write-offs in the amount of $27,893.58. All voting Aye. Motion Carried. Motion by Hady, second by Miller, to approve proposed wage ordinance for the Public Works, Water and Wastewater employees, providing 2.25% wage increase. All voting Aye. Motion carried. Motion by Frami, second by Hady, to approve proposed wage ordinance for the Non-represented employees, providing 2.25% wage increase. All voting Aye. Motion carried. Motion by Frami, second by Miller, to approve proposed wage ordinance for the Fire Department, providing 2.25% wage increase on fire calls, meetings, and training. All voting Aye. Motion carried. Motion by Hady, second by Miller, to approve proposed wage ordinance for the EMS Department, providing 2.25% wage increase on EMS calls, meetings, and training. All voting Aye. Motion carried. Motion by Hady, second by Miller, to approve proposed wage ordinance for the City Election Officials, providing 2.25% wage increase. All voting Aye. Motion carried. CITY OF HORICON PERSONNEL & FINANCE JANUARY 15, 2020 Motion by Hady, second by Frami, to approve the bills for December 2019 in the amount of $7,202,00.78. All voting Aye. Motion carried. Personnel & Finance’s next meeting will be Monday, February 17, 2020 at 6:00 p.m. at City Hall. Non-Action Discussion: - Rachel Davison is being recognized for Honorable Mention for Support Person of the Year. Celebration will be held at Old Hickory Golf Course on February 20th. - Chief Adamson and Lieutenant Yahnke are working with the School District of Horicon on a planning session in the hopes of having a School Liaison Officer. Kristen Jacobson offered ideas for possible grants. - Frami inquired on status of Direct Deposit. - Jacobson announced a proposal for completion of a compensation study would be presented to the Council. She also announced a proposal to update the City’s Comprehensive Plan would be presented to the Council. Motion to adjourn by Hady, second by Miller. All voting Aye.
