BACKGROUND INFORMATION: Pursuant to A.C.A. § 14-172-201 et. seq., H.S.C. § 16-7-21 provides for the Hot Springs Historic District Commission. On April 1, 2025, the Board of Directors passed Ordinance No. 6533 amending H.S.C. Title 16, Chapter 7, restructuring Hot Springs Historic District Commission by adding two new at-large positions to the Commission. The Hot Springs Historic District Commission is now composed of seven members who are qualified electors of the City of Hot Springs who hold no salaried or elective municipal office. Commissioners serve three-year terms and shall serve no more than three consecutive terms. The membership of the Hot Springs Historic District Commission is as follows: Positions 1 and 3 shall be owners of real property, or officers or stockholders of owners of real property, or business owners, or officers or stockholders of businesses within the Central Avenue Historic District. Positions 3 and 4 shall be owners of real property, or officers or stockholders of owners of real property, or business owners, or officers or stockholders of businesses within the Pleasant Street Historic District. Position 5 shall be an architect who may, but is not required to be, an owner of real property, or officer or stockholder of an owner of real property, or business owner, or officer or stockholder of a business within either the Central Avenue or the Pleasant Street Historic District. Position 6 and 7 shall be at-large positions for qualified electors of the City of Hot Springs who meet all other requirements. Position 6 expires on May 1, 2027. Position 7 expires on May 1, 2028. It should be noted that upon the expiration of any given term or vacancy, should Position 1, 2, 3, or 4 remain vacant following diligent effort to seek a qualified candidate for a period of not less than six months, the position may then be extraordinarily filled as an at-large position. Any person so appointed as an extraordinary at-large member may NOT be reappointed unless no applications are again received from otherwise qualified candidates. Position 1 expires on May 1st and is currently held by Garrett Schwebel who is the chairman of the HDC and was appointed extraordinarily and was not eligible for re-appointment during the last round as two qualified candidates applied. Ms. Angie Fuller-Freeman Page 2 of 6 has been appointed to Position 1 effective May 1, 2025. Mr. Garrett Schwebel has applied for consideration for one of the newly created positions. Applicants are: Garrett Schwebel (Dist. 2) - currently serving on HDC and is chairman Dakota Wright (Dist. 4) - applied for Planning Commission during the last round was not selected. Nicole Good (Dist. 1) Arionne Crawford (Dist. 1) H.S.C. 2-8-1.2(d)(1)(a) states that "the city clerk shall provide the applications to the various department heads who serve as staff liaison to the various committees. The city clerk shall forward all staff liaison comments, including the attendance record of any committee members seeking reappointment, to the board of directors for consideration in the appointment process." The staff liaisons for the Historic District Commission are Kathy Sellman and Rick Stauder who have provided the following comments: Comments from Kathy Sellman: Garrett Schwebel is the Historic District Commission Chair. In the absence of a qualified Position 1 (Central Business District) applicant, he was extraordinarily-appointed. A qualified Position 1 candidate was appointed and Garrett now seeks appointment At-Large, a new seat. He attends conscientiously. He has completed extensive trainings. He is articulate, caring, treats his fellow commissioners, applicants, and the general public with fairness and respect. He is always well-prepared for meetings. He is respected by his peers and represents the City with excellence. Garrett Schwebel is well-qualified to contribute substantial expertise as a Historic District Commissioner. I have worked with Nicole Good in various situations. During her time as executive Director of Garland County Habitat for Humanity she coordinated a successful Historic District-compliant new build of four Habitat homes on Garden Street. Her commitment to maintaining the character of the Pleasant Street Historic District was a key factor in the build's compatibility with existing homes on the street. She took Habitat's project over and above minimum design guidelines. During her tenure with Habitat she also implemented Habitat applications for land acquisition and infrastructure extension through Community Development Block Grant (CDBG) funding. Her sub-grant management under CDBG was exemplary. Representing both Habitat, and then herself, as a builder she established and maintained positive relationships with Planning and Development Department staff in both the Planning and Land Use and the Building Safety sections. A candidate with Nicole's qualifications would bring significant expertise to the Historic District Commission. I have no personal or professional familiarity with Dakota Wright. My only knowledge of Arionne Crawford is based upon various code enforcement actions at her property over the years. Comments from Rick Stauder: Garrett Schwebel - Mr. Garrett Schwebel has served on the historic district commission for many years and was most recently serving as the chairman. Mr. Schwebel takes his role on the HDC very seriously, studies the packet materials and is always prepared for the meetings. It is rare for him to miss an HDC meeting. Nicole Good - My interactions with Ms. Nicole Good have been when she served as the Executive Director of Garland County Habitat For Humanity and as owner of Good Construction, Inc. We worked very closely with her on the approval process and construction of four habitat for humanity residences on Garden Street located in the Pleasant Street Page 3 of 6 Historic District. A component of this approval process involved application submission and approval from the historic district commission. I have found Ms. Good to be detailed oriented, professional and a pleasure to work with. Dakota Wright - I have had no interactions with Mr. Dakota Wright. Arionne Crawford - My only interactions with Ms. Arionne Crawford ar through code enforcement interactions regarding her property on Bower Street. BACKGROUND INFORMATION: Hot Springs Code § 10-2-1 provides for an Animal Control Advisory Committee composed of seven citizens who are qualified electors of the City of Hot Springs who serve 4-year terms. The animal control advisory committee shall assist the city manager and/or his/her designee in evaluating the policies and procedures of the department, reviewing and recommending revisions to the animal control code, assisting in the department's public education efforts and such other related matters where input from the general public is requested by the city manager and/or his/her designee. Positions 3, 5 and 7 on the Animal Control Advisory Committee expire on May 1, 2025. Applicants are: Diane Stanley Alexandra Stafford The following applicants applied for Historic District Commission but indicated a willingness to serve on Animal Advisory if not selected for HDC: Nicole Good Dakota Wright H.S.C. 2-8-1.2 (d)(1)(a) states that "the city clerk shall provide the applications to the various department heads who serve as staff liaison to the various committees. The city clerk shall forward all staff liaison comments, including the attendance record of any committee members seeking reappointment, to the board of directors for consideration in the appointment process." The staff liaison for the Animal Control Advisory Committee is Lt. LeeAnn Zaner who has provided the following comments: I reviewed the applications and have pause with [Diane Stanley] as she has listed no references or even basic information. ... I really like the applications from Alexandra Stafford and Nicole Good. It appears Dakota is a much better fit for the HDC with the background provided.
