CITY OF IOWA COLONY
BE IT REMEMBERED ON THIS, the 10th day of June, 2019, the City Council of the
City of Iowa Colony, Texas, held a Worksession at 6:00 P.M. and a Public Hearing and Special
Council meeting at 7:00 P.M. at the regular meeting place thereof in the City Hall, there being
present and in attendance the following members to wit:
Mayor Michael Byrum-Bratsen
Councilwoman Susan Cottrell
Councilwoman Ametta Murray
Councilwoman Robin Bradbery
Councilwoman Kacy Smajstrla
Councilman Chad Wilsey
And none being absent, constituting a quorum at which time the following business was
transacted.
WORKSESSION- 6:00 P.M.
Kent Marsh, Consultant City Planner and the City Council discussed possible amendments to the
Zoning Ordinance, Section 65 Home Occupations.
REGULAR MEETING - 7:00 P.M.
1. Mayor Byrum-Bratsen called the meeting to order at 7:29.
2. Pledge of Allegiance and Texas Pledge were recited.
3. PUBLIC HEARING
Mayor Byrum-Bratsen opened the public hearing at 7:30 p.m.
• Hold a public hearing on the annexation A 34 acre tract and a 26 acre tract, each
located in the H.T. & B. R.R. Co. Survey, Seclion 49. Abstract 259, in Brazoria
County, Texas; adjoining the west side of Iowa Colony Boulevard (County Road
65); approximately 2200 feet north of Dubuque Parkway (County Road 63); and
approximately 2100 feet south of Davenport Parkway (County Road 64).
No comments were made from the public. Mayor Byrum- Bratsen closed the public hearing at
8:04 p.m.
4. Citizens comments and presentations.
Iowa Colony Residents Lisa Powers and Rosie Flores expressed their concerns to the
council in regards to the variance to allow a dog grooming business in a single- family resident
dwelling district. They spoke against approving the variance.
Iowa Colony Resident Brenda Dillon spoke in favor of approving the variance to allow the dog
grooming business.
5. Mayor’s Reports:
• Mayor announced that next week we will be discussing more about the charter
commission. We have a tentative, intensive schedule to meet a November election.
• Kid Safe Summer is on June 22w’ at Oasis Village in Meridiana. The Police Department,
EMS, and Fire Department will be there,
6. Council Reports:
• Councilwoman Cottrell asked if TXDOT is going to start construction. Mayor says that
we are going to post more details on the city website. The funding has been received for
48, 63, 60, and the second span of Meridiana Parkway.
• Councilwoman Murray gave no report.
• Councilwoman Bradbery gave no report.
• Councilwoman Smajstrla reminded everyone to get on the Brazoria County webpage for
road closures. Mayor gave two websites to cheek. BCexpressway.org and Drive28S.com
• Councilman Wilsey went to the last Farmer’s Market in Meddiana. He mentioned that if
you haven’t been to Meridiana to utilize what they have to offer, they should. He asked if
they will break ground soon for the overpass.
7. Consider action to approve an ordinance amending the Design Criteria Manual to include
requirements for traffic signal specifications including but not limited to emergency vehicle
preemption. Councilwoman Cottrell made a motion to approve the ordinance. Seconded by
Councilwoman Bradbery. Approved unanimously.
8. Consider action to approve an ordinance amending the fee schedule and amending the method
of assessing residential fees for Iowa Colony. Councilwoman Bradbery made a motion to
approve the ordinance amending the fee schedule and amending the method of assessing
residential fees for Iowa Colony. Seconded by Councilwoman Smajstrla. Approved
unanimously.
9. Councilwoman Cottrell made a motion to adjourn at 8:04 pm. Seconded by Councilwoman
Smajstrla. Approved unanimously.
