SEPTEMBER 24, 2025 MEETING MINUTES

Chairperson Julie Arendt Vanden Heuvel called the meeting to order at 5:00 p.m. in the Village
Municipal Service Center, 531 N Nash Street, Hortonville, Wisconsin.
Members present: President Jeanne Bellile, Julie Arendt Vanden-Heuvel, and Carrie Lathrop
Members Excused: Jane Olk, and Shauna Keel
Officials/Staff present: Administrator Nathan Treadwell, and Clerk-Treasurer Jane Booth
Others attending: None
Approval of July 13, 2023 Public Facilities Committee Meeting Minutes
Motion [Bellile/Lathrop] to approve the July 13, 2023 Public Facilities Committee Meeting
Minutes. Unanimous voice vote, motion carried.
Preregistered Citizens to be heard
None
Alonzo Park Master Plan Discussion
Chairperson Julie Arendt Vanden Heuvel asked to have this on the agenda. If we are hiring a
consultant to design a pavilion with a kitchen, should we be looking at the other property? Is
there anything that came out of the other plans that we can still use?
Administrator Treadwell said that part of the issue would be the parking lot.
There are over 6 ½ acres here and an amphitheater is out at this point.
Chairperson Arendt Vanden Heuvel gave a suggestion to do a disk golf course, which would be
inexpensive.
What are things we can put in the wetland? There is an open area and a wooded area.
Director of Public Works Steber said that the disk golf cages would still be considered an impact
to the wetlands.
Suggestions were a dog park, however, blastomycosis is a concern. Potentially a boardwalk
could be designed.
Trustee Lathrop asked if the entire Black Otter Park was being taken over as a parking lot.
Administrator Treadwell said that was a thought but no, not that extensive.
Trustee Lathrop asked if the bathrooms and the well-house are all going to be redone.
Trustee Arendt Vanden Heuvel asked if the purpose of tonight’s meeting is to get a quote for
three different designs. Question was asked if the current pavilion is worth adding anything on to
it. The answer was no.
There is a donor that is willing to donate a large amount.
Discussion on the size of the warming kitchen and looking to the future needs.
Trustee Arendt Vanden Heuvel wondered if we could ask if plans could be expandable in the
future. What about adding on to the bathrooms?
Administrator Treadwell said that we are looking at gutting them and maybe using that as
storage. We would need additional parking in the future as well.
DPW Director Steber said that we could keep the current bathrooms and do a one stall family
bathroom for men and one stall family bathroom for women on the new design.
Suggestion to send this back to the board along with a new concept redesign for the pavilion
with 2 family bathrooms and adding a warming kitchen.
Discussion on Miller Park for an amphitheater and it was suggested it is too small.

Otto Miller Park design is almost done. Discussion should start here at a Public Facilities
Committee.
Public Works Garage on Oak Street for the next agenda for Public Facilities.
