JAMESTOWN CITY COUNCIL SPECIAL MEETING, JULY 24, 2025 UNOFFICIAL MINUTES City Hall, 102 3rd Ave SE, Jamestown, ND 58401 The special meeting of the City Council was called to order by Mayor Heinrich at 4:05 P.M. The Pledge of Allegiance to the flag was recited. Roll Call showed the following members present: Council Members Heinrich, Kamlitz, Phillips, Schloegel, Steele, Assistant City Attorney Geroux, and City Administrator Hellekson. A public hearing was held to hear the request from Cavendish Farms for a Payment in Lieu of Taxes (PILOT) under N.D.C.C. Sec 40-57.1 for a period of fifteen (15) years for the new construction of an addition to the potato processing plant, storage expansion and office expansion. No one appeared to object, and no written protests were received. The hearing was closed. Council Member Kamlitz moved to forward, without recommendation, to the August 4, 2025 City Council meeting, the request from Cavendish Farms for a Payment in Lieu of Taxes (PILOT) under N.D.C.C. Sec. 40- 57.1 for a period of fifteen (15) years for the new construction of an addition to the potato processing plant, storage expansion and office expansion. Seconded by Council Member Phillips. Josh Teigen, Harvest Group, LLC provided information. Roll Call No. 1: 5 ayes, 0 nays, 0 absent. Carried. Council Member Phillips moved a resolution to approve the request from Jamestown Fine Arts Association, Inc., d.b.a. The Arts Center and the Anne Carlsen Center, for a street closing on 2nd St SW from 1st Ave to the alley, on August 7, 2025, from 3:00 PM to 8:00 PM, for the Anne Carlsen Bubble Bash during the Downtown Arts Markets and waive the street closing fees. Seconded by Council Member Schloegel. Roll Call No. 2: 5 ayes, 0 nays, 0 absent. Carried. Council Member Kamlitz moved to adjourn at 4:12 p.m. Seconded by Council Member Schloegel.
