City of Horicon PERSONNEL & FINANCE February 19, 2024 The Personnel & Finance Committee met in regular session with Chairperson Frami presiding. The meeting was called to order at 6:00 p.m. Members Present: Frami, Bandsma, and Schmitz. Members Absent: None. Public Appearances: None. Motion by Bandsma, second by Schmitz, to approve the January 15, 2024 minutes. All voting Aye. Motion carried. Motion by Frami, second by Schmitz, to approve refurbishment of the 1996 Pierce Quantum Aerial in the amount of $537,793.00. All voting Aye. Motion carried. Motion by Frami, second by Bandsma, to approve the disposal of records from the Municipal Court. All voting Aye. Motion carried. Discussion regarding the Public Safety Building security camera system upgrades. Vanderhei will contact the current Interim Police Chief Furseth to confirm the needed requirements for the camera system. Discussion of Aquatic Center Sponsorship Event Policy. No action taken. Motion by Schmitz, second by Bandsma, to approve the Aquatic Center Free Pool Day Policy. All voting Aye. Motion carried. Motion by Bandsma, second by Schmitz, to approve the request from Marsh Area Chamber of Commerce to fund payment of the Bird City application fee. All voting Aye. Motion carried. Discussion on 2024 Aquatic Center pass rates. Remy will update non-residence rates and bring to Council. Motion by Frami, second by Bandsma, to approve master PLC and radio upgrades and Clinton Tower radio panel improvement in the amount of $91,650.00. All voting Aye. Motion carried. Motion by Bandsma, second by Schmitz, to approve January 2024 payables in the amount of $4,247,267.51. All voting Aye. Motion carried.
