Chair Caputo called to order the regularly scheduled meeting of the Architectural & Historic Board of Review of
the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of the State of Ohio, O.R.C. Section
121.22.
II. Roll Call

Mr. Sugar introduced the application by noting the application was initially approved on June 22 , 2022 with
Peninsula Architects as the applicant. The owner subsequently changed contractors, and the current permit was
issued to Chris Lachman on September 14, 2023. City staff conducted a progress inspection on May 9, 2024 and
observed changes to the approved plans and AHBR approval without a certificate of appropriateness including
replacement of historic wood siding, window replacements, and the installation of a circular art glass window .
City staff issued a stop work order after observing these changes.
The applicant prepared updated drawings and submitted to the AHBR for initial review at the May 22 , 2024
meeting. The Board conducted a site visit on May 28, 2024. Additional changes to the original plans were
observed during the site visit, including the installation of a skylight.
Mr. Sugar then outlined the staff comments, which included the full Secretary of Interior Standards for
Rehabilitation for the Board's consideration. The staff comments also outlined the main discussion points, which
were changes to siding, windows, and a skylight.
Mr. Chris Lachman, applicant, was present for the meeting.
The Board, applicant and staff discussed the replacement of the historic wood siding which done without a
certificate of appropriateness. The Board expressed frustration with the work being done outside of the
previously authorized scope of work. The Board noted that this work was done contrary to the Secretary of
Interior Standards, which requires repair rather than replacement. The Board noted there was no evidence that
the siding was deteriorated beyond repair.
Mr. Lachman noted the decay of the existing siding and that he did not realize the need for window replacement

approval.
The Board discussed the circular window's that was installed. The Board noted the circular window with art
glass was installed without a certificate of appropriateness and the applicant is now proposing to move it towards
the rear of the house on the same facade. The Board noted the window is highly visible to the street and is not
compliant with the Secretary of Interior Standards for Rehabilitation as it is not historically appropriate . The
Board and applicant discussed and confirmed that there was previously an awning window in this location that
has been removed.
The Board discussed the windows that had been replaced and noted that they were not replaced with the same
historical profile of the original windows. They are flush with the building and the previous windows were
recessed. The Board noted that during the site visit they did not observe the need for replacement of the
windows. The Secretary of Interior Standard #9 requires repair prior to consideration of replacement .
The Board discussed the north and south dormers and the skylights that are proposed at each . The consensus of
the Board was not in favor of a skylight being added to the southern dormer due to its high visibility and impact .
The Board noted that the dormer was questioned when originally approved and this would be further adding to
its visibility and impact.
Ms. Marzulla made a motion, seconded by Mr. Wetzel, to approve the application with the
following modifications to the proposed plans and findings of fact:
1) Section III-2 (b)(1) states "Historic landmarks or buildings within historic districts which are
greater than fifty years old will not be reviewed according to the type Standards in Part IV.
Such buildings will be reviewed according to the Secretary of the Interior's Standards for
Historic Rehabilitation (see Appendix I) and National Park Service Preservation Briefs #14 and
#16."
2) The wood siding that was installed to replace historic wood siding without a certificate of
appropriateness shall remain only because retrieval and reinstallation of the historic siding is
impossible.
3) The circular window installed at the right elevation without a certificate of appropriateness
from the AHBR shall be removed and replaced with an awning window to match the opposite
elevation pursuant to the Secretary of Interior Standards Preservation Brief #14, which states
"a new additional should be simple and unobtrusive in design, and should be distinguished
from the historic building; a new addition shall not be highly visible from the public right of
way; the treatment of the addition should not be so different that it becomes the primary
focus" and the Secretary of Interior Standards for Rehabilitation Standard #1 stating "a
property shall be used for its historic purpose or be placed in a use that requires minimal
change to the defining characteristics of the building and its site and environment."
4) The additional windows requested to be replaced shall be removed from the proposal based
on the lack of evidence for need of replacement as stipulated in the Secretary of Interior
Standards for Rehabilitation Standard #6 stating "deteriorated historic features shall be
repaired rather than replaced. Where the severity of deterioration requires replacement of a
distinctive feature, the new feature shall match the old in design, color, texture, and other visual
qualities and, where possible, materials. Replacement of missing features shall be substantiated
by documentary, physical, or pictorial evidence."
5) The skylight installed without the approval of a Certificate of Appropriateness is approved to
remain on the north elevation as the AHBR finds the north elevation is less visible than the
south elevation.
6) The skylight on the south elevation shall be removed from the proposal pursuant to the
Secretary of Interior Standards Preservation Brief #14, which states "a new additional should

new additional shall not be highly visible from the public right of way"; the treatment of the

Mr. Sugar introduced the application by: Noting the application was reviewed on May 22, 2024, the Board
conducted a site visit on May 28, 2024, detailing the changes made subsequent to the site visit, and reviewing the
applicant's and staff comments..
Mr. Chris Lachman, applicant, noted consistent materials are now being used around the house and the window
heights have been reduced along with removing the stained glass window in the bathroom .
The Board, applicant and staff discussed: The purpose of moving the double hung window, the size of the
windows, that the mullions be made to match, the need for a specification sheet for the garage door, the storage
shed, and the replacement of the metal front door with a wood door.
Mr. Workley made a motion, seconded by Mr. Ray, that the application be approved with the
following conditions: 1) The outbuilding materials be submitted to staff. 2) The front door
match the submitted spec sheet. 3) The garage door specifications be submitted to staff for
approval. 4) The front double hung window matches the rest of the windows. The motion was
approved by the following vote:

Mr. Sugar introduced the application by noting the application was reviewed on May 22 , 2024, the Board
conducted a site visit on May 28, 2024, detailing the project and reviewing the staff comments.
Mr. Ken Romanini, applicant, was present for the meeting.
The Board, staff and applicant discussed, the obvious need to replace the slate on the roof, and the possibility
using a scallop design.
A motion was made by Ms. Kenney, seconded by Mr. Workley, that this AHBR Application be
approved. The motion carried by the following vote:

Mr. Sugar introduced the application by describing the project and materials and reviewing the staff comments .
Mr. Patrick McEntee, Crooked River Building Supply, described the existing windows as rotting and difficult to
operate.
The Board, applicant and staff noted the existing windows are from 1999 and not original, and that parts of the
existing aluminum siding may need to be replaced with a toothed in wood product to bring back the historic look .
A motion was made by Ms. Kenney, which was seconded by Mr. Workley, that this AHBR
Application be approved. The motion carried by the following vote:

Mr. Sugar introduced the application by describing the project and materials, and reviewing the staff comments
regarding vinyl windows.
Mr. Gus Gallucci, applicant, and Mr. Charles Kazinski, were present for the meeting.
The Board, applicant and staff discussed their reasons for proposiing vinyl replacement windows and shingles .
The Board noted the inappropriateness of using vinyl in the historic district and requested photo documentation
of the need to replace the windows.
A motion was made by Ms. Kenney, seconded by Mr. Workley, to approve the application with
the following condition: The proposed siding and window replacement be removed from the
application. A separate application shall be submitted with an appropriate solution. The motion
carried by the following vote:

Mr. Matt Miller, applicant, and Mr. Alan Burge, architect, described the revised elevations and the changes . Mr.
Miller also requested the original garage design be considered as an exceptional design and approved .
The Board, applicant and staff discussed: The purpose of the height standards as part of the Hudson Design
Standards, that multiple exceptions are being requested, that the house is approximately 100-feet off the road,
that the original drawing of the garage as a two-story made the garage too dominate, the fenestration on the rear
of the garage, and the fence application which is allowed since there are horses on the property .
Ms. Kenney made a motion, seconded by Mr. Workley, to approve provided that the garage is
removed from the application and the height of the master bedroom and the fence are built as
detailed in the revised plans. The motion was approved by the following vote:

Mr. Sugar introduced the application by describing and displaying the project and reviewing the staff comments .
Mr. Daniel Bennett, applicant, and the contractor were present for the meeting. Mr. Bennett described the siding
and timber design in the front.
The Board, applicant and staff discussed: Corner board trim, insetting the addition, that a full siding replacement
will be done, that a 12-foot fenestration requirement will make the desired interior design difficult, the possibility
of installing a window on the old part of the house instead of the addition, the use of a non-functional window as
fenestration, that the entire roof will be replaced and the submittal of the specification for materials .
A motion was made by Mr. Workley, seconded by Mr. Wetzel, that this AHBR Application be
approved with a window added on the left elevation, consistent corner trim and the
understanding that the roof and siding are being replaced in their entirety. The motion was
approved by the following vote:

Mr. Sugar introduced the application by describing the multiple additions and the staff comments .
Mr. John Gulas, homeowner, described: The location of the house, the design of house, that he is willing to make
the porch an open porch.
The Board, applicant and staff discussed: The roof materials which will be shingles, that trim will be used in
transition areas, that the buildings will be attached and offset at the transitions from brick to siding, how the roof
will be redesigned to shed water, that all the siding will be replaced, the possibility of reducing the size of the
master bedroom, and the windows on the north elevation being more centered .
A motion was made by Ms Kenney, seconded by Mr. Wetzel, that this AHBR Application be
approved as amended with an open porch, the brick and siding on the master bedroom be
stepped forward, the roof plan redesigned to stop water from collecting, and that all siding and
shingles will be replaced. The motion carried by the following vote:

Mr. Nate Bailey, Hara Architects, noted the revised plans and explained the redesigned elevations .
The Board, applicant and staff discussed reason for not using a gable roof .

Mr. Sugar introduced the application by reviewing the previous discussions regarding this application, the
revisions to the elevations, and the staff comments and recommendations including the possibility of finding this
an exceptional design.
Mr. Joe Matava, Peninsula Architects, distributed information regarding the revisions to the drawings, discussed
the unique property and the wide variation of property types on Stone Road, that a pond and orchard were part of
the owners request, and that the design has a courtyard as the center of the property which is a cultural norm of
the property owners.
The Board, applicant and staff discussed: The reasons this might be declared an exceptional design, that the
fenestration issue may be negated by this being an exceptional design, and that the fenestration issues are on the
interior of the courtyard - therefore, not in the public realm.
A motion was made by Ms. Kenney, seconded by Mr. Wetzel, that this AHBR Application be
approved as it meets the five principles of an exceptional design. The motion carried by the
following vote:

Ms. Coffman introduced the application by describing and displaying the project and elevations and reviewing
the staff comments and recommendations.
Mr. Barry Mills, contractor, noted revisions were submitted and questioned if the inset of one-foot could be
changed to six-inches. Mr. Mills also noted a skylight in the master bathroom was inadvertently omitted from the
roof plan, and discussed the possibility of reusing casement windows.
The Board, applicant and staff discussed, the six-inch inset, the potential mixture of window types on the same
wall, and the possibility of a transom window to break up the facade.
A motion was made by Mr. Workley, seconded by Ms. Kenney, that this AHBR Application be
approved as amended with the skylights, a six-inch offset, and staff to coordinate the
non-compliant window fenestration issue. The motion carried by the following vote:

Ms. Coffman introduced the application by displaying and describing renderings of the project and reviewing the
staff comments.
Mr. Patrick Macoska, architect, the Board and staff discussed: The size of the garage in the context of the
property including an eight-foot grade change from the street to the proposed location of the structure, the
reasons for the size of the structure, that the size of the structure is within the Design Standards, the similarities
with the existing house, the stone to siding material transition which is currently not on an inside corner or
around the entire mass of the structure, the large expanse of blank wall without fenestration and possible
solutions, how the proposed structure will interfere with the neighbor's view of the lake, difficulties with the
shape of the property, the possibility of rotating the structure to alleviate the neighbors view issue, that site lines
to the lake are being blocked for some neighbors, that large trees will not be cut down, and the use of a consistent
siding material around the structure.
Mr. Workley made a motion, seconded by Ms. Marzulla, to approve with the following
conditions: Add three windows on the back elevation and one on the side where the doors offset,
and to remove the stone from the sides of the structure. The motion was approved by the
following vote:

VIII. Staff Update
The Board discussed the issue of citizens disregarding or being unaware of the approval process and work being
done without approval. The Board and staff noted corrective measures are determined by City Council and that
an appropriate action is to speak to the AHBR council representative. Also discussed were ideas on how AHBR
might help citizens be aware of the approval process and following regulations .

A motion was made by Ms. Marzulla, seconded by Mr. Workley, that the meeting be adjourned
at 10:48 p.m. The motion carried by the following vote:

a) Staff notes this case was reviewed by the AHBR on May 22, 2024. The
Board requested a site visit, which was held on May 28, 2024.
b) Staff notes the applicant is requesting changes to a previous AHBR
approval. Multiple changes have already been constructed, in addition to
other changes that have not yet been constructed.
c) Changes to historic properties are regulated by the Secretary of interior
Standards for Rehabilitation. The Standards include, but are not limited to
the following:
- A property shall be used for its historic purpose or be placed in a new
use that requires minimal change to the defining characteristics of the
building and its site and environment.
- The historic character of a property shall be retained and preserved.
The removal of historic materials or alteration of features and spaces
that characterize a property shall be avoided.
- Each property shall be recognized as a physical record of its time,
place, and use. Changes that create a false sense of historical
development, such as adding conjectural features or architectural
elements from other buildings, shall not be undertaken.
- Most properties change over time; those changes that have acquired
historic significance in their own right shall be retained and preserved.
- Distinctive features, finishes, and construction techniques or examples
of craftsmanship that characterize a property shall be preserved.
- Deteriorated historic features shall be repaired rather than replaced.
Where the severity of deterioration requires replacement of a distinctive
feature, the new feature shall match the old in design, color, texture,
and other visual qualities and, where possible, materials. Replacement
of missing features shall be substantiated by documentary, physical, or
pictorial evidence.
- New additions, exterior alterations, or related new construction shall
not destroy historic materials that characterize the property. The new
work shall be differentiated from the old and shall be compatible with
the massing, size, scale, and architectural features to protect the
historic integrity of the property and its environment.
d) Staff notes the following changes for discussion:
- Siding has been replaced on the historic main mass: The replacement
siding, while outside of the scope of work, matches the profile of the
existing siding.
- A circular window was installed on the second-floor north elevation.
The circular window replaced a double hung window. Based on
discussions with the Board, the applicant has proposed to move the
window towards the rear of the main mass, along the same elevation.
Staff recommends the existing double hung window (current location of
circular window) be reconstructed to the same specifications.

- Windows were replaced outside of the scope of work. The applicant is
requesting additional windows to be replaced. Staff recommends these
windows remain unchanged, as significant deterioration was not
observed on the site visit and the Board did not observe the interior
conditions of the windows.
- Two skylights are proposed, one on the north elevation and one on the
south elevation. The north elevation skylight was installed outside of
the original scope of work. Staff recommends the plans be revised to
remove the southern skylight, as it is more visible and further
accentuates an already appreciable dormer addition.

Board requested a site visit, which was conducted on May 28, 2024.
b) Since the May 22, 2024 meeting the applicant has made the following
changes:
- Removed the stained glass on the west elevation window.
- Used a more consistent limestone material on the chimney.
- A more consistent window height design.
- Depicting a brick material under the standing seam metal roof on the
east elevation.
c) The applicant has stated the proposed windows will be the Pella Reserve
Series, the siding will be a cedar material, and the chimney will be
limestone. Additionally, the applicant is proposing a Pella Reserve bifold
door at the rear porch.
d) Question reason for moving the west elevation window as it would disrupt
the existing symmetry.
e) The applicant is proposing to replace the front entry door. Question if the
craftsman style of the door is appropriate for the house and if a four-panel
door would better complement the architecture of the home.
f) Submit a specification sheet of the proposed garage door replacement.
g) Remove the depicted accessory structure, front yard parking, and circular
driveway from the site plan.

c) The Architectural Design Standards state all roofs in all the wings must be
of the same kind, but they may have a different pitch or orientation. The
proposal depicts gable roofs and the existing house has a hip roof.
Question if the proposed roof shapes should be more compatible with the
existing.
d) The Architectural Design Standards state the walls of the main body must
be a dominant material. Up to two additional materials may be used to call
attention to the composition. For example a different material may be used
on building projections gable ends, entrance recesses, or to emphasize the
horizontal or vertical divisions of the building. Staff notes the applicant is
proposing brick, hardi, and a stucco material. Revise plans to depict only
two materials.
e) The Architectural Design Standards state large expanses of blank wall are
to be avoided. Fenestration placement should be at a maximum of
approximately every 12 feet. Question if fenestration should be depicted on
the first floor of the proposed garage wing on the west and south elevation.
f) The Architectural Design Standards state roofs on projections should
match the roof material of the building, and to the extent possible, shall be
same kind of roof. The proposal depicts the rear porch to have a metal
roof. Staff notes this would be to the rear of the property.

bedroom meets the covered porch
d) Suggest insetting the addition 12 inches at the right elevation to avoid the
changes in pitch within the same plane of the roof

areas) to ensure compatibility with existing materials. Question the
transition from brick to the proposed siding on the north elevation. Suggest
an inset to ease material transition.
c) The Architectural Design Standards state additions should be designed to
be compatible with the main structure by incorporating materials and a
foundation to match. Staff notes the existing siding is brick, confirm the
roof and window material will match the existing.
d) Question if the windows on the north elevation could be centered to be
more symmetrical.

a) Staff notes this proposal was reviewed by the AHBR as an informal review
on October 25, 2023.
b) Staff had comments regarding the massing, front entrance design, roof
shapes and setbacks.
c) Staff notes the proposal would be considered a large mass design.
d) The applicant has revised the elevations with the below changes:
-Depicting a substantial attachment between the detached structures and
the house.
-Depicting a more symmetrical window and door design.
e) The Land Development Code states the front setback shall not differ by
more than ten percent from the average of the front yard setbacks existing
on the two properties immediately adjoining the subject property, unless
approved by the Architectural and Historic Board of Review. Staff notes
the proposed house would have a setback of approximately 230 ft. The
adjacent house to the north has a setback of approximately 60 ft. The
adjacent house to the south has a setback of approximately 130 ft. While
the proposed house would not be within 10% of the surrounding homes,
the house would be located on an approximate 5-acre property.
f) The Architectural Design Standards state at least one entrance must face
the street. Staff notes the front entrance is facing the south property line
and is not facing the street.
g) The Architectural Design Standards state the same roof shape must be
used throughout the building for all roofs, except for turrets, towers and
other unique masses, where a special roof may be used. Roofs may have
different pitches and orientation. Roofs shall not intersect a wall so as to
cause a valley. Staff notes flat roofs are shown along with gable roof
forms.
h) The Architectural Design Standards state large expanses of blank wall are
to be avoided. Fenestration placement should be at a maximum of
approximately every 12 feet. Question if additional fenestration should be
depicted on the pool side, courtyard and garage elevations.
i) Overall, staff notes substantial conflicts with the Architectural Design
Standards; however. The AHBR may waive the requirements if the project
is deemed to be an exceptional design, meaning it is either especially
creative or it is designed in response to a unique situation. This finding
must also incorporate the five principles enumerated in Section I-2.
a. The creation and maintenance of the “public realm”
takes precedence over individual buildings.
b. Buildings shall maintain a high level of architectural quality.
c. The site plan and building shall respect the land and the
environment in which they are placed.
d. There shall be architectural variety within a defined
framework.

a) The Architectural Design Standards state new buildings and alterations
shall respect the existing context and framework. The design of any
building shall be judged in reference to its site and character of
surroundings, not as an independent object. Question the overall size and
height of the structure as the surround neighboring properties do not have
detached structures of this nature. Staff recommends lowering the
structure in overall height to better meet this requirement.
b) The Architectural Design Standards state all facades (including the rear)
over twelve (12) feet long shall have at least one window or door opening.
Question the south, west and east elevations and if fenestration should be
added to the first and second floors.
c) The Architectural Design Standards state enclosed accessory buildings
shall incorporate some elements similar to the main body, for example
similar corner boards, window types, or materials. Confirm existing house
materials and how it relates to the proposed structure.
d) Question the different materials used on one façade. Suggest a more
consistent material design.
e) Submit a civil engineered site plan showing existing and proposed grading
