MINUTES OF PRE -COUNCIL MEETING
CITY OF HUEYTOWN, ALABAMA
TUESDAY, NOVEMBER 28, 2023
The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Council
Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, November
28, 2023.
President Wright called the meeting to order with Council Members Zinnerman,
Pickens, Hurliman and Jacks present.
Mayor Stephen Ware and City Attorney,
Charlie Waldrep, of Waldrep Stewart 8v Kendrick, LLP were also present. There were
five individuals in the audience.
The purpose of the meeting was to discuss general municipal business and review
the City Council Meeting Agenda.

A regular meeting of the City Council of the City of Hueytown, Alabama, was held in
the Council Chamber meeting room at the Hueytown City Hall on Tuesday,
November 28, 2023.
1. CALL TO ORDER:
The meeting was called to order by Council President Wright at 6: OOP. M. with
approximately seventy- three individuals present in the audience.
2. INVOCATION:
The invocation was given by Council Member Pickens.
3. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was lead by Council Member Pickens.
4. ROLL CALL
Upon Roll Call, Council Members Wright, Zinnerman, Pickens, Hurliman and Jacks
being present. Mayor Stephen Ware and City Attorney Charlie Waldrep of Waldrep
Stewart and Kendrick, LLP was Present.
5. MEDIA RECOGNITION:
Kailah Hegler from the Western Star was identified at the meeting.
6. APPROVAL OF MINUTES
Council Member Pickens made a motion followed by a second to the motion by
Council Member Jacks to approve the November 14, 2023 Pre -Council and Council
Meeting minutes as previously received and thereby dispensing with reading of the
minutes.
Upon roll call vote, President Wright and Council Members Zinnerman, Pickens,
Hurliman and Jacks voting yes. There were no nay votes. President Wright declared
the minutes approved.
7. ADOPT AGENDA FOR THE MEETING:
Council Member Pickens made a motion to adopt the meeting agenda as published
with the addition of item 14D, Resolution Number 6715, followed by a second to the
motion by Council Member Zinnerman.

Upon roll call vote, President Wright and Council Members Zinnerman, Pickens,
Hurliman and Jacks voting yes. There were no nay votes. President Wright declared
the meeting agenda adopted.
8. MAYORS REPORT
The Mayor welcomed everyone present for taking time from their schedule to attend
the Council Meeting to learn what's happening in the City and to bring concerns to
the Mayor and Council. The Mayor attended the Little League 6u and 10u football
games and congratulates the coaches for the great work they do working/ coaching
with the youth. The Mayor read a Letter Of Recognition to Coach Derrick Webster
and the Hueytown 10u Football Team to congratulate the coaches and team for
winning 2023 season championship. The Mayor presented the letter to the Coaches
and to the football team.
9. STANDING COMMITTEE REPORTS
a) Finance Committee: Council Member Zinnerman, no report.
b) Planning and Development Committee: Council Member Pickens, no report,
there is a meeting tonight.
c) Public Safety Committee: Council Member Hurliman, no report.
d) Public Works and Parks Committee: Council Member Jacks, no report but
announced kudos to the Youth Football Teams and the Coaches present at
tonight' s meeting.
10. OFFICERS REPORT
a) Police Department: Chief Yarbrough - announced the holiday shopping
season has begun and for folks to be mindful of locking car doors and
homes. Chief also suggests to arrange to have delivered packages picked up
by someone if not at home.
b) Fire Department: Chief Sullivan - no report.
c) Public Works/ Street and Parks Department: Director Butts - no report.
d) and Department: Inspector Humphries - reports
Building Zoning
construction has begun at the New Mount Morriah Baptist Church,
Children' s Pediatric Clinic and four homes have been built to completion
with the Certificate of Completion being issued in the Westwind
Subdivision.
11. GREAT THINGS HAPPENING IN HUEYTOWN
a) Hueytown Chamber of Commerce, Debbie Kiker Reports:
i. Announced the Hueytown Christmas Ornaments are on sale.
ii. Announced the storefront Christmas decorating contest has begun.
iii. Supper with Santa event is scheduled for November 30, 2023 at Venue
3131. The event is sold out with 224 people planning to attend.
iv. Tree Lighting event is scheduled for December 1, 2023 at 6: OOPM at the
City Center Park.
v. The 361h annual Christmas Parade is scheduled for December 9, 2023 at
10: 00A. M.
vi. Presented a check to the Hueytown High School TV Production Class.
vii. Presented a check to the Hueytown Pet Pantry as proceeds from the Paw
Palooza and Wiener Dog races event.
viii. Additional information can be obtained from the Hueytown Area

b) Hueytown Arts Council, Michelle McClinton Reports:

i. Movies in the park scheduled to show Elf on December 15,
beginning at 6: 30P. M. and the City Center Park.

ii. Announced the Arts Council is selling Christmas Sweatshirts and T-
shirts with the proceeds benefiting the Scholarship Fund.
iii. Additional information can be obtained from the Hueytown Arts

c)
Hueytown Library, Carroll Rector, Director, Reporting:
i.
Announced a special event of Sean Dietrich being scheduled to perform
on April 13, 2024 at the North Highlands Baptist Church.
ii.
The Reading Buddies program continues with ten people attending the
November session. There will be one program in December due to the
holidays scheduled for December 4, 2023 at 3: 30P. M.
iii. The Storytime program with Ms. Erin continues with one program
scheduled for December due to the Holidays. The next scheduled
program is December 14, 2023 at 11: OOA. M.
iv. The Library staff are participating in the " Countdown Until the
Christmas Parade" event.
v.
The Library will be closed Monday, December 25, 2023 and Tuesday,
December 26, 2023 for the Christmas Holiday.
vi. The Library will be closed on Monday, January 1, 2024 and Tuesday,
January 2, 2024 for the New Years Holiday.
vii. Reminds everyone the Library is ready to serve, all one needs to do is
ask.
12. CORRESPONDENCE
a) There was no correspondence to report.
13. BILLS FOR APPROVAL
Council Member Zinnerman presented a list of bills totaling $ 136, 315. 14 and made
a motion to approve the list of bills which were presented for payment followed by
second to the motion by Council Member Pickens.
Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens,
Hurliman and Jacks voting yes. There were no nay votes. The motion carried
unanimously.

motion by Council Member Hurliman was made to adopt Resolution Number 6712 followed
by a second to the motion by Council Member Pickens. Upon a roll call vote,

A motion by Council Member Hurliman was made to adopt Resolution Number 6713
followed by a second to the motion by Council Member Pickens. Upon a roll call
vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and
Jacks voting yes. The motion carried.
c) Resolution 6714
Resolution 6714 was presented to the City Council to waive the Special Events fee
for the Hueytown Arts Council for the months of October 2023 through December
2023.
A motion by Council Member Zinnerman was made to adopt Resolution Number
6714 followed by a second to the motion by Council Member Hurliman. Upon a roll
call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and
Jacks voting yes. The motion carried.
d) Resolution 6715
Resolution 6715 was presented to the City Council to award the bid for the Alabama
Department of Transportation Alternative Transportation Project TAPAA- TA21( 902)
and to select the Construction Engineering Inspection services company.
A motion by Council Member Pickens was made to adopt Resolution Number 6715
followed by a second to the motion by Council Member Hurliman. Upon a roll call
vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and
Jacks voting yes. The motion carried.
15. ORDINANCES:
a) There were no Ordinances To Consider.
16. EXTEND THE FLOOR TO THE PUBLIC
Prior to the extension of the floor to the public, President Wright reminds everyone
wishing to address the Council to state their name and address; must be a resident
of Hueytown to speak and shall limit comments to three minutes.
a)
Mary Meyer at 502 Saddle Ridge announced an interfaith discussion will be
held at the Hueytown Library meeting room every Tuesday at 7: OOP. M.
17. ADJOURNMENT
With no further business to come before the Council Meeting, Council Member
Jacks made a motion to adjourn. Council President Wright declared the meeting
adjourned at 6: 35P. M..
