COUNCIL CHAMBERS
NOVEMBER 9, 2022-8:30 A.M.
Roll call was answered by: Mayor SuzAnne Handshoe and Chairman Jim Dazey. Board Member Don Gura was
absent.
Others present were: Steve Garbacz- KPC, Mark Schultz, Wade Hale, Lance Waters, Brian Strange, Dawn
McGahen, Kristen Johnson, Scott Mosley, Cindy Marple, Scott Derby, Jeremy McKinley, and Katie Ritchie.

Minutes
Mayor SuzAnne Handshoe made a motion to approve the Board of Works minutes from the October 25, 2022
meeting with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays.

Application for Use of Public Facilities- City of Kendallville Christmas Celebration
Kristen Johnson submitted a use of public facilities application for street closure from the Pocket Park east to
Riley, north to William, west to Orchard Street on December 1, 2022 from 6:00 P.M.-8:00 P.M. This will be for a
horse drawn wagon rides during the Christmas tree lighting event. Mayor SuzAnne Handshoe made a motion to
approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays.
Clerk-Treasurer
Authorization to pay Havel
Clerk Treasurer Katie Ritchie requested authorization to pay invoice 18225588 to Havel in the amount of
$6,894.61. This invoice will be paid from the BOW Contractual account. Mayor SuzAnne Handshoe made a
motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays.
Engineering
Drake Road Phase 2 PE- Invoice #19
Administrative Engineer Scott Derby requested authorization to pay pay request #19 in the amount of $16,476.50.
(Federal $13,181.20 & Local $3,295.30) Mayor SuzAnne Handshoe made a motion to approve with a second
from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays.
Police
Request Authorization to Open School Resource Officer Position
Police Chief Lance Waters requested authorization to open a vacant School Resource Officer position within the
City. Mayor SuzAnne Handshoe made a motion to approve with a second from Chairman Jim Dazey. The motion
passed 2 ayes – 0 nays.
Request Authorization to Open Patrol Officer Position
Police Chief Lance Waters requested authorization to open a vacant Patrol Officer position. Mayor SuzAnne
Handshoe made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0
nays.
Request to Purchase Two Patrol Vehicles
Police Chief Lance Waters requested authorization to two new 2023 Dodge Chargers. There was previously
$38,983.00 encumbered from last year for a 2022 Dodge Durango and the maker cancelled the order. Chief
Waters would like to add an additional $33,517.00 to that purchase order for the two vehicles. Mayor SuzAnne
Handshoe made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0
nays.
WWTP
Baker Tilly Municipal Advisors Invoice
Superintendent Mark Schultz requested authorization to pay invoice BTMZ16476 to Baker Tilly in the amount of
$5,968.15. This invoice will be paid from account number 6201008632.000. Mayor SuzAnne Handshoe made a
motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays.
Wet Environmental Engineering Invoice
Superintendent Mark Schultz requested authorization to pay invoice 100-61 to Wet Engineering in the amount of
$7,860.00. Mayor SuzAnne Handshoe made a motion to approve with a second from Chairman Jim Dazey. The
motion passed 2 ayes – 0 nays.
Water
Valves and Actuators for Diamond Street Iron Filters
Superintendent Scott Mosley requested authorization to purchase 4- 8” butterfly valves, 2- 4” butterfly valves,
mounting adaption brackets for all valves, and 2 rotork actuators from BL Anderson in the amount of $28,550.00.
Mayor SuzAnne Handshoe made a motion to approve with a second from Chairman Jim Dazey. The motion
passed 2 ayes – 0 nays.
Replace Meters in Diamond Street Well Field
Superintendent Scott Mosley requested authorization to purchase 4 large transmitter equipped mag-meters from
BL Anderson in the amount of $20,280.00. Mayor SuzAnne Handshoe made a motion to approve with a second
from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays.
Motion to Adjourn
Mayor SuzAnne Handshoe made a motion to adjourn the meeting. Chairman Jim Dazey adjourned the meeting at
8:43 A.M.
