BOARD OF PUBLIC WORKS AND SAFETY
COUNCIL CHAMBERS
DECEMBER 28, 2021-8:30 A.M.
Roll call was answered by Chairman Jim Dazey and Board Member Don Gura. Mayor SuzAnne Handshoe was
absent.
Others present were: Steve Garbacz- KPC News, Lance Waters, Scott Mosley, Mark Schultz, Brian Strange,
Cindy Marple, and Katie Ritchie.
Pledge of Allegiance
The Pledge of Allegiance was recited by all in attendance.
Minutes
The minutes of the December 14, 2021 Board of Public Works and Safety meeting were presented for approval.
Board Member Don Gura made a motion to approve the minutes with a second by Chairman Jim Dazey. The
motion passed 2 ayes-0 nays.

Clerk-Treasurer
2021 Encumbrances into 2022
Clerk Treasurer Katie Ritchie requested the authorization to forward the 2021 encumbrances into 2022 in the total
amount of $1,121,381.40. Board Member Don Gura made a motion to approve with a second from Chairman Jim
Dazey. The motion passed 2 ayes – 0 nays.
Request to Pay AIM
Clerk Treasurer Katie Ritchie requested authorization to pay invoice 83198 to AIM in the amount of $5,356.00.
This is for the 2022 AIM Dues. Monies for this invoice will be paid from BOW Contractual Account 361. Board
Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes
– 0 nays.
Request to Hire
Clerk Treasurer Katie Ritchie requested authorization to accept applications for the Accounts Payable Position in
the Clerk’s Office. Current AP Clerk Judy Henney is retiring as of March 31, 2022 and needs to train for the
position. Katie is asking to open the job internally until January 3, 2022 then open to the public if need be. Board
Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes
– 0 nays.
Police
Request to Renew GETAC Video Storage Contract
Chief of Police Lance Waters requested authorization to renew the GETAC Video Storage Contract in the amount
of $6,668.62. Board Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The
motion passed 2 ayes – 0 nays.
Wage Adjustment- Shartzer
Chief of Police Lance Waters requested authorization to give SRO Sidney Shartzer a wage adjustment to
$26.96/hr. Board Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The
motion passed 2 ayes – 0 nays.
Street
Request to Purchase Replacement Dump Body from W.A. Jones
Street Superintendent Brian Strange requested authorization to purchase a dump body, hydraulics, and salt
spreader from W.A. Jones in the amount of $67,144.00. This will be placed on one of the current salt trucks.
Board Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The motion passed
2 ayes – 0 nays.
WWTP
2022 Budget
WWTP Superintendent Mark Schultz presented the 2022 budget to the Board. Board Member Don Gura made a
motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays.
Water
2022 Budget
Water Superintendent Scott Mosley presented the 2022 budget to the Board. Board Member Don Gura made a
motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays.
Motion to Adjourn
Board Member Don Gura made a motion to adjourn the meeting. Chairman Jim Dazey adjourned the meeting at
8:43 A.M.
