54 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, DECEMBER 12, 2023 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, December 12, 2023. President Wright called the meeting to order with Council Members Zinnerman, Pickens, Hurliman and Jacks present. Mayor Stephen Ware and City Attorney, Charlie Waldrep, of Waldrep Stewart & Kendrick, LLP were also present. There were four individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, DECEMBER 12, 2023 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, December 12, 2023. 1. CALL TO ORDER: The meeting was called to order by Council President Wright at 6: 02P.M. with approximately eleven individuals present in the audience. 2. INVOCATION: The invocation was given by Council Member Pickens. 3. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was lead by Council Member Hurliman. 4. ROLL CALL Upon Roll Call, Council Members Wright, Zinnerman, Pickens, Hurliman and Jacks being present. Mayor Stephen Ware and City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP was Present. 5. MEDIA RECOGNITION: There was no media present. 6. APPROVAL OF MINUTES Council Member Pickens made a motion followed by a second to the motion by Council Member Hurliman to approve the November 28, 2023 Pre -Council and Council Meeting minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the minutes approved. 7. ADOPT AGENDA FOR THE MEETING: Council Member Hurliman made a motion to adopt the meeting agenda as published followed by a second to the motion by Council Member Zinnerman. December 12, 2023 City Council Meeting Minutes Page 1 Of 3 55 Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the meeting agenda adopted. 8. MAYORS REPORT The Mayor welcomed everyone present for taking time from their schedule to attend the Council Meeting. Mayor reports the week has been very busy and reports the Christmas Parade was the best one ever! Wishes everyone a Merry Christmas. 9. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Pickens, no report. c) Public Safety Committee: Council Member Hurliman, no report but comments that Fire Chief Sullivan states the calls for assistance have increased due to loneliness. d) Public Works and Parks Committee: Council Member Jacks, no report. 10. OFFICERS REPORT a) Police Department: Chief Yarbrough - states the Christmas Parade was a great success as he fields comments from individuals. Chief Yarbrough also states there is a slight up -tick in burglaries and reminds folks to be mindful of their surroundings and keep their vehicles and homes locked. b) Fire Department: Chief Sullivan - reports the Department is creating an Instagram Account. c) Public Works/ Street and Parks Department: Director Butts - absent. d) Building and Zoning Department: Inspector Humphries - absent. 11. GREAT THINGS HAPPENING IN HUEYTOWN a) Hueytown Chamber of Commerce, Debbie Kiker Reports: i. The Christmas Parade was a great success and believe it to be the largest one to date. A huge " Thank You" to the City' s Police, Fire and Public Works Departments and all other folks that made the event possible. ii. Announced Movies in the Park will be this coming Friday, December 15, 2023 at 6: 30PM at the City Center Park. The Film will be ELF. iii. The December Business Of the Month is Dolly' s Cafe. iv. Christmas Ornaments and Cookbooks are available for purchase. v. The Store Front decorating event will begin this week. vi. Wishes All a Merry Christmas. vii. Additional information can be obtained from the Hueytown Area Chamber of Commerce website, https:// hueytownchamber. com and Facebook page. 12. CORRESPONDENCE a) A letter from Concerned Citizens was received and distributed to the Mayor and Council. b) A letter from the Exceptional Foundation was received and distributed to the Mayor and Council. c) A Public Notice regarding Pipeline Safety was received and distributed to the Mayor and Council. 13. BILLS FOR APPROVAL December 12, 2023 City Council Meeting Minutes Page 2 Of 3 l• J Council Member Zinnerman presented a list of bills totaling $ 136, 315. 14 and made a motion to approve the list of bills which were presented for payment followed by second to the motion by Council Member Jacks. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. December 12, 2023 Account Register Summary _ Total SERVIS 1ST BANK OPERATING ACCOUNT $ 271, 205. 03 SERVIS 1ST BANK EMERGENCY COMMUNICATIONS FUND $ 17_,700. 00 SERVIS 1ST BANK GARBAGE FUND $ 0. 00 REGIONS BANK JAIL STORE $ 297. 30 1st FINANCIAL BANK MUNICIPAL COURT FUND $ 37, 490. 50 Account Total $ 326, 692. 83 14. RESOLUTIONS: a) Resolution 6716 Resolution 6716 was presented to the City Council to declare a Public Nuisance and order the abatement of weed, trash and/ or inoperable vehicle for the property located at 98 Wheeler Drive, Hueytown. A motion by Council Member Pickens was made to adopt Resolution Number 6716 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. The motion carried unanimously. 15. ORDINANCES: a) There were no Ordinances To Consider. 16. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) Ms. Yawanna McDonald addressed the Mayor, City Council and members of the audience as a candidate for the Jefferson County Probate Judge Place One for the upcoming Primary Election on March 5, 2024. 17. ADJOURNMENT With no further business to come before the Council Meeting, Council Member Pickens made a motion to adjourn. Council President Wright declared the meeting adjourned at 6: 14P.
