BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS SEPTEMBER 26, 2023-8:30 A.M. Roll call was answered by: Mayor SuzAnne Handshoe, Chairman Jim Dazey, and Board Member Don Gura. Others present were: Katie Ritchie, Lance Waters, Patrick Howell, Brian Strange, Scott Mosley, Scott Derby, and Jeremy McKinley. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes Board Member Don Gura made a motion to approve the Board of Works minutes from the September 12, 2023 meeting with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Petitions No petitions or comments were given. Mayor Application for Use of Public Facilities- Child Loss Walk Teresa Collins from Life and Family Services submitted an application for use of public facilties on October 15th from 3:00 P.M. to 5:00 P.M. for the Child Loss Walk. This will take place on sidewalks from Life and Family on Park Ave, to Diamond Street, to Riley Street, to Mott Street, to Lake Park Drive, and ending on the east side of Bixler Lake. There will be no closures for this walk but will have an extra police presence. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Application for Use of Public Facilities- Meet the Candidates The Republican Party submitted an application for the use of public facilities on October 1, 2023 at the Pocket Park for a Meet the Candidates event from 5:00 P.M. to 7:00 P.M. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Engineering The Drake Road Phase 2 Status Report was presented for review. Administrative Engineer Scott Derby told the Board that the reason for a brief halt on construction for Drake Road was because of a utility company needing to relocate some of their wires but construction crews were back on site as of yesterday. Fire Request to Pay Hoosier Fire Equipment Fire Chief Jeremy McKinley requested authorization to pay Hoosier Fire Equipment in the amount of $30,824.80 for tools. Funding for this purchase will be split between the general fire equipment budget and the Olive B. Cole Foundation as they have agreed to fund half the purchase. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Request for Pay Increase- Sibert Fire Chief Jeremy McKinley requested authorization to give Firefighter Nicholas Sibert his first wage adjustment of $500.00 a year. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. WWTP The August Financial Report was presented for review. The August Activity Report was presented for review. Wet Environmental Invoice Superintendent Patrick Howell requested authorization to pay Wet Environmental $5,150.00 for engineering services for the month of August 2023. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Sewer Adjustment- 202 Crescent Avenue Zeke Whitehead-Deele resident of 202 Crescent Avenue requested a sewer adjustment in the amount of $366.72 for water that did not go down a drain due to a few busted pipes. Trevor Hampshire of WWTP determined the water did not go down a drain and recommended an approval be given. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Board Member Don Gura made a motion to have the Superintendent get with Clerk Treasurer Katie Ritchie and amend the BOW Resolution restricting time submission for adjustments to be done with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Wage Adjustment- Furlow Superintendent Patrick Howell requested authorization to give Krystal Furlow a wage adjustment of $0.90 an hour as she has reached her 180 anniversary. The adjustment will be retro dated to September 16, 2023. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Motion to Adjourn Board Member Don Gura made a motion to adjourn the meeting.
