I. Call To Order
Chair Caputo called to order the regularly scheduled meeting of the Architectural & Historic
Board of Review of the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of
the State of Ohio, O.R.C. Section 121.22.
II. Roll Call
Present: 7 - Mr. Caputo, Mr. Funyak, Mr. Ray, Mr. Workley, Ms. Marzulla, Mr. Wetzel and
Ms. Kenney
III. Public Comment
Chair Caputo opened the meeting to public comments for anyone wanting to address the
Board. There were no comments.
IV. Consent Applications
A motion was made by Ms. Kenney, seconded by Mr. Funyak, to approve the Consent
Agenda. The motion was approved by the following vote:

Ms. Davey introduced the application by displaying and explaining the proposed demolition
and future project.
The Board agreed the property does not have historical value.
Mr. Tony Lunardi, LDA Land Group, noted the barn on the property will not be demolished .
Ms. Marzulla made a finding, seconded by Mr. Funyak, that the Architectural and
Historical Board of Review finds the structures at 25 John Clark Lane do not have
historic or architectural significance. Further, the Board finds that the application for a
permit to demolish these structures will not voluntarily consent to the retention of these
buildings. The Board approved the finding by the following vote:

Ms. Davey introduced the application by displaying the elevations and site plan of the shed
and reviewing the staff comments.
Mr. Kevin Riffle, homeowner, noted the proposed aluminum windows will match the house
windows.
A motion was made by Mr. Ray, seconded by Mr. Workley, that this AHBR Application
be approved. The motion carried by the following vote:

Mr. Sugar introduced the a revision to the previously approved detached garage application to
allow it to be attached and include a breezeway. Mr. Sugar also reviewed the staff comments,
noted the egress standards for windows, the roof materials and that an updated survey will be
needed if the Board approves the application.
Ms. Stacy Clark, homeowner, was present for the meeting.
The Board, applicant and staff discussed the wood slat screening which will match the house
siding. Ms. Clark stated there are no other changes to the approved plan and explained the
rational for requesting the changes.
A motion was made by Ms. Marzulla, seconded by Mr. Funyak, that this AHBR
Application be approved. The motion carried by the following vote:

Ms. Davey introduced the application by displaying the elevations and photos, describing the
project and materials and reviewing the staff comments.
Mr. Paul Wilmott, PMWC Inc., Ms. Amanda Keller and Mr. David Keller, homeowners were
present for the meeting.
Staff, the Board and applicants discussed the use of a painted fiberglass door to replace and
existing wood window on the west elevation in the Historic District on this 11950s addition to
the original house, the need to adhere to the Department of the Interior Standards, the
neighboring homes use of fiberglass doors, reviewed the specifications of the proposed door,
the style of the other exterior doors, the dimensions of the overhand, the interior and exterior
muttons and the use of wood garage doors.
The applicant proposed approving a wood door subject to staff approval .
Ms. Kenny made a motion, seconded by Ms. Marzulla, that this AHBR application be
approved with a wood door, as approved by staff, instead of the proposed fiberglass
door. The motion was approved by the following vote:

Historic Preservation Briefs
Mr. Sugar introduced the application by displaying the site plan, photos of the house,
elevations, describing the project, recommending a site visit, noting differentials may be
needed and reviewing the staff comments. Mr. Sugar also noted that BZBA granted a variance
for the pergola in the side yard.
Mr. James Vitale, Mr. Daniel Dunn, the Board and staff discussed the size of the chimney, the
size of the addition, the east elevations' wood windows and the homeowner's agreement to use
appropriate windows.
The Board decided to conduct a site visit.
This matter was discussed.

Ms. Davey introduced teh application which received AHBR approval on September 28 , 2022
with a 20-foot setback, however the build-out setback was at 3-feet (instead of the approved
20-feet), so a stop work order was issued. Ms. Davey displayed elevations of the proposed
project and reviewed the staff comments.
Mr. Shawn Milkovich, project manager of Diamond Ridge Construction, the Board and staff
discussed the foundation wall being consistent around the house, the use of matching
materials, the location of the proposed garage in relation to the previously approved garage,
the second floor design, the step backs of the various parts of the house, alternate designs to
this step back and elevations to show the grade line.
Mr. Workley made a motion, seconded by Ms. Marzulla to approve with the proposed
garage addition stepped back from the second garage and updated foundation drawings
be submitted to staff showing the grade lines. The motion was approved by the following
vote:

ms. Davey introduced the application by displaying the elevations and reviewing the staff
comments.
Mr. Kevin Bowie, Architect, noted this is a request to enlarge the existing six-foot patio door
to an eight-foot door without mullions.
The Board and applicant discussed using Azek instead of siding on the small area near the
garage doors and raising the roof pitch to allow for future installation of windows.
Ms. Kenney made a motion, seconded by Mr. Ray that the small area of siding be
replaced by a panel and that the elevation of the roof may be raised, subject to staff
approval. The motion was approved by the following vote:

Ms. Davey introduced the application by displaying the site plan and reviewing the staff
comments.
Mr. Len Huddleston, LDS Specialists, noted the interior of the garage is 16-feet tall and
consistent across the structure.
The Board, applicant and staff discussed the height of the garage door being increased and the
need to install windows about the garage door if the garage door is not raised .
Mr. Workley made a motion, seconded by Mr. Ray to approve the application with an
eight-foot or ten-foot door and that updated drawings be submitted to staff for approval
with the existing door height verified. The motion was approved by the following vote:

Demolition

a) Staff notes the scope of work for this application is to demo the existing
house and detached garage structure. The new house application will be
reviewed at the March 8, 2023 AHBR meeting.
b) Staff notes the applicant came before the AHBR on October 26, 2022 for
an informal new residential construction review to discuss the demo of the
existing structure and setback of the proposed house. The AHBR was
generally acceptable to the requested setback of the proposed house.
c) Staff notes the home was built circa 1940 and the detached garage was
built circa 1955.
d) As the property is outside the historic district and is not an individual
historic landmark, the AHBR may only make the following
recommendation upon review: The Architectural and Historic Board of
Review finds the structures at 25 John Clark Lane [(does) (does not)] have
historic or architectural significance. Further, the Board finds that the
applicant for a permit to demolish these structures will not voluntarily
consent to the retention of these buildings.
e) Applicant to verify if existing barn would remain.
f) Applicant to submit additional photos of the detached garage (photo of
each façade).

a) Staff notes the applicant would be replacing an existing shed on the
property.
b) Architectural Design Standards state, enclosed accessory building shall
incorporate some elements similar to the main body. Staff notes the
structure would have wood siding and shingles to match, however,
question if it should have siding to match the house due to its size and
visibility from the street.

a) Staff notes the proposal was approved at the December 14, 2022 AHBR
meeting. The AHBR approved the proposal with the condition that two
windows be enlarged as discussed during the meeting. Question if the
current revisions include final proposed window dimensions.
b) Applicant is requesting to revise the design to separate the garage
approximately 8’ from the addition. The garage would be connected by a
breezeway. Staff would classify the garage as “detached”.
c) Staff notes the proposed change would create an effective transition from
the main mass. Each subsequent mass would “step down” appropriately.
The new proposed additions and their connections would balance the
facades.
d) Verify the proposed roof material at the breezeway.
e) Staff notes surveyed site plan would be required to be updated to reflect
the changes prior to the issuance of a zoning certificate.

elevation and replacing an existing window with a side entry door on the
west elevation.

a) Staff notes the home was built in approximately 1908. It is distinctive
Mediterranean style with a stucco exterior and Spanish tile.
b) Staff notes the Board may request a site visit to become further oriented to
the proposal.
c) The Architectural Design Standards require fenestration placement
approximately every 12 feet. Staff notes the rear elevation of the proposed
addition would have an approximate 17 foot wall span without
fenestration; however, the elevation would be entirely out of view from the
public realm and would be further obscured by the existing garaged
addition and the proposed pavilion. Staff notes an exterior grill and
interior fireplace would be located along the wall.
d) Staff has reviewed the Secretary of Interior Preservation Brief for Building
Additions in relation to the proposed work with the following findings:
· The addition would be compatible with the size, massing, scale, and
architectural features of the existing building.
· The Addition would have little impact on the main historic mass,
both visually and from a potential loss of historic material
perspective, as it would be located directly behind. The addition
would be subordinate to the main historic mass both in size and
height.
· The Preservation Brief states new work should be compatible but
differentiated design. Staff recognizes the addition would be on a
public face, and therefore, a drastic change in design would be
impactful; however, question if more subtle changes could be
integrated into the design of the addition to differentiate from the
main historic mass.
e) Question the proposed vinyl clad windows. Staff notes aluminum clad
windows have typically been approved as appropriate in the historic
district.
f) Staff notes the proposed pergola received a variance from the BZBA to be
located within the side yard on 2.16.23.
g) Staff notes the scope of work would replace the existing asphalt shingles
on the rear detached garage with tile to match the main house.

a) Staff notes this property received approval for a detached garage structure
on September 28, 2022. After the approvals, work commenced on the
property and staff noticed the setback for the proposed structure was at
approximately 3 feet. The applicant stated on the approved site plan the
setback for this structure would be 20 feet. The Land Development Code
states all accessory structures must be at a 15-foot yard setback.
Additionally, the HOA does not allow for accessory structures within the
neighborhood. The applicant/owner went before the Board of Zoning and
Building Appeals on January 19, 2022, for a side yard setback variance.
The variance was denied.
b) The applicant/owner is now pursuing a 2-car addition to the existing
attached garage.
c) The Architectural Design Standards state details in a wing (including
exposed foundation) must be consistently applied throughout the sides of
that wing. Question if the grade line is accurately depicted to show a
consistent foundation height.
d) Question the proposed garage door bump out and the approximate 1 foot 6
-inch span would be sided as it is not included on the elevations.

ensure compatibility with existing materials. Staff notes the addition would

to the main body. Verify width of proposed window and garage door trim
will match the existing home.
c) Question the height and roof line of proposed addition in relation with the
existing.
