BOARD OF PUBLIC WORKS AND SAFETY
COUNCIL CHAMBERS
OCTOBER 11, 2022-8:30 A.M.
Roll call was answered by: Mayor SuzAnne Handshoe, Chairman Jim Dazey, and Board Member Don Gura.
Others present were: Steve Garbacz- KPC, Mark Schultz, Lance Waters, Brian Strange, Scott Mosley, Cindy
Marple, Robert Combs, Kristen Johnson, and Katie Ritchie.
Pledge of Allegiance
The Pledge of Allegiance was recited by all in attendance.
Minutes
Board Member Don Gura made a motion to approve the Board of Works minutes from the September 27, 2022
meeting with a second from Mayor Handshoe. The motion passed 2 ayes – 0 nays.

Mayor
Application for Use of Public Facilities- Christmas Parade 2022
Jenny Ernsberger submitted a use of public facilities application for the 2022 Christmas Parade from Harding
Street, North on Main Street to Rush Street on Saturday December 3, 2022 from 12:00 P.M. through 2:00 P.M.
Board Member Don Gura made a motion to approve pending the insurance certificate being turned in with a
second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Engineering
Drake Road Phase 1 PE- Invoice #39 & #40
Administrative Engineer Scott Derby requested authorization to pay invoice #39 to A&Z Engineering in the
amount of $5,680.96 (Federal $4,544.77 & Local $1,136.19) Board Member Don Gura made a motion to approve
with a second Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Administrative Engineer Scott Derby requested authorization to pay invoice #40 to A&Z Engineering in the
amount of $ 4,867.56 (Federal $3,984.05 & Local $973.51) Board Member Don Gura made a motion to approve
with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Drake Road Phase 2 PE- Invoice #18
Administrative Engineer Scott Derby requested authorization to pay invoice #18 to A&Z Engineering in the
amount of $14,184.78 (Federal $11,347.82 & Local $2,836.96). Board Member Don Gura made a motion to
approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Police
Vacation Extension- Dwight Miller
Chief of Police Lance Waters requested an extension of vacation days for Patrolman Dwight Miller through the
end of the year. Dwight has two vacation days that were set to expire on his anniversary date of October 12, 2022.
Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion
passed 2 ayes – 0 nays.
WWTP
Request to Pay Wet Environmental Engineering LLC
Superintendent Mark Schultz requested authorization to pay invoice #10060 in the amount of $8,280.00 to Wet
Engineering. Board Member Don Gura made a motion to approve with a second Mayor SuzAnne Handshoe. The
motion passed 2 ayes – 0 nays.
700 Block South Main Street Sanitary Sewer Relining
Administrative Engineer Scott Derby recommended awarding In-Liner Solutions to reline the sanitary sewer
located at the 700 Block of South Main Street as they were the lowest quote. The In-Liner Solutions quote came
in at $36,250.00. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne
Handshoe. The motion passed 2 ayes – 0 nays.
Water
Request for Approval of Peerless Midwest Yearly Testing
Superintendent Scott Mosley requested authorization to pay Peerless Midwest $5,250.00 to perform yearly testing
and evaluate nine well motors, nine well pumps, four high service pumps, and four high service motors. Board
Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed
2 ayes – 0 nays.
Superintendent Scott Mosley told the Board that the painting of the Krueger Street tower was about 90% complete
and everything should be final by winter.
Motion to Adjourn
Board Member Don Gura made a motion to adjourn the meeting. Chairman Jim Dazey adjourned the meeting at
8:38 A.M.
