MINUTES CITY OF JEFFERSON COMMON COUNCIL TUESDAY, AUGUST 21, 2018 The Tuesday, August 21, 2018 meeting of the City of Jefferson Common Council was called to order at 7:06 p.m. by Mayor Oppermann. Members present were: Ald. Peachey, Ald. Miller, Ald. Beyer, Ald. Horn, Ald. Brandel, Ald. Tully, Ald. Krause and Ald. Lares. Also present were: City Administrator Freitag, City Engineer Pinnow, City Attorney Rogers and City Clerk\Deputy Treasurer Kuehl. PUBLIC PARTICIPATION None. FINANCING PLAN FOR THE POLICE DEPARTMENT/JEFFERSON UTILITIES BUILDING REHABILITATION Administrator Freitag referred to the exhibit in the packet from Ehlers. He explained that the recommendation is for option 1 with the Jefferson Utilities portion being financed with 10 year Notes and the City portion being financed with 20 year General Obligation Bonds. Option 2 would be to put in place an interim financing plan. The interest rates used for the estimates assumes the City has a AA bond rating. The project will be out for bid the first week of September and at the September 18th Council meeting Dawn with Ehlers will be present to ask the Council to authorize the financing plan for the project. PROPOSED ORDINANCE #6-18 TO AMEND SECTION 25-4 OF THE MUNICIPAL CODE CONCERNING THE DUTIES OF THE PRESIDING OFFICER Ald. Brandel introduced Proposed Ordinance #6-18 for its first reading. CITY OF JEFFERSON ORDINANCE # 6-18 The Common Council of the City of Jefferson, Wisconsin hereby ordains as follows: Section 1: Section 25-4 of the City of Jefferson Municipal Code relating to the duties of the presiding officer is hereby repealed and restated as follows: (A) The Mayor shall preserve order and decide all questions, subject to an appeal of the Council; announce the business before the Council in the order in which it is to be acted upon; receive and submit in proper manner all motions and propositions presented; put to a vote all questions which are regularly moved or which necessarily arise in the course of proceedings and announce the result; and authenticate by his signature, when necessary, all acts, orders, and proceedings of the Council. (B) In addition to the aforementioned duties, the Mayor, after consulting with the City Administrator, shall be responsible for the creation, preparation and publication of the agenda for all meetings of the Common Council as well as the agenda for all meetings of any standing committees of the City. Section 2: This ordinance shall take effect after passage, publication, and attestation as required by law. Section 3: This is a first reading. CONSENT AGENDA Ald. Tully introduced Resolution No. 43. CITY OF JEFFERSON RESOLUTION NO. 43 BE IT RESOLVED, by the Common Council of the City of Jefferson, Wisconsin that the consent agenda for August 21, 2018 is hereby adopted. A. Vouchers Payable for July, 2018 in the amount of $25,498.00 and August, 2018 in the amount of $511,794.07. Payroll Summary for August 17, 2018 in the amount of $157,343.05. B. Council Minutes from the August 6, 2018 Meetings of the Common Council. C. Licenses as Approved by the Regulatory Committee. 1. Operator’s Licenses 2. Special Class B Licenses Ald. Miller noted a correction to the August 6, 2018 Common Council minutes. Ald. Miller and Ald. Lares were absent. Ald. Tully seconded by Ald. Lares moved to approve Resolution No. 43 with the noted corrections to the minutes. On call of the roll, motion carried unanimously with Ald. Miller, Ald. Lares and Ald. Beyer abstaining from the minutes. Adjourn to Closed Session Pursuant to Section 19.85(c) of the Wisconsin State Statutes to Consider Hiring a Police Department Full-time Patrol Officer, Part-time Patrol Officer and Part-time Civilian Reserve Officers Ald. Miller seconded by Ald. Peachey moved to adjourn to Closed Session. On call of the roll, motion carried unanimously. Motion was made by Ald. Krause, seconded by Ald. Tully to reconvene to open session. Motion carried unanimously on a voice vote. RESOLUTION AUTHORIZING THE HIRE OF A POLICE DEPARTMENT FULL-TIME PATROL OFFICER Ald. Miller introduced Resolution No. 44. CITY OF JEFFERSON RESOLUTION NO. 44 WHEREAS, Police Chief Pileggi has taken steps to fill a vacant position based upon a recent resignation in the Police Department for a full-time patrol officer; and WHEREAS, interviews were conducted by the City of Jefferson Fire and Police Commission of two current part-time officers on staff; and WHEREAS, Police Chief Pileggi is recommending that Joshua Mosher be hired by the City of Jefferson to fill the vacant position as per the selection of the City of Jefferson Fire and Police Commission; and WHEREAS, the Personnel Committee having reviewed the qualifications of Joshua Mosher and the recommendation of Chief Pileggi is also recommending the hire of Joshua Mosher to the Common Council; and WHEREAS, the Chief of Police has full-time funds allocated in his 2018 approved operating budget and that this part-time patrol officer is to replace a current vacancy in the full-time patrol officer staff. NOW, THEREFORE BE IT RESOLVED, by the Common Council of the City of Jefferson, Wisconsin that the Chief of Police is authorized to hire Joshua Mosher, effective Wednesday, August 22nd, 2018, as a full-time patrol officer for the City of Jefferson Police Department. The initial rate of pay shall be the entry level step as outlined in the Collective Bargaining agreement between the City of Jefferson and the Jefferson Professional Police Officer's Association. Ald. Miller, seconded by Ald. Brandel moved to approve Resolution No. 44. Motion carried unanimously on call of the roll. RESOLUTION AUTHORIZING THE HIRE OF A POLICE DEPARTMENT PART-TIME PATROL OFFICER Ald. Krause introduced Resolution No. 45. CITY OF JEFFERSON RESOLUTION NO. 45 WHEREAS, Police Chief Pileggi has taken steps to fill a vacant position in the Police Department for a part-time patrol officer; and WHEREAS, the open position was publicly advertised and interviews were conducted with potential candidates; and WHEREAS, Police Chief Pileggi is recommending that Patrick Dziekan be hired by the City of Jefferson to fill the vacant position; and WHEREAS, the Personnel Committee having reviewed the qualifications of Patrik Dziekan and the recommendation of Chief Pileggi is also recommending the hire of Patrick Dziekan to the Common Council; and WHEREAS, the Chief of Police has part-time funds allocated in his 2018 approved operating budget and that this part-time patrol officer is to replace a current vacancy in the part-time patrol officer staff. NOW, THEREFORE BE IT RESOLVED, by the Common Council of the City of Jefferson, Wisconsin that the Chief of Police is authorized to hire Patrick Dziekan, effective Wednesday, August 22nd, 2018, as a part-time patrol officer for the City of Jefferson Police Department. The initial rate of pay shall be $16.50 per hour pursuant to the 2018 City of Jefferson non-represented pay resolution. Ald. Krause, seconded by Ald. Beyer moved to approve Resolution No. 45. Motion carried unanimously on call of the roll. RESOLUTION AUTHORIZING THE HIRE OF TWO POLICE DEPARTMENT PART-TIME CIVILIAN RESERVE OFFICERS Ald. Tully introduced Resolution No. 46. CITY OF JEFFERSON RESOLUTION NO. 46 WHEREAS, Police Chief Pileggi has taken steps to fill vacant positions in the Police Department for part-time civilian reserve officers; and WHEREAS, the open positions were publicly advertised and interviews were conducted with potential candidates; and WHEREAS, Police Chief Pileggi is recommending that Andrea Elliot and Jamison Hoff be hired by the City of Jefferson to fill the vacant positions; and WHEREAS, the Personnel Committee having reviewed the qualifications of Andrea Elliot and Jamison Hoff and the recommendation of Chief Pileggi is also recommending the hire of Andrea Elliot and Jamison Hoff to the Common Council; and WHEREAS, the Chief of Police has part-time funds allocated in his 2018 approved operating budget and that these part-time civilian reserve officers are to replace current vacancies in the part-time civilian reserve officer staff. NOW, THEREFORE BE IT RESOLVED, by the Common Council of the City of Jefferson, Wisconsin that the Chief of Police is authorized to hire Andrea Elliot and Jamison Hoff, effective Wednesday, August 22nd, 2018, as part-time civilian reserve officers for the City of Jefferson Police Department. The initial rate of pay shall be $12.00 per hour pursuant to the 2018 City of Jefferson non- represented pay resolution. Ald. Tully, seconded by Ald. Krause moved to approve Resolution No. 46. Motion carried unanimously on call of the roll. Ald. Peachey, seconded by Ald. Lares moved to adjourn the August 21, 2018 meeting of the Common Council at 7:31 p.m. On a voice vote, motion carried unanimously. The minutes of the August 21, 2018 meeting of the Common Council are uncorrected. Any corrections made thereto will be noted in the proceedings at which time the minutes are approved and referenced above.
