BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS FEBRUARY 22, 2022-8:30 A.M. Roll call was answered by Chairman Jim Dazey, and Board Member Don Gura. Mayor SuzAnne Handshoe was absent. Others present were: Steve Garbacz- KPC News, Scott Mosley, Mark Schultz, Brian Strange, Scott Derby, Bob Combs, Cindy Marple, and Katie Ritchie. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes The minutes of the February 8, 2022 Board of Public Works and Safety meeting were presented for approval. Board Member Don Gura made a motion to approve the minutes with a second by Chairman Jim Dazey. The motion passed 2 ayes-0 nays. Petitions or Comments No petitions or comments were given. Mayor Application for use of Public Facilities- Walk for Life Korynn Freels submitted an application for use of public facilities for Walk for Life on May 14, 2022 from 10:00 A.M. through 12:00 P.M. This will take place on the sidewalks around Bixler Lake. The walk will begin at Life and Family Services at 201 S. Park Avenue. Board Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays. Application for use of Public Facilities- East Noble Show Choir Invitational 2022 Chris Mettert submitted an application for use of public facilities for the East Noble Show Choir Invitational on March 5, 2022 from 6:00 A.M. through 12:00 A.M. This will take place on Knight Drive by the high school. Board Member Don Gura made a motion to approve with a second by Chairman Jim Dazey. The motion passed 2 ayes – 0 nays. Request to Pay Kammerer Mayor SuzAnne Handshoe requested authorization to pay Kammerer Q1895 in the amount of $5,005.00. This is for (13) pole mounted snow flake decorations. Board Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays. Vacation Extension Mayor SuzAnne Handshoe requested authorization for Secretary Cindy Marple to roll over three days and three and a half hours of vacation as she was not able to use it all by her anniversary date of February 18, 2022. Board Member Don Gura made a motion with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays. Clerk-Treasurer Request to Hire AP Clerk Clerk Treasurer Katie Ritchie requested authorization to hire Sherri Knisely as Accounts Payable Clerk on February 23, 2022. Sherri will have a starting wage of $19.00/hr. Board Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays. Engineering Awarding of 2021-2 CCMG Street Improvements Bid Administrative Engineer Scott Derby presented the list of tabulated bids from the prior meeting. It was recommended that the lowest bid received (Pulver) in the amount of $400,149.10 be awarded. Board Member Don Gura made a motion to approve Pulver with the lowest bid with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays. WWTP The January Revenue/ Expense Report was presented for review. The January Activity Report was presented for review. Request for Wage Adjustment- Trevor Hampshire Superintendent Mark Schultz requested authorization to give Trevor Hampshire a wage increase to $22.70/hour. Board Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays. Request for Wage Adjustment- Cole Criswell Superintendent Mark Schultz requested authorization to give Cole Criswell a wage increase to $22.70/hour. Board Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays. Request for Wage Adjustment- Jordan Undeen Superintendent Mark Schultz requested authorization to give Jordan Undeen a wage increase to $23.20/hour. Board Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays. Request for Wage Adjustment- Sue McGee (tabled) Sewer Adjustment- 317 Laurelwood Lane Greg Pyle resident of 317 Laurelwood Lane requested a sewer adjustment of $477.75 as they did not go down a drain. WWTP employee Trevor Hampshire verified and recommended the BOW approval. Board Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays. Water The January 2022 Revenue/Expense Report was presented for review. US 6 Water Main Improvement Water Superintendent Scott Mosley requested approval to proceed with the U.S. 6 Water Main Improvement Project. This project was approved in the ARPA Grant expenditure plan approved by Council in 2021. The estimated cost of this project is $337,500.00. Board Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays. Request for Wage Adjustment- Norman Creech Superintendent Scott Mosley requested authorization to give Norman Creech a wage increase to $24.26/hour. Board Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays. Request for Wage Adjustment- Nathaniel Nickles Superintendent Scott Mosley requested authorization to give Nathaniel Nickles a wage increase to $22.00/hour. Board Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays. Motion to Adjourn Board Member Don Gura made a motion to adjourn the meeting.
