MINUTES OF PRE -COUNCIL MEETING
CITY OF HUEYTOWN, ALABAMA
TUESDAY, JULY 09, 2024
The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Council
Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, July 09,
2024.
President Wright called the meeting to order with Council Members Zinnerman,
Pickens, Hurliman, and Jacks present. Mayor Stephen Ware and City Attorney,
Charlie Waldrep, of Waldrep Stewart 8v Kendrick, LLP were also present. There were
ten individuals in the audience.
The purpose of the meeting was to discuss general municipal business and review
the City Council Meeting Agenda.

A regular meeting of the City Council of the City of Hueytown, Alabama, was held in
the Council Chamber meeting room at the Hueytown City Hall on Tuesday, July 09,
2024.
1. CALL TO ORDER:
The meeting was called to order by Council President Wright at 6: 04P. M. with
approximately seventeen individuals present in the audience.
2. INVOCATION:
The invocation was given by the City Chaplin, Charles Winston.
3. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Council Member Pickens.
4. ROLL CALL
Upon Roll Call, Council Members Zinnerman, Pickens, Hurliman, Wright and Jacks
being present. Mayor Stephen Ware and City Attorney Charlie Waldrep of Waldrep
Stewart and Kendrick, LLP were Present.
5. MEDIA RECOGNITION:
There was no members of the media present.
6. APPROVAL OF MINUTES
Council Member Zinnerman made a motion followed by a second to the motion by
Council Member Pickens to approve the June 25, 2024, Pre - Council and Council
Meeting minutes as previously received and thereby dispensing with reading of the
minutes.
Upon roll call vote, President Wright and Council Members Zinnerman, Pickens,
Hurliman and Jacks voting yes. There were no nay votes. President Wright declared
the minutes approved.
7. ADOPT AGENDA FOR THE MEETING:
Council Member Hurliman made a motion to adopt the meeting agenda as
published with the addition of Resolution Number 6831 as item 14G followed by a
second to the motion by Council Member Pickens.

Upon roll call vote, President Wright and Council Members Zinnerman, Pickens,
Hurliman and Jacks voting yes. There were no nay votes. President Wright declared
the meeting agenda adopted.
8. MAYORS REPORT
The Mayor welcomed everyone present and invites others to attend to address any
concerns they may have and become aware of what' s happening in the City. The
Mayor announced the City' s first July 41h Independence Day Celebration Event held
on July 3rd was a great success. The Mayor reports the Ribbon Cutting event held
yesterday for the Children' s Hospital Clinic is a great addition to the City and
thanks the Council and City Attorney for all they did to make this possible.
9. STANDING COMMITTEE REPORTS
a) Finance Committee: Council Member Zinnerman, no report.
b) Planning and Development Committee: Council Member Pickens, no
report but announced the Planning & Zoning Committee meeting
scheduled for next week.
c)
Public Safety Committee: Council Member Hurliman, no report.
d) Public Works and Parks Committee: Council Member Jacks, reports the
lights at the Softball field have been replaced with the Boys Ball Field
being next for the field light replacements.
10. OFFICERS REPORT
a) Police Department: Chief Yarbrough - no report.
b) Fire Department: Chief Sullivan - no report.
c)
Public Works/ Street and Parks Department: Public Works Director Gant -
no report.
d) Building and Zoning Department: Inspector Humphries - no report.
11. GREAT THINGS HAPPENING IN HUEYTOWN
a) Hueytown Chamber of Commerce, Debbie Kiker, Director, Reports:
i. Thanks for all the City departments involved to make the Red, White 8s
Boom Patriotic Celebration on July 3, 2024 a huge success!
ii.
The Family Fun Bingo Game Night event is scheduled for July 25, 2024
at Speedy' s.
iii. The National Night Out event for Police, Fire and Public Works
Departments is scheduled for August 6, 2024.
iv. The sixth annual Paw Palooza 8v Wiener Dog Race event is scheduled
for September 21, 2024.

The Art In The Park event is scheduled for July 18, 2024 with
registration at www. hueytownarts. or
vi. The Movies In The Park event is scheduled for July 26, 2024 with the
showing of The Goonies and August 23, 2024 with the showing of
Moana.

Hubert The Hueytown Rock Snake is at City Center for all to
contribute to it' s growth.
viii. Remember to Shop Local!
12. CORRESPONDENCE

The City received a Thank You card from the Humphries family.
13. BILLS FOR APPROVAL
Council Member Zinnerman presented a list of bills totaling $ 722, 741. 56 and made
a motion to approve the list of bills which were presented for payment followed by a
second to the motion by Council Member Pickens.

Hurliman and Jacks voting yes. There were no nay votes. The motion carried

A motion by Council Member Hurliman was made to adopt Resolution Number
6825 followed by a second to the motion by Council Member Pickens. Upon a roll
call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman
and Jacks voting yes. The motion carried unanimously.
b) Resolution 6826
Resolution 6826 was presented to the City Council to declare a Public Nuisance
and order the abatement of weeds, trash and/ or inoperable vehicle located at 1708
28th Avenue North, Hueytown.
A motion by Council Member Hurliman was made to adopt Resolution Number
6826 followed by a second to the motion by Council Member Pickens. Upon a roll
call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman
and Jacks voting yes. The motion carried unanimously.
c) Resolution 6827
Resolution 6827 was presented to the City Council to declare a Public Nuisance
and order the abatement of weeds, trash and/ or inoperable vehicle located at 3030
Briarcliff Road, Hueytown.
A motion by Council Member Hurliman was made to adopt Resolution Number
6827 followed by a second to the motion by Council Member Pickens. Upon a roll
call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman
and Jacks voting yes. The motion carried unanimously.
d) Resolution 6828
Resolution 6828 was presented to the City Council to declare a Public Nuisance
and order the abatement of weeds, trash and/ or inoperable vehicle located 3345
Crescent Drive, Hueytown.
A motion by Council Member Hurliman was made to adopt Resolution Number
6828 followed by a second to the motion by Council Member Pickens. Upon a roll
call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman
and Jacks voting yes. The motion carried unanimously.

Resolution 6829 was presented to the City Council to order the abatement of a
Public Nuisance of an unsafe structure located at 921 26t' Avenue North,
Hueytown.
A motion by Council Member Hurliman was made to adopt Resolution Number
6829 followed by a second to the motion by Council Member Pickens. Upon a roll
call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman
and Jacks voting yes. The motion carried unanimously.

Resolution 6830 was presented to the City Council to authorize a twelve- month
moratorium on the issuance of certain business licenses.
A motion by Council Member Zinnerman was made to adopt Resolution Number
6830 followed by a second to the motion by Council Member Jacks. Upon a roll call
vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and
Jacks voting yes. The motion carried unanimously.
g) Resolution 6831

Resolution Number 6805 which was adopted at the May 28, 2024 Council Meeting
regarding the property located 601 Dee Hendricks Road.
A motion by Council Member Hurliman was made to adopt Resolution Number
6831 followed by a second to the motion by Council Member Pickens. Upon a roll
call vote, President Wright and Council Members and Pickens, Hurliman and Jacks
voting yes and Council Member Zinnerman abstained. The motion carried with four
yes votes and one abstention.
15. ORDINANCES:
a) 24- 0709- 01
Ordinance 24- 0709- 01 was presented to the City Council as a first reading to
amend the City Of Hueytown Code of Ordinances to provide for the disposition of
unclaimed funds, property confiscated or taken as evidence, and for the disposition
of contraband found within the corporate limits of the City Of Hueytown.
16. EXTEND THE FLOOR TO THE PUBLIC
Prior to the extension of the floor to the public, President Wright reminds everyone
wishing to address the Council to state their name and address; must be a resident
of Hueytown to speak and shall limit comments to three minutes.

Charles Winston thanks the Mayor and Council on how well they work
together and also thanked the City Attorney for all that he does for the
City.
b)
Georgia Hampton at 113 Gray Lane addressed the Mayor and Council
thanking the City' s Police Department for all the help the department
recently provided and for all that the Police does. Ms. Hampton addressed
the Council about the fees and use of the Martin Luther King, Jr.
Community Center. Council Member Jacks addresses Ms. Hampton' s
questions as the Council' s Parks and Recreation Committee Chairperson.

With no further business to come before the Council Meeting, Council Member
Zinnerman made a motion to adjourn. Council President Wright declared the
meeting adjourned at 6: 35 P. M..
