BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS MAY 25,2021- 8:30A.M It was announced that the bid opening for the Next Level Trails Project would not be opened at this meeting because DNR needed time to review specs and bid openings would take place at the next Board of Works meeting on June 8, 2021. Roll call was answered by Mayor SuzAnne Handshoe and Chairman Jim Dazey and Board Member Don Gura. Others present were: Katie Ritchie, Scott Mosley, Wade Hale, Dawn McGahen, Lance Waters, Jeremy McKinley, Cindy Marple, Mark Schultz, and Steve Garbacz- KPC. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes The minutes of the May 11, 2021 Board of Public Works and Safety meeting were presented for approval. Board Member Don Gura made a motion to approve the minutes with a second by Mayor SuzAnne Handshoe. The motion passed 2 ayes-0 nays. Petitions or Comments No petitions or comments were given. Mayor Application for use of public facilities- Legacy Kids Summer Nights Jes Conley of Legacy Church requested the use of public facilities of the Kendallville Sports Complex every Monday from June 7, 2021 through July 19, 2021 from 6:00 P.M. to 7:00 P.M. to provide a family fun outdoor program for kids ages 2-11 Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Application for use of public facilities- Kendallville Main Street Car Show Stephane Langelier requested the use of public facilities on September 11, 2021 from 10:00 A.M. till 6:00 P.M. on Main Street from Mitchell Street to Diamond Street, from Rush Street to State Street, from Williams Street to State Street, and the parking lot behind Northeastern Center for the Kendallville Main Street Car Show. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Application for use of public facilities- Food Truck Friday David Dressler of Noble County YPN requested the use of public facilities on October 1, 2021 from 4:00 P.M. till 10:00 P.M. on Main Street from Rush Street to Mitchell Street. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Engineering Drake Road Reconstruction- Phase 1 – Invoice #26 PE Administrative Engineer Scott Derby requested authorization to pay request #26 in the amount of $3,458.67 ($2,766.94 federal) ($691.73 local) to A&Z Engineering. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Drake Road Reconstruction- Phase 1 – Invoice #4 R/W Acquisition Administrative Engineer Scott Derby requested authorization to pay request #4 (invoice 21-2829) to A&Z Engineering in the amount of $$14,513.50. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Drake Road Reconstruction- Phase 2- Pay Request #2 (invoice 21-2831) Administrative Engineer Scott Derby requested authorization to pay request #26 in the amount of $21,981.40 ($$17,585.12 federal) ($4,396.28 local) to A&Z Engineering. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Park Chairman Jim Dazey welcomed new Park Director, Dawn McGahen, on board as previous Park Director, Jim Pankop, retired. Police Request approval to fill Dispatcher position Chief of Police Lance Waters requested the approval to open and fulfill a fulltime and two part time Dispatcher positions as these positions have become available resulting in resignations. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. WWTP Equipment purchase Superintendent Mark Schultz requested authorization to pat Jackson Construction $9,000.00 towards the installation of 1 out of 3 pumps for a new return activated sludge (RAS) pumps to replace the existing ones. The total seal upgrade cost will be $24,117.00. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Wade Hale from K.M.L gave the Board a brief overview and timeline of Wastewater’s interaction with IDEM on getting the chemical mixture narrowed down as they are working out the biology of the mixture to work closely with Kraft Foods sewage. Wade Hale and Superintendent Mark Schultz also informed the Board that during the last big rain carp from Henderson Lake swam into the ditch to spawn because of high water however when the ditch drained that caused the carp to become trapped and died. DNR and IDEM both have been notified and with the help of State Rep. David Abbott the situation is being taken care of. Water The April Revenue/ Expense Report was presented for review. Motion to Adjourn Board Member Don Gura made a motion to adjourn the meeting.
