City Council Regular Meeting Minutes May 06, 2025 at 5:00 PM Jefferson City Municipal Building 1. Call to Order Opening Prayer Pledge of Allegiance Mayor Cain called the meeting to order at 5:08pm. 2. Roll Call PRESENT Mayor Mitch Cain Vice Mayor Kevin Bunch Councilwoman Ailene Combs Councilman Rocky Melton Councilwoman Sheala Purkey Also present were James Gallup, City Manager; Robert Burts, City Attorney; and Bettina Chandler, City Recorder. 3. Approval of Minutes from Previous Meetings a. Minutes from April 7, 2025, Meeting Motion made by Councilman Melton, Seconded by Councilwoman Combs to approve the minutes as written. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 4. Citizen Comments (Citizens should state their name, address, and limit comments to five minutes.) There were no comments from the audience. 5. Communications from the Mayor Mayor Cain said today was National Teachers' Day. He thanked the teachers at our City's schools: Jefferson Elementary, Jefferson Middle and Carson-Newman University. He recognized that last week was Firefighters' Week and thanked the firemen for their efforts. 6. Reports from Committees, Council Members, and other Officers  a. Building/Codes/Planning Department Monthly Report. Consider a report from Jeff Houston, Building Inspector, concerning a summary of the department's activity for April 2025. b. Fire Department Monthly Report. Consider a report from Lee Turner, Fire Chief, concerning a summary of the department's activity for April 2025. c. Parks and Recreation Monthly Report. Consider a report from Kevin Bolden, Parks & Recreation Director, concerning a summary of the department's activity of April 2025. d. Police Department/City Court Monthly Report. Consider a report from Andy Dossett, Police Chief, concerning a summary of the department's activity for April 2025. e. Public Works Monthly Report. Consider a report from Porter Massengill, Public Works Director, concerning a summary of the department's activity for April 2025. f. City Manager Monthly Report. Consider a report from James Gallup, City Manager, concerning a summary of his activity for April 2025. Mr. Gallup said they have advertised for bids for janitorial services and for mowing services. The bids are due May 14th. May 15th is Peace Officer Memorial Day. Our police department will have a ceremony on Monday, May 12th at 3:30pm. City offices will be closed on Monday, May 26th for Memorial Day. 7. Appointments a. Appoint Keith Repass as the City Judge for a two-year term. Motion made by Councilwoman Combs, Seconded by Councilman Melton to reappoint Keith Repass for a two year term as City Judge. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey b. Appoint David Rosser to the Historic Zoning Commission by Mayoral appointment for a five-year term. Mayor Cain reappointed David Rosser to the Historic Zoning Commission. 8. Acceptance of Bids/Professional Services/Leases/Grants a. Approve purchase of Emergency Lighting Package for Command Vehicle Motion made by Vice Mayor Bunch, Seconded by Councilman Melton to approve the requested purchase. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey b. Authorize replacement of fence surrounding the pool at Roy Harmon Park Motion made by Vice Mayor Bunch, Seconded by Councilwoman Purkey to authorize the replacement of the fence. The cost will be approximately $49,000 and this purchase will require a budget amendment. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey c. Accept Bid for Auditing and Compliance Services for FY 2024-2025 from Brown Jake & McDaniel  Motion made by Vice Mayor Bunch, Seconded by Councilwoman Combs to accept the bid. Approve on Second Reading Ordinance 2025-02 Amending Section 13-105 of the City Code Regarding Overgrown and Dirty Lots Motion by Councilwoman Combs, seconded by Councilwoman Purkey at adopt Ordinance 2025-02 on second reading. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey 10. New Business a. Approve Resolution 25-13 Granting Permissions for Off-Duty Jefferson City Police Officers to Work With the University of Tennessee Police Department Motion made by Vice Mayor Bunch, Seconded by Councilwoman Combs to approve the Resolution. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey b. Approve Resolution 2025-14 Authorizing an Increase in the Monthly Expense Amounts for City Councilmembers Motion made by Councilman Melton, Seconded by Councilwoman Combs to discuss the Resolution. Vice Mayor Bunch spoke against the need for an increase. Motion by Councilwoman Combs, Seconded by Councilman Melton to amend the resolution to an additional $300 per month rather than $500 per month. Vice Mayor Bunch spoke against the need for any increase. Approve on First Reading Ordinance 2025-03 to Levy a Tax on All Taxable Property Within the Corporate Limits of Jefferson City Motion made by Councilwoman Combs, Seconded by Councilman Melton to adopt the Ordinance. Voting Yea: Mayor Cain, Vice Mayor Bunch, Councilwoman Combs, Councilman Melton, Councilwoman Purkey d. Approve on First Reading Ordinance 2025-04 Adopting the Annual Budget for the Fiscal Year beginning July 1, 2025, and ending June 30, 2026  Motion made by Councilwoman Combs, Seconded by Councilman Melton to adopt the Ordinance.
