I. Call To Order
Chair Caputo called to order the regularly scheduled meeting of the Architectural & Historic
Board of Review of the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of
the State of Ohio, O.R.C. Section 121.22.
II. Roll Call
Present: 5 - Mr. Caputo, Mr. Workley, Ms. Marzulla, Mr. Wetzel and Ms. Kenney
Absent: 2 - Mr. Funyak and Mr. Ray
III. Public Comment
Chair Caputo opened the meeting to public comments for anyone wanting to address the
Board. There were no comments.
IV. Consent Applications
A motion was made by Ms. Marzulla, seconded by Mr. Workley, to approve the Consent
Agenda. The motion carried by the following vote:

Mr. Sugar introduced the application by displaying the site plan, noting a site visit was
conducted on March 2, 2023, reviewed the cut sheet for the wood windows and explained the
revised design.
Mr. Richard Siegfried, RSA Architects, the Board, and staff discussed the added impervious
surface, the front wood man door on the garage, windows to be wood and the roof plan .
A motion was made by Ms. Kenney, seconded by Mr. Workley, that this AHBR
Application be approved. The motion carried by the following vote:

Ms. Schrenk introduced the application by displaying photos of the structure, describing the
project and reviewing the staff comments and considerations.
Mr. Scott Ruffer, the Board and staff discussed the lack of fenestration where the window was
removed and solutions to the problem. Mr. Ruffer also stated the siding will be painted which
will resolve the lack of toothing in the new siding.
Mr. Workley made a motion, seconded by Ms. Marzulla, to approve with a faux window
or shutters, as submitted and approved by staff. The motion was approved by the
following vote:

Ms. Schrenk introduced the application by displaying the site plan, describing the project and
reviewing the staff comments.
Ms. Susan DeCaro, the Board and staff discussed the difficulty of matching the twelve-inch
reveal of the existing siding, the high cost of replacing the asbestos siding, the possibility of
using vinyl siding around the garage with matching trim, and the necessity of adding
fenestration to the blank wall,
Mr. Workley made a motion, seconded by Ms. Marzulla, to approve with the following
conditions: Siding on all four sides, the corner detail to match the house and four new
openings which may be windows or doors, two on the left side and two on the right side
with the spacing of the openings to comply with the fenestration requirements. The
motion was approved by the following vote:

Ms. Schrenk introduced the application by displaying the site plan, describing the project,
noting an informal review was held on October 26, 2022, and reviewing the staff comments.
Mr. Tony Lunardi, LDA Land Group, LLC., noted the site plan and elevation as detailed are
correct, that the house setback is greater than the allowable 10-percent of the neighboring
houses as discussed at the informal review, the trim size around the windows, the
inconsistency of windows with and without shutters, the unbalanced front left side of the
house with only one window, the detail above the three second floor windows, on the lower
left elevations the possibility of moving the window toward the center and the lack of space
between the garage and man door.
Mr. Workley made a motion to approve, seconded by Ms. Marzulla, with the condition
that a second balanced small window be added to the front elevation second floor
bedroom number two and the windows in the master bedroom be three-feet on center .
The Board also noted the uniqueness of the property, including the lot being 2-acres
with a 200-foot wide frontage and the existing trees on the east and west side which will
serve as a natural buffer to the neighbors. The motion was approved by the following
vote:

Ms. Schrenk introduced the application by displaying the site plan and reviewing the staff
comments.
Ms. Tim March, homeowner and Mr. Tony Lunardi, LDA Builders, the Board and staff
discussed the transom window on the right side and other window possibilities, the view from
the transom window being the neighboring garage, the possibility of moving the right side
windows toward the center and the possibility of lowering the window in the front dormer .
Mr. Workley made a motion, seconded by Ms. Marzulla, to add a window in the master
bedroom and modify the front gable window slightly downward. The motion was
approved by the following vote:

Mr. Sugar introduced the application by displaying the site plans, noting it is a continuance
from the February 8, 2023 AHBR meeting, reviewing previous AHBR comments and noting
the staff comments for the revised submittal.
Mr. Chris Gurreri, Hudson Community Living, and Mr. Nate Bailey, Peninsula Architects,
discussed and displayed renderings of the garage doors, noted the design of the project has a
perimeter drive with communal spaces in the center for the residents. The common spaces are
linked by sidewalks and trails which necessitates outward facing garage doors, Mr Bailey also
noted this design also adds to the residents safety. Through renderings Mr. Bailey displayed
the variety of architectural elements and the lack of line-of-site of the garage doors from
Oviatt Street.
The Board, applicant and staff discussed: The rational of permitting the front facing garage
doors, the possibility of additional landscaping, the communal garden, the plainness and
utilitarian nature of the north side of the clubhouse elevation in comparison to the south
elevation, the front elevation of each of the units and look-alike solutions, the possibility of
using different door styles, the fencing around the project, the type of doors and the patio in
the rear of each unit, that all windows will be consistent with dividers, and that changes to the
plans may be approved by staff and brought to the Board at staff's discretion .
Mr. Sugar and the Board discussed the rational for allowing the front facing garage doors .
Mr. Workley made a motion, seconded by Ms. Marzulla, with the following conditions:
Shutters on the single window of the clubhouse north elevation, to Revise Unit B to have
a 5-foot projection on Units C and E to change the center door style or differentiate in
some way from the other two units and apply a more typical window to Unit F . Mr.
Workley also noted the rational for allowing the front facing garage doors includes: The
unique needs of the proposed community, the site design of the project, the residents'
need for access and security, ADA laws, the need for a communal green space will be
created by the inner orientation of the project, the needs of the neighbors, the clubhouse
looking like a typical Hudson home, the uniqueness of each building on the site and the
lack of view of the houses from Oviatt Street. Mr. Workley also noted the unique design
of the project is to encourage socialization among the community. The motion was
approved by the following vote:

VIII. Staff Update
Mr. Sugar updated the Board regarding a neighbor's comments regarding 64 Aurora Street
and the processes used by AHBR. These comments and ideas will be brought to AHBR in the
coming months.
Mr. Sugar also discussed the historic preservation consultant process and selection .
IX. Adjournment
A motion was made by Ms. Marzulla, seconded by Mr. Workley, that the meeting be be
adjourned at 9:12 p.m.. The motion carried by an unanimous vote.

Alteration (Window Removal)

a) Staff notes the city received an alteration permit for window replacement
on December 2, 2022. During the review process, staff noticed a window
was removed on the rear elevation.
b) The architectural design standards state large expanses of blank walls are
to be avoided - fenestration placement should be at a maximum of
approximately every twelve feet. Staff notes the proposal removed the
window on the second floor creating a blank wall greater than twelve feet.
c) The architectural design standards state replacement wall and roof
materials should be blended across the façade to ensure compatibility with
existing materials. Staff notes the proposal includes a small patch area
where the existing window was removed.
d) Staff notes the window was removed to install a master closet. Suggest
adding a false window to meet these requirements if the layout of the closet
would not allow for a true window.

a) Architectural Design Standards state all facades (including the rear) over
twelve (12) feet long shall have at least one window or door opening.
Fenestration placement on the accessory structure shall be proportional to
the house. Staff notes a span of 32’ on the rear elevation and a span of 22’
on the left and right side elevations that does not depict a fenestration
opening. Revise elevations to include additional fenestration.
b) Architectural Design Standards state materials used must be consistently
applied on that mass on all sides of the structure. Staff notes the front
elevation depicts vinyl shake while the rear, left and right sides depict vinyl
siding. Revise front elevation to match siding on left, right and rear sides.
c) Architectural Design Standards state enclosed accessory buildings shall
incorporate some elements similar to the main body, for example similar
corner boards, window types, or materials. Staff notes asphalt shingles
would be the only element to match the home. Question if siding reveal can
be widened to better complement the home.

a) Staff notes the applicant came before the AHBR on October 26, 2022, for
an informal review to discuss the demo of the existing structure and
setback of the proposed house. The AHBR was in favor of the requested
setback for the proposed home.

elevations.

a) Staff notes the AHBR reviewed the proposal at the February 8th, 2023
meeting. The following suggestions and comments were made by the
board members and staff:
· Suggest varying the garage doors by building.
· Revise buildings A/F and C/E to better meet the look-alike standards .
Suggestions for look-alike standards included; introducing a hip roof, introducing
variety in the gable ends, flipping the garage doors, introducing shed pitches with
a metal roof or trellis.
· Revise unit B to lower the ridge height, revise the clipped roof at the rear, and
reduce the forward projecting mass.
· Board acknowledged the applicant is requesting an exception from the garage
orientation requirements. If the Board grants the exception, it would have to do
so based on the criteria in Section II-1.
· Ensure that all material changes would end at an inside corner
· Suggest brick masonry at the clubhouse.
· Add additional fenestration to ensure each building has no more than 12 feet
without fenestration.
· Revise Elevations to depict any venting, mechanical units, etc.
b) Staff comments for the revised submittal:
· The Architectural Design Standards state projections may only extend 5’ from
the main mass. If more than 5’, they are treated as wings, which must be located
a minimum 18” behind the main mass. Revise unit B to comply with these
massing standards.
· The Architectural Design Standards state a building must have a typical window
used for most windows. Additional special windows are permitted on the front
façade. Suggest adding window divides to the front and side fixed windows of
unit F to meet this requirement. Windows on the rear elevation may be more
informal in design.
· If the Board were to make an exception to the garage orientation requirements,
the Architectural Design Standards state the design shall meet the five principles
enumerated in Section I-2 and shall meet one of the following conditions: ( 1)
The project is an exceptional design, meaning that it is either especially creative
or it is designed in response to unique situation, such as a very difficult site or an
unusual program requirement.; (2) Exceptional and unique conditions exist that
create a practical difficulty in complying with the requirements of these
Standards. The AHBR should consider the factors enumerated in as defined in
the Land Development Code in determining "practical difficulty".
· Staff notes the proposal is for an institutional residential use requiring unique
programming and building design (ADA requirements). The institutional
residential use is also deliberately designed with a centrally located communal
space to serve the needs of its residents. The overall site plan and orientation of
the buildings has been designed to minimize sightlines of multiple garage doors .
The visual impact of the garage doors have been further minimized with the
proposed massing and overall quality of design and materials.
