I. Call To Order
Chair Caputo called to order the regularly scheduled meeting of the Architectural & Historic
Board of Review of the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of
the State of Ohio, O.R.C. Section 121.22.

Ms. Schrenk introduced the application by displaying photos of the site and describing the
requested demolition of the 1923 non designated historic house.
Mr. Chris Brown, representing Prestige Homes, described the reason for demolishing the
house that is in poor condition on a commercial lot.
Ms. Mazulla made the motion, seconded by Mr. Workley, that AHBR finds the
proposed structure for demolition at 802 West Streetsboro Street does not have historic
or architectural significance. Further, the Board finds that the applicant for a permit to
demolish this structure will not voluntarily consent to the retention of this building. The
motion was approved by the following vote:

Ms. Schrenk introduced the application by displaying the proposed and surrounding signs and
reviewing the staff comments.
Mr. Graham Becker, Becker Signs, noted there are other signs without raised lettering and
there is no consistency in the design of the surrounding signs.
The Board, applicant and staff discussed the signs on the building, the potential of the
proposed sign design being trademarked and the possibility of the proposed sign having some
raised lettering.
Mr. Workley made a motion, seconded by Ms. Kenney, that the sign be approved,
subject to the use of some raised lettering as approved by staff and subject to trademark
requirements. The motion was approved by the following vote:

been requested.
Mr. Justin Jurcak, the Board and staff noted the sign finish will be matte, made of Baltic Birch
with raised lettering on a lowered post that is brought into compliance with the LDC.
A motion was made by Ms. Kenney, seconded by Ms. Marzulla, that this AHBR
Application be approved with raised matte lettering and the sign post brought into
compliance with the LDC. The motion carried by the following vote:

Mr. Dominac Lauria, Vizmeg Landscaping, was present for the meeting.
The Board, applicant and staff discussed the need to adjust the plan /elevation/drawing to
reflect the correct existing gable roof line, rather than the shown hip roof.
A motion was made by Ms. Kenney, seconded by Mr. Workley, that this AHBR
Application be approved. The motion carried by the following vote:

Mr. Steve Zink, 7769 Hudson Park Drive, noted the new roof only intersects with roofing not
a vertical wall.
A motion was made by Mr. Workley, seconded by Ms. Marzulla, that this AHBR
Application be approved. The motion carried by the following vote:

Application be approved as amended so the corner boards match the house . The motion

Ms. Schrenk introduced the application by describing the house and project, and reviewing
the staff comments.
Mr. Ferek, 94 Ravenna Street, was present for the meeting.
The Board, staff and applicant discussed the proposed window to be removed being in the
rear of the house, that the proposed replacement windows will match the remaining house
windows in size and style, that the deck to be removed is not historical and that the proposed
window to be removed is too high to see out of when sitting and that formerly it was a kitchen
window above a sink.
A motion was made by Mr. Workley, seconded by Ms. Marzulla, that this AHBR
Application be approved with trim around the windows to match the existing trim. The
motion carried by the following vote:

Ms. Schrenk introduced the application by describing and displaying the proposed project and
reviewing the staff comments.
Ms. Rebecca Pantuso, Pantuso Architecture, described the sunroom with a roof deck and the
plan for additional windows on the rear of the main mass.
The Board, staff and applicant noted varied roof styles are often granted so long as other
architectural items match.
A motion was made by Mr. Workley, seconded by Mr. Wetzel, that this AHBR
Application be approved. The motion carried by the following vote:

Ms. Schrenk introduced the application by describing the project, noting that chain link fence
is generally prohibited unless screened by landscaping or other means, that this is on a 50-acre
site with buffering and this fence is to comply with Social Circumstance Regulations and is
required by the State Fire Code for Public Safety. Ms. Schrenk also noted the Board's
authority to waive fence requirements.
Mr. Roberto Sorgi, American Fireworks, reviewed the background of the need for fencing and
the process of becoming a Conforming Use in Hudson. Mr. Sorgi used maps to show the
Board the placement of the fence, earth mounds and storm water management, with the total
amount of new fence being approximately 200-feet.
The Board, staff and applicant discussed adding additional plantings, the posts and cable
instead of a top rail, the possibility of placing an additional wood fence to block the view
from the front, the locations of the 75-foot buffering, that a landscape plan has been done for
the property to identify locations for additional plantings and the possibility of requiring
additional evergreens as screening along the front fence.
Mr. Funyak moved to approve, seconded by Ms. Kenney, with the condition that five
additional trees be planted on the west side of the front fence, the trees are to be similar
to those already planned. The motion was approved by the following vote:

Ms. Schrenk introduced the application by describing the project.
Mr. Nathanael Dunn, JP Compass, described the proposed small knee wall on the western
side of the property and the proposed reclaimed sandstone to be used . Mr. Dunn also
described the landscaping and renderings of the building.
The Board, staff and applicant discussed the height of the stone, the sidewalks and the
possibility of enlarging the driveway by moving the sandstone,

The Board discussed the staff memo and other topics regarding the operation of the AHBR
including: Submittal dates moved to 15-days prior to a Board meeting and the agenda
distributed on the Wednesday prior to the meeting, the revisions that are sometimes changed
at the last minute, the use of the historic consultants being done by an official request of the
Board and the timing of site visits, that staff may schedule a site visit with the historic
consultant and find out how much time is needed to complete the report, that prior to
contracting with a historic consultant staff would prescreen applicants and AHBR members be
involved in the selection. Discussion also took place regarding AHBR's right to waive LDC
requirements, the need to review the standards when a waiver is considered, the need to
publicly acknowledge that a standard is being waived and the reason why the standard is
being waived. With regard to Public Comments it should be known that AHBR is a Public
Meeting as opposed to a Public Hearing with required Public Notice for individuals with
standing. Mr. Sugar said he will look for language that more clearly allows for generalized
Public Comment.
The Board discussed requiring sides on shed roofs, and in the historical district the difficulty
of citizens understanding the requirement to follow the Secretary of the Interior's guidelines
regarding repair instead of replacement of items. Discussion also took place regarding the
Board's authority to require like materials.
Chair Caputo encouraged dialog between the Board members and staff via email regarding
AHBR meeting operations.

Greek Revival home was built circa 1852.
b) Staff notes the proposed project includes a rear open porch addition
with removal of one double-hung wood window. The window opening
would then increase in size and two wood double-hung window
replacements would be installed.
c) The Secretary of Interior Standards state the removal of historic
materials or alteration of features and spaces that characterize a
property shall be avoided. Staff notes an existing window on the
historic main mass would be removed and widened; however, would be
located on the rear.

a) Submit an elevation drawing of the proposed fence indicating materials,
heights, and design.
b) Staff notes that historically chain link fencing was prohibited unless
substantially screened from public view by landscaping or other means.
The fence regulations were amended in 2021 to remove “unless
substantially screened from public view by landscaping or other means”
due to the difficulty of meeting such screening requirements on a
residential property.
c) The proposed chain link fencing is proposed on a 50-acre site with a
setback in excess of 200 feet to Darrow Road and to adjacent residential
property lines. Additionally, a 75-foot buffer yard depth has been
established adjacent to the residential property lines as part of the recent
site plan approval for additional storage containers. The chain-link fence
has been proposed as a reconfiguration and replacement of an existing
fence and proposed to comply with social circumstance regulation for the
storage of fireworks.
d) The AHBR may consider a waiver regarding the fence materials of Section
III-1f per the Section II-1 provided the application fulfills the five
principles in Section I-2 and meets one of the following:
a. The project is an exceptional design, meaning that it is either
especially creative or it is designed in response to unique
situation, such as a very difficult site or an unusual program
requirement; or
b. Exceptional and unique conditions exist that create a practical
difficulty in complying with the requirements of these
Standards. The AHBR should consider the factors enumerated
in as defined in the Land Development Code in determining
"practical difficulty".
Section 1204.03 Practical difficulty:
(a) Exceptional or unusual conditions exist that
are not common to other areas similarly situated
and practical difficulty may result from strict
compliance with any of the zoning standards,
provided that such relief will not have the effect
of nullifying or impairing the intent and purpose
of these standards. In determining "practical
difficulty," the BZBA shall consider the
following factors:
(1) Whether the property in question will
yield a reasonable return or whether
there can be any beneficial use of the
property without the variance;

(2) Whether the variance is substantial;
(3) Whether the essential character of the
neighborhood would be substantially
altered or whether adjoining properties
would suffer a substantial detriment as a
result of the variance;
(4) Whether the variance would
adversely affect the delivery of
governmental services such as water and
sewer;
(5) Whether the applicant purchased the
property with knowledge of the
requirement;
(6) Whether the applicant's predicament
can be obviated feasibly through some
method other than a variance; and
(7) Whether the spirit and intent behind
the requirement would be observed and
substantial justice done by granting the
variance.
