City of Horicon PERSONNEL & FINANCE September 15, 2022 The Personnel & Finance Committee met in regular session with Chairperson Frami presiding. The meeting was called to order at 5:00 p.m. Members Present: Frami, Bandsma and Miller. Members Absent: None. Public Appearances: None. Motion by Bandsma, second by Miller, to approve the August 15, 2022, minutes. All voting Aye. Motion carried. Motion by Bandsma, second by Miller, to approve purchase of Waste Oil Containment Unit in the amount of $3,039.00, funded with a budget transfer decreasing A/C #100-511990-399 Contingency Fund by $1,539 and increasing A/C #100-533231-819, City Garage Outlay-Other Capital Equipment by the same amount. All voting Aye. Motion carried. Motion by Frami, second by Bandsma, to approve to Audit Engagement Letter with Baker Tilly dated September 7, 2022. All voting Aye. Motion carried. Motion by Frami, second by Bandsma, to approve the City Sponsored Police Officer Training Program for new full-time Police Officers with PFC recommendation. All voting Aye. Motion carried. Discussion regarding possible uses for vacant property for sale at 210 Ellison Street. Discussion regarding city social media archiving service for the City of Horicon. Motion by Frami, second by Miller, to approve Police Lieutenant job description dated 01/25/2021. All voting Aye. Motion carried. Motion by Frami, second by Bandsma, to approve beginning the process for a simplified rate increase of 4.5% Water Utilities. All voting Aye. Motion carried. Discussion regarding Long Range Cash Flow Analysis and Potential Full Rate Case Studies Contract for Water and Wastewater Utilities. Motion by Frami, second by Bandsma, to approve Railroad Crossing Elimination Program Grant Application in the amount not to exceed $13,000. All voting Aye: Frami and Bandsma. Voting Nay: Miller. Motion carried. Motion by Frami, second by Miller, to approve the bills for August 2022 in the amount of $1,065,739.93. All voting Aye. Motion carried.
